This project was reviewed for full code compliance, Land Use Code & Development Standards, for the entire site due to a building expansion of greater than 25%. The following comments are based on Development Standard 2-01.0: 2. D.S. 2-01.3.2.B Provide a brief legal description within the title block. 3. D.S. 2-01.3.2.D Zoning acknowledges that D.S. 2-01.3.2.D states that an administrative street address is to be provided in the title block. After discussion with Pima County Addressing the administrative street address is to be provided adjacent to the title block. That said provide an administrative address adjacent to the title block. 4. D.S. 2-01.3.2.E Provide the page number and number of pages, "X of 5", etc. within the title block on all sheets. 5. D.S. 2-01.3.3 Provide the development package number, DP12-0146, adjacent to the title block on all sheets. 6. D.S. 2-01.3.4 The project-location map shall cover approximately one (1) square mile, be drawn at a minimum scale of 3" = 1 mile, and provide the following information; Section, township, and range; section corners; north arrow; and the scale will be labeled. 7. D.S. 2-01.3.8.A Provide site boundary perimeter information, including bearing in degrees, minutes, and seconds, with basis for bearing noted. 8. D.S. 2-01.3.8.C The right-of-way (ROW) provide for 10th Avenue does not appear to be correct, see Paving plan number I-65-087. Also provide the recordation information for 10th Avenue. 9. D.S. 2-01.3.8.C Provide all required ROW information for Elm Street, see Paving plan number I-65-087. 10. D.S. 2-01.3.9.A As this proposed project is located on two (2) parcels and a lot combination will be required. Provide a copy of the approved Pima County Combination Request Form with your next submittal. 11. D.S. 2-01.3.9.H.5 Provide and access lane width for the entrance off of Elm Street at the "EXISTING ROLLING CHANG-LINK GATE" area. 12. D.S. 2-01.3.9.H.5. Provide a back-up spur at the north end of the parking area, see LUC Section 3.3.6.D. 13. D.S. 2-01.3.9.H.5.a Provide a typical parking space detail for both standard parking spaces and those for the physically disabled on the plan. 14. D.S. 2-01.3.9.H.5.a The provided vehicle parking space calculation is not correct. LUC Section 3.3.6.F clarifies how each type of calculation is done depending on the requirement of LUC Section 3.3.4.2. That said per LUC Section 3.3.4.2 COMMERCIAL SERVICES USE GROUP, Communications, the required vehicle parking is based on 1 space per 300 sq. ft. GFA, or 5,264 GFA / 300 = 18 spaces required. 15. D.S. 2-01.3.9.H.5.d Per LUC 3.3.8.2.B COMMERCIAL SERVICES USE GROUP, Communications, the required Short-term Bicycle parking is 2, and the required Long-term Bicycle parking is based on 1 space per 12,000 sq. ft. GFA. Minimum requirement is 2 spaces. That said the minimum required for Short & Long term bicycle parking is two (2) spaces each. Provide a bicycle parking space calculation that provides the number required and provided for both Short & Long term bicycle parking. 16. D.S. 2-01.3.9.H.5.d Provide a detail for the Short-term bicycle parking that demonstrates how the requirements of LUC Sections 3.3.9.2 & 3.3.9.3 are met. 17. D.S. 2-01.3.9.H.5.d Show the location of the Long-term bicycle parking on the plan and provide a detail the shows how the requirements of LUC Sections 3.3.9.2 & 3.3.9.4 are met 18. D.S. 2-01.3.9.R Per Development Standard 2-08.3.1 & 2-08.4.1.A a continuous pedestrian circulation/accessible route, sidewalk, is required to the sidewalks along both streets. Provide a sidewalk to the sidewalks shown in the ROW along both Elm and 10th. 19. Provide the new "DEVELOPMENT PACKAGE" approval stamp on all development package sheets. Address the following comments before review can continue. Prepare a detailed response that explains the revisions that were made and references the exact location in the drainage statement and on the Development Package where the revisions were made: Drainage Report: The drainage report is lacking a lot of information concerning the proposed drainage scheme and facilities and their design calculations. Additionally, a geotechnical report shall address slope protection and stabilization and onsite soil type(s) and their infiltration rate(s) in order to determine how to design the required runoff retention basin(s). The following comments are more specific: 1. Revise, on the drainage exhibits, the correct right of way and pavement widths and provide the alley width. 2. Determine, if applicable, what offsite watersheds impact the subject parcel. Provide an offsite watershed map. 3. Provide, in the report, the proposed drainage scheme and all proposed drainage facilities and their design calculations (i.e. 100-year ponding limits, drainage scuppers, curb openings, , erosion control pads, swales, alley's hydraulic rating if applicable, proposed materials, dimensions, etc.). 4. Address, in the report, drainage facilities maintenance requirement and responsibility and specify that the inspection shall be performed by a registered civil engineer annually and/or after every major storm. Additionally, provide a drainage facilities maintenance checklist to facilitate the required maintenance. 5. Explain in the text the building roof drainage direction and explain if sidewalk scuppers will be required. Show the roof drainage direction and provide the scuppers design calculations if proposed. 6. The alley capacity calculations should be included. Show on the drainage exhibits the locations of the cross sections, where the P.A.A.L's are being analyzed. Cover Sheet: 1. Provide the drawings legend as required by D.S. 2-01.2.9. 2. Provide a brief legal description within the title block (D.S. 2-01.3.2.B) 3. Provide the project Township, Range and Section below the Location Map (D.S. 2-01.3.4.C). EVERY PAGE OF PACKAGE: 1. Revise the sheet numbering to provide consistent sheet numbers (i.e. X of 5) (D.S. 2-01.3.2.E). 2. Provide the DP12-0146 case number as required by D.S. 2-01.3.3. BASE LAYER SHEET COMMENTS: 1. Provide the site boundary information including bearing in degrees, minutes and seconds with basis of bearing noted, together with distances in feet, to hundredths of a foot. Additionally, provide the tie between the basis of bearing and one of the corners of the parcel (D.S. 2-01.3.8.A). 2. According to the parcel information provided on PDSD GIS Maps, the subject project area consists of several lots. It appears that a lot combo is required for this project. 3. All existing onsite easements shall be drawn on the plan. The recordation information, location, width, and purpose of all easements onsite will be stated. Blanket easements should be listed in the notes, together with recordation data and their proposed status. Should an easement not be in use and be proposed for vacation or have been abandoned, so indicate. However, should the easement be in conflict with any proposed building location, vacation of the easement shall occur prior to approval of plan unless written permission from easement holder(s) is provided (D.S. 2-01.3.8.B). Provide a recent Title Report. 4. The following information regarding existing private or public right-of-way adjacent to or within the site shall be provided: the correct right-of-way width, recordation data, type and correct width dimensions of paving, curbs, curb cuts dimensions, and sidewalks dimensions (D.S. 2-01.3.8.C). Provide all missing information. 5. All proposed easements (utility, sewer, drainage, access, etc.) are to be dimensioned and labeled as to their purposes and whether they will be public or private (D.S. 2-01.3.9.L). Site Plan: 1. Indicate existing ground elevations on the site based on City of Tucson Datum as required by D.S. 2-01.3.8.E. 2. Are there existing onsite storm drainage facilities. Additionally, are there any offsite storm drainage facilities on 10the Avenue and Elm Street? (D.S. 2-01.3.8.F.). 3. Existing substandard wheelchair ramps in the public right of way shall be replaced with standard ramps including truncated domes. Additionally, install new standard wheelchair ramp at the intersection of 10th Avenue and the alley (D.S. 2-01.3.9.H.1). 4. Show the dimensions of the sight visibility triangles (D.S. 20-1.3.9.H.2). 5. Provide a standard back-up spur in the parking area (D.S. 2-01.3.9.H.5). 6. Provide the width dimensions for Elm Street access driveway and ensure that the width the standard width. If not, revise to comply (D.S. 2-01.3.9.H.5). 7. Indicate proposed drainage solutions, such as origin, direction, and destination of flow and method of collecting and containing flow (D.S. 2-01.3.9.N.2). 8. Provide the dimensions all proposed onsite and offsite sidewalks as required by (D.S. 2-01.3.9.H.4). 9. Provide the proposed building roof drainage and sidewalk scuppers (D.S. 2-01.3.9.N.2). 10. Indicate all proposed ground elevations at different points to provide reference to future grading and site drainage (D.S. 2-01.3.9.N.4). 11. The trash enclosure location is not clear. Show clearly the location and either provide a standard detail for the trash enclosure or reference the standard detail number (D.S. 2-01.3.9.T). 12. All proposed work in the public right of way will require a right of way excavation permit or a Private Improvement Agreement. When vegetation is used to satisfy a screen requirement, the size of the plant material specified will be five (5) gallon minimum and be of a type that will maintain an opaque screen year round.
