DEVELOPMENT PLAN COMMENTS: Please resubmit revised drawings along a response letter, which states how all Zoning Review Section comments regarding the Unified Development Code (UDC), Administrative Manual (AM) & Technical Standards Manual (TSM) were addressed.

1. This site was reviewed for full code compliance for the entire site.

The following comments are based on Unified Development Code (UDC) Administrative Manual (AM) 2-06.0:

1. A.M. 2-06.4.3 Provide the development package number, DP13-0040, adjacent to the title block on all sheets.

2. A.M. 2-06.4.7.A.4 Provide the information within in DEVELOPMENT PLAN NOTE 3, GENERAL MERCHANDANDISE SALES SUBJECT TO USE SPECIFIC STANDARDS - "4.9.9.B.3 and 4.9.13.O".

3. A.M. 2-06.4.7.A.8.a Provide a General Note stating the floor area for each building.

1. A.M. 2-06.4.9.H.4 Provide street widths, curbs, sidewalks, and utility locations, all fully dimensioned.

2. A.M. 2-06.4.9.H.5 Per UDC Section 7.4.6.F.2.b Access lanes and PAALs must be setback at least two feet from a wall, screen, or other obstruction over six inches. That said provide a width dimension from what appears to be railing shown at the "PEDESTRIAN CONNECTION TO THE PARKING GARAGE" to the one-way drive.

3. A.M. 2-06.4.9.H.5 Provide a width dimension for the two (2) vehicle entrances off of Norris Avenue.

4. A.M. 2-06.4.9.H.5 Demonstrate on the plan how vehicle access will be controlled for the propose "ONE-WAY DRIVE", i.e. signs, pavement markings, etc.

5. A.M. 2-06.4.9.H.5.a Provide documentation that the adjacent parking garage has 18 spaces available for this site to use.

6. A.M. 2-06.4.9.H.5.a A cross parking and access agreement will be required for use of the parking garage.

7. A.M. 2-06.4.9.H.5.a Some type of signage will be required for use of the parking garage.

8. A.M. 2-06.4.9.J It does not appear that the MS&R future right-of-way (ROW) is show correctly. Contact Mike Holder @837-6723 to verify future ROW requirements.

9. A.M. 2-06.4.9.O The call out for the MS&R perimeter yard setback, 21' SETBACK FROM FUTURE TRAVEL LANE" shown just north of building 1 is not correct. Due to the average daily traffice (ADT) this setback is measured from the back of future curb.

10. A.M. 2-06.4.9.R Provide width dimensions for all proposed sidewalks on site.

11. As you are not developing the site to meet future ROW a future site plan showing how the site with meet code requirements when/if the future ROW is taken is required, Also a MS&R covenant must be recorded prior to approval of the plan, provide a copy of the recorded covenant with your next submittal.

Tucson Electric Power Company has reviewed and approved the development plan submitted March 13, 2013. It appears that there is one conflict with the existing facilities within the boundaries of this proposed development. The existing underground facilities will need to be removed when existing buildings are demolished.

Enclosed is a copy of a TEP facilities map showing the approximate location of the existing facilities. Any relocation costs will not be billable to the customer.

In order to apply for electric service, call the New Construction Department at (520) 918-8300. Submit a final set of plans including approved site, electrical load, paving off-site improvements and irrigation plans, if available include a CD with the AutoCAD version of the plans.

SUMMARY: Engineering Division of Planning & Development Services Department has received and reviewed the proposed Development Plan Package and Drainage Report (Rick Engineering Co., 08MAR13). Engineering Division does not recommend approval of the Development Plan Package at this time. The following items need to be addressed:

SITE PLAN: Due to the full code expansion requirement per the Zoning Section make sure that all dimensions, details, sections, keynotes, proposed improvements and all other aspects of this project meet the minimum requirements within the UDC, AM and TSM and are reflected on the site plan sheets.

1) AM Sec.2-06.4.3: The relevant Development Plan Package case number (DP13-0040) may be added to the lower right hand corner of the plan on all sheets.

2) AM Sec.2-06.4.8.C: Revise the development plan document to dimension the existing width of right-of-way, paving, curbs and sidewalks for all streets.

3) AM Sec.2-06.4.8.F: Revise the development plan document to label the existing drainage infrastructure located within the public right-of-way, include the infrastructure improvement plan number in plan view.

4) AM Sec.2-06.4.9.A: Revise the development plan document to label and dimension the lot lines with distances and measurements.

5) AM Sec.2-06.4.9.H.1: Revise the development plan document to label the required 25-foot radii at all proposed driveway locations on both MS&R Streets per City of Tucson Transportation Access Management Guidelines (TAMG), Section 5.5. Refer to TSM Sec.10-01 for street development standards.

6) AM Sec.2-06.4.9.H.1: Revise the development plan document to label the required 18-foot radii at both proposed driveway locations on Norris Ave per City of Tucson Transportation Access Management Guidelines (TAMG), Section 5.5. Refer to TSM Sec.10-01 for street development standards. Any reduction in radii (as proposed with the 12-foot exit along Norris Ave) will require a Technical Standard Modification Request (TSMR).

7) AM Sec.2-06.4.9.H.5.a: Revise the development plan document to dimension both PAAL entrances off of Norris Ave. Verify minimum 2-way access for all entrances and PAALs onsite per UDC Sec.7.4.6.D.

8) AM Sec.2-06.4.9.H.5.a: Revise the development plan document to provide the required 2-foot setback from the PAAL to the railing adjacent to the pedestrian connection to the parking garage per UDC Sec.7.4.6.F.2.b.

9) AM Sec.2-06.4.9.J: Provide approval through TDOT for all future right-of-way improvements and dimensions associated with the Grant Road.

10) AM Sec.2-06.4.9.J: Revise the development plan document, specifically Sheet 3, to include all dimensions for the MS&R Streets adjacent to the project. Provide dimensions for future right-of-way, sidewalk area, intersection tapering, etc.

11) AM Sec.2-06.4.9.L: Revise the development plan document to include the SEQ # for the proposed public sidewalk easement as shown by separate instrument. Provide the SEQ # in plan view for verification.

12) AM Sec.2-06.4.9.M: For future reference a grading plan and grading permit will be required for the proposed work. Since the project size is over an acre a Stormwater Pollution Prevention Plan will also be required at grading plan submittal.

13) AM Sec.2-06.4.9.N.3: Provide approval from TDOT for the proposed reconstructed catch basin located within the right-of-way of Campbell Ave. A PIA maybe required for all right-of-way improvements. Provide a revised Drainage Report that addresses this proposed change with supporting calculations to ensure that the proposed grate can accept the same volume of flow as the existing catch basin.

14) AM Sec.2-06.4.9.R: Revise the development plan document and associated Keynotes to reference the PC/COT Standard Detail #200 for Public Improvement for all proposed concrete sidewalks, or provide a separate detail for construction purposes.

15) AM Sec.2-06.4.9.T: Revise or clarify a refuse container location for both buildings. It appears that the building on the eastside has a trash compactor; however the area is not Keynoted or labeled. Clarify that all refuse requirements are meet per TSM Sec.8-01.

16) AM Sec.2-06.4.9.T: Verify with ES that a recycling area for recycling containers is not required under this development. Provide written notification if ES is not requiring this area.


DRAINAGE REPORT:

17) Provide a revised Drainage Report that addresses the proposed reconstructed catch basin to grate within the Campbell Ave right-of-way with supporting calculations to ensure that the proposed grate can accept the same volume of flow as the existing catch basin with out adversely impacting the public roadway.


GENERAL COMMENTS:

Please provide a revised Development Plan Package and Drainage Report that addresses the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments.

2. Street landscape borders must be a minimum of ten feet wide as measured from the street property line. On streets designated as Major Streets and Routes (MS&R), the street landscape border must be measured from the future MS&R right-of-way line as determined by Section 5.4.4, Establishment of MS&R Right-of-Way Lines and Gateway Routes. DS 7.6.4.C.2

3. Note: Street landscape borders must be located entirely on site, except that, if approved by the City Engineer or designee, up to five feet of the required ten foot width may be placed within the adjacent right-of-way area or within the Major Streets and Routes (MS&R) right-of-way area on MS&R streets.

4. An approved site plan is required indicating how the project will comply with UDC standards when the MS&R right-of-way can no longer be used as part of the site. Such plan shall be an exhibit to an executed covenant for recordation stating the responsibility of the property owner, successor, or assignee as to the removal of improvements and compliance with the UDC at no cost to the City UDC 5.4.5.F.

5. All new commercial development and site plans submitted after June 1, 2010, shall include a rainwater harvesting plan. The rainwater harvesting plan shall include a landscape water budget and an implementation plan Sec. 6-182 (Ord. No. 10597, ยง 1, 10-14-08).
