Engineering Division does not recommend approval of the Development Plan Package at this time. This review falls under Development Standard 2-01. All comments reflect Site Plan review. The following items need to be addressed: SITE PLAN: It is recommended that Development Standard 2-01 "Development Package" be reviewed prior to resubmittal. DS Sec.2-02 and 2-05 no longer exists and all reviews fall under DS Sec.2-01 for Development Package. The standard has changes that must be incorporated into the plan sheets for review and approval. 1) DS Sec.2-01.3.2.D: Revise the development plan document to include the legal administrative address for the subject property. 2) DS Sec.2-01.3.3: The relevant Development Plan Package number (DP12-0209) may be added to the lower right hand corner of the plan on all sheets. 3) DS Sec.2-01.3.7: Either revise Keynote # 14 to include the following or provide separate note on Sheet 1 of the development plan document stating; "All retaining walls, proposed fencing and other walls will require a separate permit for review and approval by all necessary Planning Development Services Departments." 4) DS Sec.2-01.3.9.H.2: Revise the development plan document to correctly dimension the near side sight visibility for the PAAL to Local Street per DS Sec.3-01.5.3. The near side dimension for a PAAL intersecting a Local Street is 20'x185,' revise. 5) DS Sec.2-01.3.9.H.5.a: Revise the development plan documents to provide the minimum dimensions and radii for the proposed back-up spur per LUC 3.3.6.D. 6) DS Sec.2-01.3.9.H.5.a: Revise the development plan documents to provide the minimum radii dimensions for all proposed curbing within the vehicular use area. 7) DS Sec.2-01.3.9.M: Provide a copy of the Geotechnical Report that is referenced in the Earthwork and Materials Testing Note #1 on Sheet 3 of 6. 8) DS Sec.2-01.3.9.R: Revise Keynote #10 on the development plan document to reference the Sheet for the proposed concrete sidewalk detail C. 9) DS Sec.2-01.3.9.R: Revise the development plan document to verify that pedestrian circulation connects all buildings to all other areas of development, specifically to the proposed refuse enclosures per DS Sec.2-08.3.1. 10) DS Sec.2-01.3.9.T: Revise the development plan document to provide a construction detail for the refuse enclosures. The detail must match DS Sec.6-01 and Figure 3a (or b) for the required enclosure walls with gates, concrete thickness and compressive strength, concrete approach apron dimensions, 14'x40' clear approach for each container, etc. 11) DS Sec.2-01.3.9.T: Per DS Sec.6-01.6.2.B the minimum alley width for refuse maneuverability is 20-feet. Any deviation from the Development Standard and/or Figure 3a (or b) will require prior approval from Environmental Services along with a Development Standard Modification Request (DSMR) application and approval. GENERAL COMMENTS: Please provide a revised Development Plan Package and referenced Geotechnical Report that addresses the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments. Further comments may be generated upon re-submittal of the Development Plan Package. Cherry Av Development Package TRANSMITTAL DATE: 11/27/12 COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. 1. DS 2-01.3.3 This project has been assigned case number DP12-0209. Place this case number near the lower right corner of all sheets. 2. DS 2-01.3.9.H.5 Per LUC Sec.3.3.66.D.3 A minimum distance of three (3) feet shall be provided between the back of spur and any wall, screen or other obstruction over six (6) inches in height. Provide the minimum 3' dimension at the back of the backup spur. 3. DS 2-01.3.9.H.5.a Per LUC Sec. 3.3.4.2 for Group Dwelling in the Residential Use Group the minimum number of required vehicle parking spaces is 0.5 space per resident plus 2 spaces for the resident family. Revise parking calculation. 4. DS 2-01.3.9.H.5.d In the bicycle parking calculations for the long term bicycle parking, indicate that the long term bicycle parking spaces will be located with each residential unit, See LUC Sec. 3.3.9.4.B.1. Per LUC Sec. 3.3.9.3.B.4 Where buildings have more than one public entrance short-term bicycle parking shall be distributed so that at least one (1) short-term bicycle parking space is within fifty (50) feet of each public entrance. Per the location of the sidewalk at the northeast corner of the building, this entrance is considered a public entrance. Per LUC Sec. 3.3.9.2.B.8 a 5' access aisle is required for the short term bicycle parking spaces. Per detail F on page 3 of 6 the access aisle cannot be located in the handicap parking space. Revise. On detail F on page 3 of 6 clearly indicate the type of surfacing material for the short term bicycle parking spaces. See LUC Sec. 3.3.9.2.A.4. 5. DS 2-01.3.9.O Per LUC Sec. 3.2.6.5.A Within established areas (which this project is considered), the front street perimeter yard is twenty (20) feet or one and one-half (1 1/2) the height of the proposed wall (H), measured from the street property line, whichever is greater. Provide the wall height measured from the adjacent grade of all elevations in order to determine the correct setback. The building height of 32 feet would require a street perimeter setback of 48' not the indicated 20'. A Design Development Option would be required to be submitted for and approved in order to reduce the required setback. Note the indicated foot print of the building does not meet the minimum 20' setback. Provide a dimension from the wall closest to the street property line. If a DDO is applied for and approved place the case number near the lower right corner of all sheets. Provide a general note indicating the case number, date of approval, what the DDO is for and any conditions of approval. An application for the DDO is available on line or can be obtained over the counter at PDSD. 6. DS 2-01.3.9.Q Provide dimensions of the proposed building on the foot print shown on sheet 2 of 6. 7. DS 2-01.3.9.R Clearly indicate that the pedestrian circulation path indicated at the northeast corner of the building is connecting to a public access. Per DS 2-08.3.1 clearly indicate that there is an accessible route through the building connecting to the rest of the pedestrian circulation path.
