Flynt, Public Works Manager Development Review Division (Environmental Quality) SUBJECT: Dollar General - Pantano & Escalante DP12-0202 On behalf of the Department of Environmental Quality, the Development Plan has been reviewed for conformance with Pima County Department of Environmental Quality requirements for on-site wastewater disposal and air quality. Please note the following comments: 1. In accordance with Pima County Code (P.C.C.) 7.21.037, construction of on-site sewage disposal systems is prohibited where connection to a public sewer system is determined by PDEQ to be practical. Connection to the public sewer system shall be made for residential and commercial properties when there is a public sewer available to serve the property within 200 feet of the nearest property line, as measured along the usual or most feasible route of access. Please revise the submittal to provide / indicate connection to public sewer to the north (G-2001-125), as originally proposed, OR provide written evidence of approval from PDEQ for on-site sewage disposal pursuant to P.C.C. 7.2.1.037.E 2. If on-site sewage disposal is allowed please revise Key Note 48 to reflect the tank size required in accordance R18-9-A314.4.b. 3. If on-site sewage disposal is allowed please add a General Note as follows: The property owner(s) assume full responsibility if the on-site sewage disposal system, as designed, cannot be constructed. Furthermore, Pima County and its representatives shall be held harmless in the event the property cannot be developed as planned. 4. If on-site sewage disposal is allowed please add a Restrictive Note as follows: The proposed development will be served by an on-site sewage disposal system. Prior to construction a Notice of Intent to Discharge shall be submitted to PDEQ in order to receive a Construction Authorization. 5. While it has been acknowledged that a conceptual wastewater disposal area has been shown, if on-site sewage disposal is allowed and with your next submittal, please provide the results of soil analysis and/or percolation testing, at an adequate depth, in both the primary and reserve disposal areas for the proposed system, along with trench design calculations, to ensure the areas shown are appropriately sized based on the proposed loading and the assigned Soil Absorption Rate (SAR). Additionally, please indicate the location of the aforementioned 100% reserve disposal area and soil testing sites on the plan(s). The Department's Air Quality Control District requires that air quality activity permits be secured by the developer or prime contractor before constructing, operating or engaging in an activity which may cause or contribute to air pollution. |
