Engineering Division does not recommend approval of the Development Plan Package at this time. This review falls under the Unified Development Code (UDC), Administration Manual (AM) and Technical Standards Manual (TSM). Refer to TSM Sec.10-01 for street development standards. Provide written approval from TDOT if smaller curb returns are being proposed. 2) AM Sec.2-06.4.9.H.2: Revise the development plan document to dimension the existing/future SVTs for both driveway entrances. Either provide the dimensions in plan view or label them in Keynote #21. GENERAL COMMENTS: Please provide a revised Development Plan Package that addresses the comment provided above. For expedite purposes the development plan package can be reviewed over the counter (PDSD Engineering Division comment only) for stamp approval once all items have been addressed. Speedway Blvd. Development Package (2nd Review) DP13-0018 TRANSMITTAL DATE: June 10, 2013 DEVELOPMENT PLAN COMMENTS: Please resubmit revised drawings along a response letter, which states how all Zoning Review Section comments regarding the Unified Development Code (UDC), Administrative Manual (AM) & Technical Standards Manual (TSM) were addressed. 1. This site was reviewed for full code compliance for the entire site. 2. Remove all references to the Land Use Code (LUC) from the plans and replace with Unified Development Code (UDC) references. Sheet 4 still has references to the LUC see General Note 3. There are also references to Development Standards that do not apply, see General Note 6 & 17. The following comments are based on Unified Development Code (UDC) Administrative Manual (AM) 2-06.0: 1. A.M. 2-06.4.4 The location map shown on the cover sheet is difficult to read. Either remove the parcels from the map or lighten the plan show that the section corners can be read. 2. General Note 3, Sheet 4 still references the LUC. A.M. 2-06.4.7.A.4 Identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses. General Note 3 references the LUC. The following comments are based on Sheet 14, SITE PLAN: 1. A.M. 2-06.4.9.H.5.a Per UDC Section 7.4.4.B and Table 7.4.4-1 the required number of vehicle parking spaces is 4,197 s.f./100 = 45 and number provided is 20. A Board of Adjustment for Variance (B of A) is required to reduce the parking required. If approved provide the B of A case number, what was approved, and any conditions of approval on the plan. 2. A.M. 2-06.4.9.H.5.d Detail 3/SD3 remove the reference to "28" MIN. CLEARANCE BETWEEN MULITIPLE DOUBLE RACK INSTALLATIONS" from the detail as this is not correct. Note: The screening requirement is in addition to the landscape requirements. 4. If necessary: Include with re-submittal variance approval documentation. Indicate on the lower right hand corner of the site plan, the variance case number, date of approval, and any conditions imposed. 5. The site plan and landscape plan must show identical site layout to avoid conflict between the two plans. Ensure that all changes are reflected on the landscape plan. 6.
