SUMMARY: Engineering Division of Planning & Development Services Department has received and reviewed the proposed Development Plan Package and Drainage Statement (SCE, PLLC, 24AUG12). Engineering Division does not recommend approval of the Development Plan Package at this time. This review falls under Development Standard 2-01. All comments reflect Site Plan and Grading Plan. The following items need to be addressed:


DRAINAGE STATEMENT:

1) Revise the Drainage Statement to provide the following corrections and or required calculations;

a) Provide calculations for all proposed scupper locations to ensure that the 10-year flow is contained under the pedestrian access paths during a storm event per DS Sec.3-01.2.8.

b) Provide an existing and proposed drainage map with pre and post discharges to ensure that offsite flows have been reduced prior to the Stormwater entering the public right-of-way from the water harvesting areas and proposed scuppers. It is acknowledged that detention/retention requirements do not apply however a reduction in offsite flows into the public right-of-way is required to ensure public safety.

c) Verify with the Landscaping Section that the proposed parking lot area does not fall under DS Sec.10-03 Commercial Rainwater Harvesting. If so provide all requirements within DS Sec.10-03 to ensure compliance with the standard and Stormwater runoff.


SITE PLAN: It is recommended that Development Standard 2-01 "Development Package" be reviewed prior to resubmittal. DS Sec.2-02 and 2-05 no longer exists and all reviews fall under DS Sec.2-01 for Development Package. The standard has changes that must be incorporated into the plan sheets for review and approval.

2) DS Sec.2-01.2.5: Revise the development plan document to include the CDRC approval stamp in the lower right quadrant of each sheet. The link to the stamp can be found here: http://cms3.tucsonaz.gov/pdsd/cdrc-rezoning/cdrd-stamp

3) DS Sec.2-01.3.3: The relevant Development Plan Package number (DP12-0160) may be added to the lower right hand corner of the plan on all sheets.

4) DS Sec.2-01.3.4: Revise the project-location map on the development plan document to label the Section Corners to meet the minimum requirements of DS Sec.2-01.2.6.

5) DS Sec.2-01.3.7: Revise the development plan document to include all Notes (General, Grading, Paving, etc) either on Sheet 1 or if necessary on Sheet 2 to be in conformance with the development plan package submittal requirements. The notes should not be scattered throughout the documents, but organized together for easy reference.

6) DS Sec.2-01.3.8.C: Revise the development plan document to label both Monte Vista Drive and Winstel Blvd as "Public."

7) DS Sec.2-01.3.9.H.1: Revise the development plan documents to label the required 18-foot radii for the concrete curb returns for the proposed PAAL locations on both local roadways per City of Tucson Transportation Access Management Guidelines (TAMG), Section 5.5. Refer to DS Sec.3-01.3.2.C for street development standards.

8) DS Sec.2-01.3.9.H.2: Revise the development plan document to correctly label the near and far side sight visibility triangles (SVT's) for the PAAL and local roads along with the intersection of the two local roads per DS Sec.3-01.5.1. The SVT's as shown are drawn incorrectly per the referenced standard and need to be revised, verify if either street has on-site parking.

9) DS Sec.2-01.3.9.H.2: Revise the development plan document to ensure that no portion of the proposed 6-foot fence or wall is constructed within any of the revised SVT's which would obstruct view.

10) DS Sec.2-01.3.9.M: Revise the development plan document and Keynotes on Sheet C101 to correctly reference the detail that is associated with the improvements. A review of the first 4 keynotes showed incorrect details on the sheet referenced, revise so all keynotes and details match.

11) DS Sec.2-01.3.9.N.2: Revise the development plan document and any associated details to label the required minimum filter fabric specifications or reference to PC/COT Standard Specification 1014. The Development Plan Package is to be used as the construction document for site and grading and must accurately label and detail all improvements in plan view and on all associated details for construction purposes.

12) DS Sec.2-01.3.9.R: Refer to comments from Ron Brown, RA Structural Plans Examiner for all handicap accessibility comments that may be associated with this project.

13) DS Sec.2-01.3.9.T: Revise the development plan document to label and dimension the minimum 5-foot width of sidewalk within the right-of-way of Monte Vista Rd and Winstel Blvd per DS Sec.3-01.3.3.A. The plan set shows sidewalk but does not label the 5-foot dimension.

14) DS Sec.2-01.3.9.T: Revise the development plan document and General Note #14 on the civil sheets to reference the proposed COT/PC Standard Detail for Public Improvement #207 for the required curb access ramp at all driveway locations. Or provide a detail that meets or exceeds this standard detail.

15) DS Sec.2-01.3.9.T: Revise the development plan document and details for the refuse enclosures. The detail must match DS Sec.6-01 and Figure 3a for the required enclosure walls with gates, concrete thickness and compressive strength, concrete approach apron dimensions, 14'x40' clear approach for each container, etc. Any deviation from the Development Standard and Figure 3a will require prior approval from Environmental Services along with a Development Standard Modification Request (DSMR) application and approval.

16) A right-of-way use permit application will be required for all improvements within the public right-of-way.


GENERAL COMMENTS:

Please provide a revised Development Plan Package and Drainage Statement that addresses the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments.

4. DS 2-01.3.7.A.9.b Provide calculations for the provided lot coverage. Per LUC Sec. 3.2.9.2, lot coverage includes all building foot print area and all vehicle use area. Note porches, ramadas, and other open structures do not count towards lot coverage.

5. DS 2-01.3.8.A This site will required he tax parcel combo to be completed and approved. Provide documentation of the completed combo.

6. DS 2-01.3.9.H.1 Provide documentation from TDOT approving the sliding gates at all three locations with out turn arounds being provided for vehicles.

8. DS 2-01.3.9.H.5.a Because of the nonconforming status of the number of vehicle parking spaces, the relocation of the parking spaces and the increase in lot size, this project will be required to meet the LUC for number of required parking spaces. Per the parking calculations provided the number of required parking spaces is 22. The number of provided parking spaces being provided is 14. A Board of Adjustment variance will be required in order to reduce the number of parking spaces by 8 spaces.
If a BOA variance is granted place the case number near the lower right corner of all sheets. Provide a general note indicating the case number, date of approval, what the variance is for and any conditions of approval.

The location of the trash enclosure interferes with the required backup spur. See LUC Sec. 3.3.6.6.D. Provide dimension from the south parking space to the front of the trash enclosure. Must be a minimum of 6'.

9. DS 2-01.3.9.H.5.d The bicycle parking calculations are incorrect. See LUC Sec. 3.3.8.2. Minimum number of short term Bicycle parking spaces is 2, the minimum number of long term bicycle parking spaces is 11.

Per LUC Sec.3.3.9.3.B.1 The short term bicycle parking spaces must be located within 50' of the main entrance to the buildings.

Provide a detail of the short term and long term bicycle parking spaces, racks, lockers, access aisle, surfacing materials, lighting, etc. See LUC Sec. 3.3.9.

FYI: Per LUC Sec. 3.3.9.4.B.1 The long term bicycle parking spaces can be located within the residential units. Provide a note stating such.

10. DS 2-01.3.9.O The proposed setback from the west property line to the proposed new roof connection must be a minimum of 10' to the west edge of the support column not the center. Provide the height of the proposed roof connection and the new addition to the laundry room on the plan as this could affect the required setback of 10' or ¾ the height of the wall of the structure which ever is greater..

11. DS 2-01.3.9.R Provide dimensions for the width of all pedestrian circulation paths (sidewalks). Minimum width is 4' including through the man gates. Clearly indicate the location of all man gates.
