Section 5.3.8.2, LUC, permits a maximum of one year from the date of application to obtain approval of a development plan. If, at the end of that time, the development plan has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this development plan is November 26, 2013. 2. DS 2-01.3.2.D - There is a lot split application that has been processed through PDSD but not completed. Once the lot split has been recorded there an address for the new lot must be applied for through Pima County Addressing. List the new address on the cover sheet of the development package. 3. DS 2-01.3.7.A.4 - Include the following information in the site data text block on the cover sheet: While there are no structures proposed for this development the zoning data should reflect what is allowed and proposed even if proposed is 0 or nothing. a. the Development Designator for this use DD "34". b. the allowed and proposed height c. the allowed and proposed FAR d. the perimeter yard indicator "DD" 4. DS 2-01.3.9.E - AS has been mentioned in comment #2, a lot split application has been processed through PDSD but not completed. Zoning cannot approve the Development package until the recordation of the lot split has been done and the documentation presented to PDSD Zoning Review and the Lot split Application closed out. Also a copy of the address certificate must be provided at the time of presenting the lot split documentation. 5. DS 2-01.3.9.E - Label on the site plan drawing the zoning classification adjacent to the project site including across the street. 6. DS 2-01.2.3.9.M - Once the Site plan is approved the grading plan is also approved. 7. DS 2-01.2.3.9.R - It is not clear whether HC parking is to be requested by the PDSD ADA Plans Reviewer. If HC is requested or required, accessible routes will have to be provided from the HC parking stalls to the street sidewalk or to the development site, that this parking lot is to serve. 8. DS 2-01.2.3.9.W - If applicable to this project, indicate the location of freestanding monument signs. 9. This project has been assigned the activity number DP12-0223. Engineering Division does not recommend approval of the Development Plan Package at this time. This review falls under Development Standard 2-01. The following items need to be addressed: DRAINAGE STATEMENT: 1) Revise the Drainage Statement and Existing Conditions Watershed Map to detail and dimension the existing swale where the basin outlet pipe is proposed. Per the aerials this area is on the adjacent property and the statement must show that either the master drainage report (provide the exhibits and discussion) takes this flow acceptance into account or provide written notarized approval from the adjacent neighbor for all offsite improvements or discharge acceptance. Provide a discussion on where this flow ultimately outlets in the public right-of-way and verify that the 10 year flow is conveyed under any pedestrian sidewalks, if applicable. SITE PLAN: 2) DS Sec.2-01.3.2.D: Revise the development plan document to provide the new address for the property once the lot split application is completed. List the new address on the cover sheet of the development package. 3) DS Sec.2-01.3.3: The relevant Development Plan Package number (DP12-0223) may be added to the lower right hand corner of the plan on all sheets. 4) DS Sec.2-01.3.7.B.2: Remove the Floodplain Notes (#2, 3, and 4) from Sheet 1 of 13. The subject property, per the Flood Insurance Rate Map (04019C1669L), lies within a Shaded Zone X 500-year floodplain (0.2% chance) and per Chapter 26 of the Tucson Code is non-regulatory floodplain. 5) DS Sec.2-01.3.8.C: Revise the development plan document to include all information regarding the existing public right-of-way for River Park Drive. Specifically label and dimension the width of paving, curbs, curb cuts, and sidewalks. 6) DS Sec.2-01.3.9.H.2: Revise the development plan document, Sheet 3, to correctly dimension the near side sight visibility for the PAAL to the Local Street per DS Sec.3-01.5.3. Per the table the near side dimension should be 20'x185' not the labeled 180.' 7) DS Sec.2-01.3.9.M: DS Sec.11-01.9: Revise the development plan document and Detail F to dimension the required minimum 2-foot setback from the property line to the top of fill slope for the proposed basin. 8) DS Sec.2-01.3.9.N: Revise the development plan document to clearly label and dimension all drainage infrastructure related to the basin outlet pipe. Sheet 3 of 13 incorrectly Keynotes the outlet pipe as a SVT, revise to reflect the correct Keynote #17. Provide invert elevations for the inlet and outlet of the pipe. Also correctly Keynote the proposed pipe under the sidewalk that cuts through the basin to the public right-of-way. 9) DS Sec.2-01.3.9.N: Revise the development plan document to provide a detail and dimensions for the proposed 3-foot x 8-inch wall openings that inlet into the proposed basin. All walls will require a separate permit however the detail is still required to ensure proper construction. 10) DS Sec.2-01.3.9.R: Refer to comments from Ron Brown, RA Structural Plans Examiner for all handicap accessibility comments that may be associated with this project. GENERAL COMMENTS: Please provide a revised Development Plan Package and Drainage Statement that addresses the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments. Further comments may be generated upon re-submittal of the Development Plan Package.
