Engineering Division does not recommend approval of the Development Plan Package at this time. This review falls under the Unified Development Code (UDC), Administration Manual (AM) and Technical Standards Manual (TSM). The following items need to be addressed: SITE PLAN: Per the Zoning Section this review is under the 25% expansion there for only the area of development needs to meet the requirements of the UDC. 1) AM Sec.2-06.3.5: Revise the development plan document to include the approval stamp in the lower right quadrant of each sheet. The link to the stamp can be found here: http://cms3.tucsonaz.gov/pdsd/cdrc-rezoning/cdrd-stamp 2) AM Sec.2-06.4.3: The relevant Development Plan Package case number (DP13-0007) may be added to the lower right hand corner of the plan on all sheets. 3) AM Sec.2-06.4.4: Revise the project location map to meet the minimum requirements within the referenced section; show the property approximately centered within 1 square mile, label sections, township and ranges, section corners, north arrow and scale (3"=1 mile). 4) AM Sec.2-06.4.7.B.2: Revise the development plan document to include the flowing note; "This project is affected by the City of Tucson Floodplain Regulations." 5) AM Sec.2-06.4.9.H.2: Revise the development plan document to dimension the near and far side sight visibility triangles for the two driveway entrances off of 16th Street (local through street) per TSM Sec.10-01.5.3. 6) AM Sec.2-06.4.9.H.4: Revise the development plan document to label all streets as "Public." 7) AM Sec.2-06.4.9.H.5: Verify the development plan document is designed in accordance with Sec.7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC. Specifically Sec.7.4.6.D and associated Table 7.4.6-1 for minimum angled parking dimensions. Label all A-G dimensions in plan view. It appears that the last handicap parking space will encroach into the 20-foot PAAL width, revise. 8) AM Sec.2-06.4.9.H.5: Remove Keynote #30 that is shown in plan view on Parcel 1 within the revised parking areas. It appears to be labeling the proposed vertical curbing. GENERAL COMMENTS: Please provide a revised Development Plan Package that addresses the comments provided above. Ajo Way Development Package TRANSMITTAL DATE: 01/30/13 COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. 1. This project is being reviewed under the Unified Development Code (UDC) which includes the Administrative Manual (AM) and Technical Standards Manual (TSM). 2. AM 2-06.3.5 : Revise the development plan document to include the correct CDRC approval stamp in the lower right quadrant of each sheet. The link to the stamp can be found here: http://cms3.tucsonaz.gov/pdsd/cdrc-rezoning/cdrd-stamp 3. AM 2-06.3.9 The plan drawing shall be oriented with north toward the top of the sheet. If it is not practical to orient north to the top of the sheet, the plan drawing shall be oriented with north to the left side of the sheet. 4. AM 2-06.4.2 The title block shall include the following information and be provided on each sheet: B. A brief legal description 5. AM 2-06.4.3 This project has been assigned case number DP13-0007. Place this case number near the lower right corner of all sheets. This project has been submitted in conjunction with a Minor Subdivision Plat, case number S13-003. Place this case number near the lower right corner of all sheets. This project cannot be approved until the Minor Subdivision Plat has been completed and approved. 6. AM 2-06.4.4 The project-location map to be located on the first sheet of the development package in the upper right corner, shall cover approximately one (1) square mile, be drawn at a minimum scale of 3" = 1 mile, and provide the following information. B. Identify major streets and regional watercourses within the square mile area and all streets that abut the subject property. C. Section, township, and range; section corners; north arrow; and the scale will be labeled. 7. AM 2-06.4.7.A.4 Identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses. Per UDC Sec. 4.8.6 the use shall be indicated as follows: Financial Service, subject to 4.9.4.L.1 & .3 and 4.9.13.O Clearly indicate on the plan compliance with 4.9.4.L.1 and 4.9.13.O.b, one of the drive thru lanes is restricted to an automated teller machine (ATM) service only.. 8. AM 2-06.4.8.A Provide site boundary perimeter information, including bearing in degrees, minutes, and seconds, with basis for bearing noted, together with distances in feet, to hundredths of a foot, or other functional reference system. Include for both lots. 9. AM 2-06.4.8.B All easements shall be drawn on the plan. The recordation information, location, width, and purpose of all easements on site will be stated. 10. AM 2-06.4.9.F All existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the drawing with zoning boundaries clearly defined. 11. AM 2-06.4.9.H.1 The concrete barriers indicated by keynote number 32 on parcel 2 cannot be located within the right of way. Relocate so that they are on the property. Keynote number 30 which is pointing to new curbing is miss labeled as a building demo. Revise. Clearly indicate the width of the PAAL behind the new handicap parking spaces. 12. AM 2-06.4.9.H.5a The parking calculations provided at a ratio of 1:300 of gross floor area is correct per the UDC. If using the parking calculation per the UDC the bicycle parking must be brought up to code per UDC. Sec. 7.4.8 and 7.4.9. Since this is less than a 25% expansion if the previous parking ratio of 1:175 is used then compliance with the bicycle parking requirements would not be required. Revise parking calculations to indicate 1:175 which requires 44 parking spaces with 69 parking spaces being provided.
