Walker, PE, 24MAY13). Engineering Division does not recommend approval of the Development Plan Package at this time. This review falls under the Unified Development Code (UDC), Administration Manual (AM) and Technical Standards Manual (TSM). The Development Plan Document was reviewed under the Unified Development Code and Technical Standards Manual for design purposes. The Development Standards no longer apply. The correct reference should state; TSM Sec.10-01.5.0. 2) AM Sec.2-06.4.3: Revise the development plan document to clarify the T12SAXXXXX reference. Either provide the correct SA Case # on the plan sheets or remove from the development plan if it is not applicable. 3) AM Sec.2-06.4.9.H.5: Revise the development plan document to clearly label the required separation of the proposed vehicular use area from the unimproved portions of the site. Revise the plan to show Detail F/C3 along the east side of the site as well. SWPPP: 4) Tucson Code Ordinance 10209, Chapter 26 Section 26-42.2: It is acknowledged that the civil is preparing a new SWPPP Report and Exhibits to meet the new 2013 General Construction Permit for State Standards. Verify that all Section requiring certification have been signed by the appropriate parties. GENERAL COMMENTS: Please provide a revised Development Plan Package and SWPPP that addresses the comment provided above. For expedite purposes the development plan package can be reviewed over the counter (PDSD Engineering Division comment only) for stamp approval once all items have been addressed. Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is 1/14/2014. 2. AM 2-06.4.7.A.4 Clearly indicate on the plans compliance with UDC Sec. 4.9.10.C.3 & .6. 4.9.10.C.3 All walls or doors visible from adjacent streets and residential properties shall be surfaced with a non-reflective material. 4.9.10.C.6 The facility's exterior façade visible from adjoining residential properties or street frontage shall be earth tone in color and of masonry, stucco, or similar materials. 3. AM 2-06.4.3 Remove the T12SAXXXXXX from the lower right corner of all sheets. 4. AM 2-06.4.7.A.8.d Clearly indicate on the phasing plan that the existing canopy and surrounding area is phase 1 (with wheel stops) and that the existing canopy is actually a new structure. Revise indicated phase 1 to phase 2 and phase 2 to phase 3. Clearly indicate what phase the landscape area along the north boundary will be included in. 5. AM 2-06.4.9.H.5.a Per UDC Sec. 7.4.6.H.1 Barriers, such as post barricades or wheel stop curbing, are required in a vehicular use area to prevent vehicles from extending beyond the property lines, to prevent cars from damaging adjacent landscaping, walls, and/or driving onto unimproved portions of the site.
