Section 5.3.8.2, LUC, permits a maximum of one year from the date of application to obtain approval of a development plan. If, at the end of that time, the development plan has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this development plan is October 16, 2013. This plan has been reviewed for compliance with format and content of Development Package Standards DS 2-01, and compliance with all other Development Standards applicable to this project and all applicable Land Use Code regulations. 2. DS 2-01.3.1. - If available, list the owners email address in the Owner's text box 3. DS 2-01.3.4.B - Correct the spelling typo for the street name "Irvington" labeled on the location map. 4. DS 2-01.3.7.A.4 - Revise General Note 3 to include the existing use (vacant). Also revise the proposed use to include the following "Retail Trade Use Group - Food and Beverage Sales". 5. DS 2-01.3.7.B.1 - Correct the typo after the word "HEREON" in General Note 5. 6. DS 2-01.3.9.H.5 - Indicate the barrier to be used to keep vehicles from maneuvering onto unpaved surfaces of the developed portion of the site. I acknowledge that a chain link fence is proposed to separate the parking area from the west portion of the site but there is no barrier such as curbing or wheel stops around the edge of the paved surfaces. Indicate on the plan what is proposed as a barrier. 7. DS 2-01.3.9.H.5.a - .c - This use is considered and listed as a "Food and Beverage Sales" use under the Retail Trade Use Group. For consistency label the use group and specific use as noted above under the Parking and loading calculations. Vehicle parking does not indicate the use, the loading calculation indicates the calculation is based on "Commercial Services Use Group" and the bicycle parking calculation lists the use as "Food Service". Revise correctly for consistency and correct use. 8. DS 2-01.3.9.O - Add an overall future building setback Line from the back of future curb location. 9. DS 2-01.3.9.R - A minimum four-foot wide concrete sidewalk is required between the building and the PAAL along the north side of the building. The sidewalk must be physically separated from the vehicle use area. In addition, the bicycle parking facility must be physically separated from the vehicle is area. 10. DS 2-01.3.9.W - If applicable, indicate the location of any proposed free standing monument signage. Label the height and dimensions and type of free standing signage. Please address the following review comments prior to the next submittal. Development Package: 1. Please include a response letter to the comments along with the corrected copies of the DP. 2. A legend that shows and describes all symbols used on the drawing is to be provided, preferably on the first sheet. D.S. 2-01.2.9. 3. The name, mailing and email addresses, and phone number of the primary property owner of the site, the developer of the project, registrant(s), and other person(s), firm(s), or organization(s) that prepared the development package documents shall be provided on the right half of the cover sheet. The applicable registration or license number shall be provided if prepared by or with the assistance of a registered professional, such as a surveyor, architect, landscape architect, or engineer. All sealing shall be consistent with Arizona Board of Technical Registration guidelines. D.S. 2-01.3.1. 4. The title block shall include the following information. D.S. 2-01.3.2. D. Information on Proposed Development. The following information on the proposed project shall be shown on the drawing or added as notes. D.S. 2-01.3.9. G. If the project is to be phased, provide calculations, setbacks, etc., to indicate that each phase complies with all requirements as a separate entity. Show phase lines on the drawing. Show and label any temporary improvements that may be needed to make the site function for each phase as one entity. If such temporary improvements are off the site of the phase under consideration, a temporary easement or other legal documentation to assure legal use of the property is required. Note recording information. 2. Show future and existing sight visibility triangles. On a designated MS&R street, the sight visibility triangles are based on the MS&R cross-section. On a 100' future R/W, the curb location is 11' from the R/W line. J. If street dedication is not required or proposed and the project site is adjacent to a Major Street or Route, draw the Major Street right-of-way lines for those streets. The DS must be submitted along with the site plan and accepted with the approval of the grading plan. 3. The content and format of the Drainage Statement should follow S.M.D.D.F.M., chap. II, 2.2. 4. The rainwater harvesting plan shall include a landscape water budget and an implementation plan Sec. 6-182. 2. The landscape water budget shall calculate the estimated volume of water required yearly for all site landscaping detailed in the development and/or landscape plan. 3. The implementation plan shall show how any combination of capture, conveyance, storage, and distribution will be utilized on-site to harvest rainwater. Implementation plans shall comply with applicable development standards for water harvesting applications. 4. The implementation plan shall also provide for water metering of all onsite landscape water through either: a. A separate water meter connected to the main water supply; or, b. An irrigation sub-meter. 5. The rainwater harvesting plan shall be submitted concurrently with the site plan and landscape plan. 6. One (1) canopy tree must be provided for every thirty-three (33) linear feet of landscape border per LUC 3.7.2.4. Provide at least two trees within street landscape border. 7. A 5' wall to screen adjacent residential zone from vehicle use area must be provided per LUC Table 3.7.2-I 8. The site plan and landscape plan must show identical site layout to avoid conflict between the two plans. Ensure that all changes to the site plan are reflected on the landscape plan. Existing ROW are depicted differently between the two plans revise as necessary. 9. Provide acceptable documentation, which clearly indicates that the project will not impact Protected Native Plants. Such documentation includes photographs of the site taken from all sides of the property per DS 2-15.2.0.C. Remove NUOS reference on the landscape plan.
