Speedway Blvd. Development Package (1st Review) DP13-0018 TRANSMITTAL DATE: February 13, 2013 DEVELOPMENT PLAN COMMENTS: Please resubmit revised drawings along a response letter, which states how all Zoning Review Section comments regarding the Unified Development Code (UDC), Administrative Manual (AM) & Technical Standards Manual (TSM) were addressed. 1. This site was reviewed for full code compliance for the entire site. 2. Remove all references to the Land Use Code (LUC) from the plans and replace with Unified Development Code (UDC) references. The following comments are based on Unified Development Code (UDC) Administrative Manual (AM) 2-06.0: 1. A.M. 2-06.4.4 The location map shown on the cover sheet does not meet the requirements of this section. 2. A.M. 2-06.4.7.A.4 Identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses. General Note 3 references the LUC. 3. A.M. 2-06.4.7.A.6.a Provide a general notes stating "THIS PROJECT IS DESIGNED TO MEET THE OVERLAY ZONE CRITERIA SEC. 5.4, MAJOR STREETS AND ROUTES (MS&R) SETBACK ZONE. 4. A.M. 2-06.4.7.A.8.a Provide a General Note stating the floor area for each building. 5. A.M. 2-06.4.8.B A.L.T.A Sheet 1, SCHEDULE "B" ITEMS, 8 refers to a gas line right of way, on A.L.T.A Sheet 2 and 14 8 refers to an electrical easement, clarify. The following comments are based on Sheet 14, SITE PLAN: 1. A.M. 2-06.4.8.C The following information regarding existing private or public right-of-way adjacent to or within the site shall be provided: the name, right-of-way width, recordation data, type and dimensioned width of paving, curbs, curb cuts, and sidewalks. 2. A.M. 2-06.4.9.F All existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the drawing with zoning boundaries clearly defined. That said provide the zoning for the parcel directly north of this site and the zoning for the parcels south of Speedway Blvd. 3. A.M. 2-06.4.9.H.4 Provide street widths, curbs, sidewalks, and utility locations, all fully dimensioned. 4. A.M. 2-06.4.9.H.5 Per UDC Section 7.4.6.F.2.b Access lanes and PAALs must be setback at least two feet from a wall, screen, or other obstruction over six inches. That said there is an existing monument sign called out under keynote 2 that appears to encroach in to the required two (2) foot setback along the south access lane. 5. A.M. 2-06.4.9.H.5 Per UDC Section 7.4.6.F.2.b Access lanes and PAALs must be setback at least two feet from a wall, screen, or other obstruction over six inches. That said there is a guard rail called out under keynote 28 that appears to encroach in to the required two (2) foot setback at the southwest corner of the building. 6. A.M. 2-06.4.9.H.5.a The vehicle parking space calculation is not correct. On sheet 14 you show 4,301 s.f. and an patio seating of 225 s.f., the patio seating area is required to be parked. That said the required vehicle parking spaces should be 45. 7. A.M. 2-06.4.9.H.5.a Per UDC Section 7.4.4.B and Table 7.4.4-1 the required number of vehicle parking spaces is 4,526 s.f./100 = 45 and number provided is 21. A Board of Adjustment for Variance (B of A) is required to reduce the parking required. If approved provide the B of A case number, what was approved, and any conditions of approval on the plan. 8. A.M. 2-06.4.9.H.5.d Zoning was not able to find the required short-term bicycle parking on the plan. 9. A.M. 2-06.4.9.H.5.d For your information per UDC Section 7.4.9.2.d A single inverted "U" rack is designed and located to accommodate two bicycles. 10. A.M. 2-06.4.9.H.5.d Detail 3/SD3 show the 2'x6' parking space on the detail, see UDC Section 7.4.9.2.F 11. A.M. 2-06.4.9.H.5.d The bicycle parking calculation is not correct. As two racks are proposed in the proposed building you are provided 4 long-term bicycle parking spaces, see comment 9 above. 12. A.M. 2-06.4.9.L As it appears there is cross access proposed with the parcel to the north provided documentation that shows that the existing cross access shown on the plan covers both parcels. Also provide the recordation information for this agreement. 13. A.M. 2-06.4.9.R As vehicle overhang is proposed along the sidewalk located on the east side of the building demonstrate on the plan that a four (4) foot sidewalk will be maintained along the entire length of the building. It appears that there are pop outs on the building that will encroach into the require 6'-6" sidewalk, 4'-0" clear sidewalk and a 2'-6" vehicle overhang. 14. A.M. 2-06.4.9.R Demonstrate on the plan that a four (4) foot sidewalk will be maintained along the south side of the building between the patio seating and access lane. 15. A.M. 2-06.4.9.R Provide width dimension for all proposed and existing sidewalks on site. 16. A.M. 2-06.4.9.R Per TSM Section 7-01.3.3.B The areas within the development which must be connected include, but are not limited to, all buildings, all bicycle and vehicle parking areas, all recreation areas, all dumpster areas, and all other common use areas. That said shown the required pedestrian circulation from the proposed main building to the proposed long-term bicycle building. 17. A.M. 2-06.4.9.R Per TSM Section 7-01.4.B A sidewalk is required adjacent and parallel to any access lane or PAAL on the side where buildings are located. That said provide a sidewalk along the proposed long-term bicycle building. Please address the following review comments prior to the next submittal. Development Package: 1. Please include a response letter to the comments along with the corrected copies of the DP. 2. Relevant case numbers (development package document, rezoning, board of adjustment, DDO, MDR, DSMR, overlay, etc.) shall be provided adjacent to the title block on each sheet. D.S. 2-06.4.3. 3. The project-location map shall cover approximately one (1) square mile, be drawn at a minimum scale of 3" = 1 mile, and provide the following information. D.S. 2-06.4.4. A. Show the subject property approximately centered within the one (1) square mile area. B. Identify major streets and regional watercourses within the square mile area and all streets that abut the subject property. C. Section, township, and range; section corners; north arrow; and the scale will be labeled. 4. General Notes. The following general notes are required. Additional notes specific to each plan are required where applicable. D.S. 2-06.4.7.A.6. A. Zoning and Land Use Notes 6. If a plan or plat is prepared in conjunction with other applications or overlays or the parcel being developed is subject to conditions of an application processed previously, additional information must be added to the plan. Such applications and overlays include, but are not limited to: annexations; rezonings; special exceptions; Board of Adjustment variances; Design Development Options; Technical Standard Modification Request; overlays (Airport Environs Zone, Environmental Resource Zone, Gateway Corridor Zone, Hillside Development Zone, Historic Preservation Zone, Major Streets and Routes, Rio Nuevo District, Scenic Corridor Zone, WASH); Modification of Development Regulations through the Downtown Area Infill Incentive District or Rio Nuevo District; Downtown Heritage Incentive Zone; or, Design Review Board. Provide the following information on the plan. a. List additional applications and overlays, by case number (if applicable), in lower right corner of each sheet. As a general note provide the type of application processed or overlays applicable, a statement that the project meets the criteria/conditions of the additional application or overlay, the case number, date of approval, what was approved, and the conditions of approval, if any. F. Trails Notes. List the following notes as appropriate. 3. The Eastern Pima County Trails System Master Plan does not show any trails on or adjacent to the development site. 5. Existing Site Conditions. The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within fifty (50) feet of the site. On sites bounded by a street with a width of fifty (50) feet or greater, the existing conditions across the street will be provided. D.S. 2-06.4.8. B. All easements shall be drawn on the plan. The recordation information, location, width, and purpose of all easements on site will be stated. Blanket easements should be listed in the notes, together with recordation data and their proposed status. Should an easement not be in use and be proposed for vacation or have been abandoned, so indicate. However, should the easement be in conflict with any proposed building location, vacation of the easement shall occur prior to approval of plan unless written permission from easement holder(s) is provided. C. The following information regarding existing private or public right-of-way adjacent to or within the site shall be provided: the name, right-of-way width, recordation data, type and dimensioned width of paving, curbs, curb cuts, and sidewalks. E. Indicate the ground elevation on the site based on City of Tucson Datum (indicate City of Tucson field book number and page). 6. Information on Proposed Development. The following information on the proposed project shall be shown on the drawing or added as notes. D.S. 2-06.4.9. H. Proposed traffic circulation: 1. Proposed traffic circulation will be designed in accordance with Section 10-01.0.0, Street Technical Standards, of the Technical Standards Manual, to include streets, intersections, street names, right-of-way widths, curve radii of centerlines and curb returns, and proposed improvements, such as pavement, curbs, access points (driveways), accessible ramps, and sidewalks. Street improvements, such as sidewalks, curbs, pavement, and accessible ramps, do not need to be drawn on the plan if such information is provided on typical street cross sections. Contact Permits and Codes at 791-5550 for a right-of-way permit or Private Improvement Agreement for the configuration and construction in the right-of-way. 2. Show future and existing sight visibility triangles. On a designated MS&R street, the sight visibility triangles are based on the MS&R cross-section. The far side SVT's on the west side of the driveways are 20'x30' pedestrian SVT's and are shown correctly. However the near side SVT's on the east side of the driveways are to be 20'x345'. I. Show all right-of-way dedications on or abutting the site and label. If the development package documents have been prepared in conjunction with a subdivision plat or is required as a condition of approval of a review process, such as a rezoning, street dedications in accordance with the Major Streets and Routes (MS&R) Plan may be required by these processes. Projects bounded by streets having only a portion of the right-of-way width dedicated will be required to dedicate right-of-way, up to one-half (½), to complete the street width. Should there be any proposed street or alley vacation, provide this information. If vacation has occurred, include the recording information. J. If street dedication is not required or proposed and the project site is adjacent to a Major Street or Route, draw the Major Street right-of-way lines for those streets. (Add the MS&R future sidewalk, right-of -way lines, sight visibility triangles, etc.) N. In conjunction with a drainage report or statement, as applicable, prepared in accordance with the City Engineer's instructions and procedures, the following information will be indicated on the development package documents. For additional information regarding drainage standards, see the City of Tucson Standards Manual for Drainage Design and Floodplain Management. 2. Indicate proposed drainage solutions, such as origin, direction, and destination of flow and method of collecting and containing flow. Although areas are shown depressed for water harvesting, there is not a way for the water to enter those areas ie: depressed curbs. 7. Draw locations and indicate types of off-site runoff acceptance points and/or onsite runoff discharge points. T. Show refuse collection areas, including locations of dumpsters, screening location and materials, and vehicle maneuverability, fully dimensioned, and access route. If dumpster service is not proposed, indicate type of service. For specific information on refuse collection, refer to Section 8-01.0.0, Solid Waste and Recycle Disposal, Collection, and Storage, of the Technical Standards Manual. Refuse collection on all projects shall be designed based on that section, even if collection is to be contracted to a private firm. W. Indicate the locations and types of proposed signs (wall, free-standing, pedestal) to assure there are no conflicts with other requirements and that minimal locational requirements can be met. Indicate if there are any existing billboards on site. Although the sign is shown in it's proposed location and not being effected by the SVT's, it may be in conflict with the SVT's when they are shown correctly. Compliance to the Sign Code, Chapter 3 of the Tucson Code is required. 22. Include a compact disk (CD) containing the latest/revised submittal of the dev. plan, reports and documents associated with this project with the latest submittal. 23. It is suggested that while my comments are being addressed or have been addressed, that you make an appointment/call/email me to discuss any of my comments that you may have questions on. If I missed any information or made a mistake, we can go over those items at the meeting, over the phone or through email. A Drainage Statement is a brief description of drainage conditions applicable for a site which are not affected by 100 year flows of 100 cfs, of more……per S.M.D.D.F.M., chap. II, 2.1.2. The DS must be submitted along with the site plan and accepted with the approval of the grading plan. 2. The content and format of the Drainage Statement should follow S.M.D.D.F.M., chap. II, 2.2. 3.
