SUMMARY: Engineering Division of Planning & Development Services Department has received and reviewed the proposed Development Plan Package and Drainage Statement (SCE, PLLC, 24AUG12, revised 31OCT12). Engineering Division does not recommend approval of the Development Plan Package at this time. The following items need to be addressed prior to stamped approval:


DRAINAGE STATEMENT:

1) Completed.


SITE PLAN:

2) Remove all clouds from the development plan document. The final copies of the development package should be clean and without any revision clouds. At this point the revision clouds are not needed as this plan has not been approved and the site has not been developed.

3) DS Sec.2-01.3.9.M: Revise the development plan document to correctly reference the detail that is associated with the improvements. Specifically Section 2 and Section 3 on Sheet C103 reference a turndown concrete sidewalk, detail 16/C103, when it is really detail 13/C103. Also Section 3 on Sheet C103 references a concrete wheel stop, detail 11/C103, when the correct detail is 9/C103, revise.

4) DS Sec.2-01.3.9.T: It is acknowledged that the development plan document and General Note #14 on the civil sheets have been used to call out the correct COT/PC Standard Detail for Public Improvement #207 for the curb access ramps within the public right-of-way however this detail does not meet ICC requirements per Ron Brown, RA for onsite improvements. Provide a new Keynote for the required onsite improvements to meet the comment provide by Ron Brown for this project.


GENERAL COMMENTS:

Please provide a revised Development Plan Package that addresses the comment provided above. For expedite purposes the development plan package can be reviewed over the counter (PDSD Engineering Division comment only) for stamp approval once all items have been addressed. 1. Show maximum 1:12 slope at sidewalk ramp at the accessible parking spaces.
2. At the ramp/sloped sidewalk just south of the dumpster area:
a. Please confirm slope and show on drawings.
b. Extend the curb on the side of the parking space to rhe edge of the dumpster concrete pad to provide a stop for wheelchairs from running into the parking area.
c. Relocate the detectable warning strip to the edge of the dumpster concrete pad in the direction of travel.
3. Delete the COT/PC SD 207 reference in note 14 and reference ICC A117.1, Section 406.12, 13 or 14 as applicable for use of detectable warning strips.

COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. DS Sec.2-01.3.2.E The sequence of the sheet number is incorrect. Sheet MCS should be 1 of 17, sheet A002 should be 5 of 17, sheet A003 should be 6 of 17. Revise.

2. This comment has not been addressed. DS 2-01.3.7.A.9.b Provide calculations for the provided lot coverage. Per LUC Sec. 3.2.9.2, lot coverage includes all building foot print area and all vehicle use area. Note porches, ramadas, and other open structures do not count towards lot coverage.

3. This comment will remain until documentation of the lot combo has been provided. DS 2-01.3.8.A This site will required he tax parcel combo to be completed and approved. Provide documentation of the completed combo.

Remove from the site plan the property line and distance and bearings indicated between the two lots

4. Provide a copy of the email from Richard Leigh. DS 2-01.3.9.H.1 Provide documentation from TDOT approving the sliding gates at all three locations with out turn arounds being provided for vehicles.

5. This comment will remain until approval of the IPP. Provide documentation of approval. DS 2-01.3.9.H.5.a Because of the nonconforming status of the number of vehicle parking spaces, the relocation of the parking spaces and the increase in lot size, this project will be required to meet the LUC for number of required parking spaces. Per the parking calculations provided the number of required parking spaces is 22. The number of provided parking spaces being provided is 14. A Board of Adjustment variance will be required in order to reduce the number of parking spaces by 8 spaces.
If a BOA variance is granted place the case number near the lower right corner of all sheets. Provide a general note indicating the case number, date of approval, what the variance is for and any conditions of approval.

6. This comment has not been addressed. DS 2-01.3.9.H.5.d The bicycle parking calculations are incorrect. See LUC Sec. 3.3.8.2. Minimum number of short term Bicycle parking spaces is 2, the minimum number of long term bicycle parking spaces is 11. Revise calculations.

This comment has not been addressed. Per LUC Sec.3.3.9.3.B.1 The short term bicycle parking spaces must be located within 50' of the main entrance to the buildings. Short term bicycle parking racks indicate are not "type 1". Revise

This comment has not been addressed. Provide a detail of the short term and long term bicycle parking spaces, racks, lockers, access aisle, surfacing materials, lighting, etc. See LUC Sec. 3.3.9.

7. DS 2-01.3.9.O The indicated 12' chain link fence along the north and east property lines of the ½ basketball court will require a Board of Adjustment variance. Per LUC Sec. 3.2.5.2.H the maximum height of a wall or fence is 10' when at least 75% of the area above 6' is left open and unobstructed.

8. Provide this information on sheet 3 of 17. DS 2-01.3.9.R Provide dimensions for the width of all pedestrian circulation paths (sidewalks). Minimum width is 4' including through the man gates. Clearly indicate the location of all man gates.
