COMMENTS:

1. Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is 03/11/2014.

2. AM 2-06.3.6 Provide a blank three (3) inch by five (5) inch block in the lower right corner of the plan adjacent to the title block on the first sheet of the development package for use by Pima County Addressing.

3. AM 2-06.3.10 A legend that shows and describes all symbols used on the drawing is to be provided, preferably on the first sheet.

4. AM 2-06.4.2 The title block shall include the following information and be provided on each sheet:
B. A brief legal description
D. The administrative street address.

5. AM 2-06.4.3 This project has been assigned case number DP13-0041. Place this number near the lower right corner of all sheets.

6. AM 2-06.4.4 The project-location map to be located on the first sheet of the development package in the upper right corner, shall cover approximately one (1) square mile, be drawn at a minimum scale of 3" = 1 mile, and provide the following information.
A. Show the subject property approximately centered within the one (1) square mile area.
B. Identify major streets and regional watercourses within the square mile area and
all streets that abut the subject property.
C. Section, township, and range; section corners; north arrow; and the scale will be
labeled.

7. AM 2-06.4.7.A.1 List as a general note: "Existing zoning is R-2."

8. AM 2-06.4.7.A.3 This plan has been prepared in conjunction with a rezoning
application, add the following note next to the existing zoning note: "Proposed zoning is C-2."

Provide a copy of the approval letter for both the Board of Adjustment variance and the rezoning. Note this project can not be approved until both the BOA and the Rezoning have been completed.

Provide in the general note #6 the date of approval, what the variance was for, and any conditions of approval.

Provide a separate letter clearly indicating how each of the rezoning conditions have been met.

Provide elevation drawings of the north wall clearly indicating compliance with rezoning condition #13.

Provide on the plans showing compliance with rezoning conditions #12, #16, and #18.

Provide documentation showing completion of the required tax parcel lot combination per rezoning condition #7.

9. AM 2-06.4.7.A.4 Identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses. As follows: Commercial Storage subject to: 4.9.10.A

10. AM 2-06.4.9.H.5.a Provide a dimensioned detail of a proposed vehicle parking space. See UDC Sec. 7.4.6.D

As indicated on the plan the vehicle parking spaces will be required to provide a wheel stop barrier to prevent damage to the indicated wall. See UDC Sec. 7.4.6.H.1 & .3. Clearly indicate on the plan and the detail.

11. AM 2-06.4.9.H.5.d Show bicycle parking facilities fully dimensioned. For specifics,
refer to Section 7.4.9, Bicycle Parking Design Criteria, of the UDC. Provide, as a note, calculations for long term bicycle spaces required and provided. Per UDC Table 7.4.8-1 the minimum number of 2 long term bicycle parking spaces are required for this use.

Per UDC Sec. 7.4.8.B.1.a.(1) if the total square footage of the proposed structures does not exceed 2500 sq. ft. long term bicycle parking is not required.

12. AM 2-06.4.9.O Provide dimensions for all building setbacks from property lines. It appears that the northern most storage unit does not meet the required street perimeter yard setback as per UDC Sec. 6.4.5.C.1 which requires a minimum street perimeter yard setback of 20' or 1 ½ times the height of the wall whichever is greater. Revise or a DDO (Design Development Option) would be required to reduce the required setback.

13. AM 2-06.4.9.Q Provide dimensions of the footprints of all structures, square footage of each building and the height of each building on the footprint of each structure shown on the plan.

The subject submittal has been reviewed and it can not be approved at this time. Address the following comments before review can continue. Prepare a detailed response that explains the revisions that were made and references the exact location on the Development Package where the revisions were made:

Drainage Report:

1. Submit a drainage report is that addresses the location of the subject parcel within Ruthrauff Wash Watershed, which is designated critical watershed, which requires the provision of runoff detention. The report shall address the imperviousness of the ground for existing and proposed conditions and if runoff detention will be needed to mitigate any increase in the regulatory onsite runoff. It shall also address water harvesting provision (Chapter 26 of the Tucson Code (i.e. Floodplain Ordinance) and Chapter II of the City of Tucson Drainage Manual).

Development Package:

1. Provide, on the cover sheet, the administrative address as required by A.M. 2-06.4.2.D.
2. Provide, on every sheet, all relevant case numbers (A.M. 2-06.4.3).
3. Show, on the plan, the basis of bearing and provide the tie between the basis of bearing and one of the corners of the parcel (A.M. 2-06.4.8.A).
4. Show, if applicable, any existing onsite easements (A.M. 2-06.4.8.B).
5. Indicate existing site ground elevations based on COT Datum (A.M. 2-06.4.8.E).
6. It appears that a lot combo may be required. Address this issue and (A.M. 2-06.4.9.A).
7. Show sight visibility triangles as required by A.M. 2-06.4.9.H.2.
8. If applicable, show areas of detention including 100-year ponding limits with water surface elevations (A.M. 2-06.4.9.N.1).
9. Indicate proposed drainage solutions as required by (A.M. 2-06.4.9.N.2).
10. Provide locations and types of drainage structures as required by (A.M. 2-06.4.9.N.3).
11. It is not clear if site grading is proposed. Indicate all proposed ground elevations at different points and provide, if applicable, the amounts of cut and fill (A.M. 2-06.4.9.N.4).
12. If grading is proposed, add the following standard grading notes:

a. The contractor is not permitted to make an autonomous decision to carry out construction field changes without prior written approval from the Engineer of Record and the City of Tucson Development Services Department.
b. Revise Grading Note #46 to read as follows: "CALL FOR SWPPP INSPECTION AND PRE-CONSTRUCTION MEETINGS. FOR A PDSD ENGINEERING INSPECTIONS, CALL IVR (740-6970), OR SCHEDULE WITH A CUSTOMER SERVICE REPRESENTATIVE AT THE PLANNING AND DEVELOPMENT SERVICES DEPARTMENT, OR CONTACT DSD ENGINEERING AT 791-5550 EXTENSION 2101, OR SCHEDULE INSPECTIONS ONLINE AT: http://cms3.tucsonaz.gov/pdsd/inspections".
c. A copy of the approved Grading Plan, Grading Permit, and any Geotechnical Reports shall be kept at the site at all times, until final grading approval.
d. Any revision to the Grading Plan MAY require a re-submittal of a revised grading plan for review. Contact PDSD Engineering at 791-5550 to discuss changes in grading design.
e. If grading construction is expected to last longer than the expiration date of the grading permit, contact PDSD to renew/extend the Grading Permit. If Final Grading Inspection has not been completed before the Grading Permit expires, and the permit has not been renewed, additional fees and reviews may be required.
f. Contact Permits and Codes at 791-5100 for any questions regarding any right-of-way permit requirements.
g. As-builts and letters of completion for basin and overall project are required.
h. The Engineer of Record shall submit a statement of conformance to as-built plan and the specifications.
i. The permitee shall notify the PDSD when the grading operation is ready for final grading inspection. Final grading approval shall not be given until all work, including installation of all drainage facilities and their permanent protective devices, and all erosion control measures have been completed in accordance with the approved grading plan and grading permit, and any required reports have been submitted.

13. Provide the location of the dumpster. Ensure that the location is accessible (A.M. 2-06.4.9.T).
14. Verify that the proposed site paving is in compliance with the IDC 7.4.6.I.

RESUBMITTAL REQUIRED: Revised Development Plan Package and drainage report

2) The vehicular use area must be provided with post barricades or wheel stop
curbing designed to prevent parked vehicles from extending beyond the property lines; damaging adjacent landscaping, walls, or buildings and to prevent vehicles from driving onto unimproved portions of the site per DS 3-05.2.3.C. Revise the plans as necessary to provide barriers to protect tree root zones.
Revise the development plan to provide curbing or other suitable barrier for landscape areas within and adjacent to the vehicular use area. LUC 3.7.2.3.B


3) Revise the landscape plan to indicate the source of water. DS 2-07.2.2.C.2Revise the landscape plans to include the following standard notes for landscaping in the public right-of-way:

4) Landscape borders proposed in right-of-way or MS&R areas must be approved by the City Engineer or designee and comply with the City Engineer's requirements on construction, irrigation, location, and plant type. Provide verification, in writing, of any approvals obtained. Contact Gary Wittwer, DOT Landscape Architect for specific requirements.

All planting and irrigation that is proposed within the ROW must receive a permit prior to construction. Plans should be submitted to the City of Tucson Permits and Code section at 201 N. Stone, 4th floor. Once the permit has been approved, the applicant must call for a "Blue Stake " prior to the required pre-construction meeting with the City Landscape Architect, and prior to starting any work.

It is the property owner's responsibility to keep the Sight Visibility Triangles (SVT), and the pedestrian access area clear of vegetation at all times, per Land Use Code (LUC) section 3.7.2.9.

Final plant locations must be in compliance with all utility setback requirements. The owner understands that if the City of Tucson Transportation Department or any utility company needs to work within the ROW in the landscaped area, plants and irrigation may be destroyed without replacement or repair.

The property owner assumes full liability for this landscape and irrigation, and any damage to roadway, sidewalk and utilities within the public right-of-way.

The only private irrigation equipment that is allowed within the ROW is polyethylene type tubing and emitters that are not under constant pressure. All other equipment except for the water meter must be on site.

5) Grading, hydrology, and landscape structural plans are to be integrated to make maximum use of site
storm water runoff for supplemental on-site irrigation purposes. Revise the plans to include depressed landscape areas to capture rainfall. LUC 3.7.4.3.B

Tucson Electric Power Company (TEP) has reviewed the plan submitted 3/19/13. TEP is unable to approve the plan at this time. There are existing electrical facilities within the boundaries of this project. In order for TEP to approve the plan the facilities and easements must be depicted on the plans.

All costs associated with the relocation of the facilities in conflict will be billable to the developer.

Please resubmit two revised bluelines to City of Tucson for TEP's review. You may contact the area Designer, Jennifer Crawford at 917-8708 should you have any questions.
