DEVELOPMENT PLAN COMMENTS: Please resubmit revised drawings along a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

The following comments are based on Development Standard 2-01.0:

1. D.S. 2-01.3.3 Provide the following relevant case numbers adjacent to the title block on all sheets; Development Package #DP12-0137, Overlay #T12SA00290, Development Standard Modification Request #DS12-11, Annexation Case #C9-84-32, and the Flood Plain Use Permit #T12OT01237.

2. D.S. 2-01.3.7.A.4 Identify the existing and proposed use of the property as classified per the Land Use Code. That said Retail is a use group not a use. Revise the use shown under General Note 3 and Zoning Development Criteria note 1 to read "General Merchandise Sales".

3. D.S. 2-01.3.7.A.6 If approved provide the Overlay #T12SA00290 and the Development Standard Modification Request #DS12-11 on the plan along with: date of approval, what was approved, conditions of approval.

4. D.S. 2-01.3.8.B Show the access easement that provides access to the self storage located to the south. Provide the recordation information on the plan.

5. D.S. 2-01.3.8.B Based on the approved development plan for the self storage located to the south it appears that the 20' sewer easement is not shown correctly. Based on the DP it is located on the southern part of this site.

6. D.S. 2-01.3.9.A As this proposed project is located on two (2) parcels and cannot stand alone a lot combination will be required. Provide a copy of the approved Pima County Combination Request Form with your next submittal.

7. D.S. 2-01.3.9.F All existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the drawing with zoning boundaries clearly defined. That said provide the zoning for the RX-1 parcel to east.

8. D.S. 2-01.3.9.H.5 Per LUC Section 1.2.5 LAND USES AS ALLOWED IN THE LUC. The LUC applies land use restrictions through the use of zoning categories or districts. The zones are described in Article II of the LUC, and districts are delineated on the City Zoning Maps. Within Article II, each zone lists the land use classes permitted within the zone and the conditions under which they are allowed. Only those land uses listed for that zone are permitted within the zone. That said the proposed Access Land running east across the adjacent RX-1 property is not allowed.

9. D.S. 2-01.3.9.H.5 Provide some type of barrier to prevent vehicles from accessing the striped area at the northeast corner of the building.

10. D.S. 2-01.3.9.H.5 Demonstrate on the plan how the requirements of LUC Section 3.3.6.6.B.1.b are met.

11. D.S. 2-01.3.9.H.5.d Remove all references to Class 1 & Class 2 and Development Standard 2-09 from the plans as these references are no longer applicable.

12. D.S. 2-01.3.9.H.5.d Demonstrate on the plan or detail how the requirements of LUC Section 3.3.9.4.C are met for the Long-term bicycle parking.

13. D.S. 2-01.3.9.H.5.d Demonstrate on the plan or detail how the requirements of LUC Section 3.3.9.3.B are met for the Short-term bicycle parking.

16. D.S. 2-01.3.9.R The proposed Long-term bicycle parking, "2 CLASS II" as shown on the site plan, appear to encroach in to the minimum four (4) foot sidewalk walk width. Provide a dimension on the plan that shows that the minimum width is maintained.

17. D.S. 2-01.3.9.R A sidewalk, pedestrian circulation/accessible route, must be maintained from the existing self storage to Tanque Verde Road. If this sidewalk connection runs outside of the existing access easement a new access easement will be required.

The following comments are based on LUC Section 2.8.2.

1. Per LUC Section 2.8.2.4.A A buffer area thirty (30) feet wide, adjacent to the MS&R right-of-way line, is to be preserved and maintained in its natural state. The buffer area shall be in lieu of the landscape border required along street frontages under Sec. 3.7.0, Landscaping and Screening Regulations. That said as this is a full code compliance review. All existing improvements i.e. existing wall & light pole, will need to be removed from the 30' buffer and the native vegetation will need to reestablished.

2. As the proposed project has a street frontage of greater than two hundred (200) feet demonstrate on the plan how the requirements of LUC Section 2.8.2.6.B are met.

The subject submittal has been reviewed and it can not be approved at this time. Prepare a detailed response that explains the revisions that were made and references the exact location in the drainage report and on the Development Package where the revisions were made:

Drainage Report:

The drainage report is lacking a lot of information concerning the proposed drainage scheme and facilities and their design calculations. Additionally, a geotechnical report shall be prepared and submitted to address slope protection and stabilization and onsite soil type(s) and their infiltration rate(s) in order to determine how to design the required runoff retention basin(s). The following comments are more specific:

1. Describe, in the text, the existing condition of the subject site (i.e. how much of the parcel is natural and how much is developed, existing culture and drainage facilities etc.)
2. Revise the reduction percentage to 15% in a Critical Basin. Additionally, revise the detention basin design calculations and all applicable text and tables accordingly.
3. Provide the HEC RAS input and run printouts including plots.
4. The HEC RAS analysis shall be revised especially, Cross Sections 600 and 700, to block the ineffective flow for the proposed conditions and take into account the flow transition starting just downstream of the proposed bridge. Design shall be revised if the encroachment is one tenth of a foot or more.
5. It is not clear why the report includes two different proposed onsite watersheds. Clarify or revise as needed.
6. Why is there an existing storm drain on the property? Is it within and easement? Is it in a good condition that it still can be used and does it have capacity to accept the additional runoff?
7. The bridge embankment appears to be within the erosion setback lines. Explain how the bridge is proposed to be protected from erosion.
8. Determine, if applicable, what other offsite watersheds impact the subject parcel including the runoff in Tanque Verde Road. Provide this information on the offsite watershed map.
9. Provide the hydraulic data sheets for all offsite and onsite watersheds that impact the subject parcel.
10. Address, in the report, the impact of the existing 100-year floodplain on this project and the impact of the project on the floodplain.
11. Provide, in the report, the proposed drainage scheme and all proposed drainage facilities and their design calculations (i.e. detention/retention basin including dimensions, side slopes and 100-year ponding limits, inlets and outlets design and materials, drainage scuppers, erosion control pads, swales, P.A.A.L's hydraulic rating, proposed materials, dimensions, etc.).
12. The drainage report shall address roof drainage and sidewalk scuppers. According to D.S. 3-01.4.4.F. 10-year flow has to be completely conveyed under sidewalks when concentrated runoff crosses any sidewalk/walkway. Additionally, show the roof drainage direction on the drainage exhibit and provide sidewalk scuppers for the roof drains. Please be advised that the 10-year flow requirement does not apply to roof drainage. Roof drainage has to be discharged in its entirety to avoid prolonged ponding on the roof that might cause the roof to collapse. Demonstrate compliance with the sidewalk scupper requirement including design calculations. Show roof drainage on the drainage exhibits.
13. The driveway and P.A.A.L. capacity calculations should be included. Show on the drainage exhibits the locations of the cross sections, where the P.A.A.L's are being analyzed.
14. Address the maximum disposal time for the proposed retention basins based on the basins infiltration rates found in the Geotechnical Report. Verify, that the basins will completely empty out in about 12 hours or less as required by Section 3.5.1.3.a of the Stormwater Detention/Retention Manual. If bleeders are utilized to drain the retention basins, verify that they are adequate to drain them in the required time. Provide basins' inlet and outlet details to clarify the proposed structures and the location and elevation of the bleeders.
15. According to Section 14.3 of the "Standard Manual for Drainage Design and Floodplain Management in Tucson, Arizona", the proposed detention/retention basins require maintenance access ramps that should be wide enough to accommodate vehicular access. The minimum width should be 15' and the ramp slope should not exceed 15 percent. Please be advised that maintenance ramps should be designed in such a way that does not allow inadvertent vehicular access. Address this issue and determine what kind of maintenance access is required for the proposed basins.
16. According to Section 3.3.5 "Low-Flow Channels" of the Stormwater Retention Manual, the proposed basins floors should be sloped to provide positive drainage especially if bleed pipes will be utilized to drain out the basins. The section recommends a minimum of 0.5% floor slope and 0.2% low flow concrete channel slope. Please be advised that based on the City's experience with similar projects, 0.5% slope was difficult to construct and maintain which resulted in nuisance ponding in the basins. Show the provided positive drainage on the drainage exhibit and provide the inlet and outlet proposed grades.

Cover Sheet:

1. Since this project includes runoff detention and retention, revise Development Plan General Note #9 to include the word "detention".

EVERY PAGE OF PACKAGE:

1. Revise the sheet labels on all the sheets to be consistent with the Sheet Index on the Cover Sheet.
2. Provide the DP12-0137 case number as required by D.S. 2-01.3.3.

BASE LAYER SHEET COMMENTS:

1. According to the parcel information provided on PDSD GIS Maps, the subject project area consists of two lots. It appears that a lot combo is required for this project.
2. Provide existing conditions within 50 feet of the site and across Old Vail Road, as required by 2-01.0.8.
3. Show on the plan the basis of bearing and provide the tie between the basis of bearing and one of the corners of the parcel (D.S. 2-01.3.8.A).
4. If applicable, all easements shall be drawn on the plan. The recordation information, location, width, and purpose of all easements on site will be stated. Blanket easements should be listed in the notes, together with recordation data and their proposed status. Should an easement not be in use and be proposed for vacation or have been abandoned, so indicate. However, should the easement be in conflict with any proposed building location, vacation of the easement shall occur prior to approval of plan unless written permission from easement holder(s) is provided (D.S. 2-01.3.8.B) and (D.S. 2-01.3.9.L).

General/Grading Notes:

1. Fill in the missing information in Grading Note #3.
2. Add the following general grading notes:

a. Revise Grading Note #20 to read as follows: "CALL FOR SWPPP INSPECTION AND PRE-CONSTRUCTION MEETINGS. FOR A PDSD ENGINEERING INSPECTIONS, CALL IVR (740-6970), OR SCHEDULE WITH A CUSTOMER SERVICE REPRESENTATIVE AT THE PLANNING AND DEVELOPMENT SERVICES DEPARTMENT, OR CONTACT DSD ENGINEERING AT 791-5550 EXTENSION 2101, OR SCHEDULE INSPECTIONS ONLINE AT: http://cms3.tucsonaz.gov/pdsd/inspections".
b. The contractor shall remove the fine materials from the bottom of the drainage related basins and scarify their bottoms once the construction activities are completed, in order to remove any fine material build up caused by construction and to restore soil percolation. BMP's may be installed at the basin inlet(s) to prevent the fines from entering the basin
c. See the associated Stormwater Pollution Prevention Plan as a part of this grading permit.
d. Contact Permits and Codes at 791-5100 for any questions regarding any right-of-way permit requirements.
e. As-builts and letters of completion for basin and overall project are required.
f. The Engineer of Record shall submit a statement of conformance to as-built plan and the specifications.
g. The permitee shall notify the PDSD when the grading operation is ready for final grading inspection. Final grading approval shall not be given until all work, including installation of all drainage facilities and their permanent protective devices, and all erosion control measures have been completed in accordance with the approved grading plan and grading permit, and any required reports have been submitted.
h. Contact Permits and Codes at 791-5100 for any questions regarding any right-of-way permit requirements.

3. Revise Grading Note #26 and wherever applicable to include the correct name of the Department (i.e. Planning and Development Services Department).
4. Revise Grading Note #29 to include that the inspection will be required also after every major storm.
5. Add a general note, which states that "This project is affected by the City of Tucson Floodplain Regulations) (D.S. 2-01.3.7.B.2.a).

Site/Grading Plan:

1. Provide existing ground elevations as required by (D.S. 2-01.3.8.E).
2. Existing storm drainage facilities on and adjacent to the site will be shown (D.S. 2-01.3.8.F).
3. Existing floodplain information, including the location of the 100-year flood limits for all flows of one hundred (100) cfs or more with 100-year flood water surface elevations, shall be indicated (D.S. 2-01.3.8.I).
4. It appears that the proposed wall openings (i.e. Detail R/11) are raised. If this is the case, clarify why they need to be raised and revise the detail if necessary.
5. Provide the proposed building roof drainage (D.S. 2-01.3.9.N.2).
6. If the geotechnical report shows that the soils percolation rate is not sufficient, bleed pipes may be utilized for retention/waterharvesting areas to ensure that water will not pond for prolonged periods of time. Basin details may be revised accordingly.
7. According to D.S. 11-01.9.0, the minimum cut or fill setback shall be 2' from the parcel line. Verify compliance with this requirement.
8. Show on the plan the appropriate slope protection as recommended by the Geotechnical Report.
9. Provide all necessary standard and construction details and cross section to facilitate the construction of the proposed improvements. Provide adequate information including dimensions, materials, etc. and reference the standard detail numbers.
10. Provide locations and details of the sidewalk scupper (D.S. 2-01.3.9.N.3).
11. Provide the construction information for the proposed detention basin and its inlet and outlet (i.e. materials, slopes, dimensions, maintenance access ramps, etc.) (D.S. 2-01.3.9.N). Show on the plan the appropriate slope protection as recommended by the Geotechnical Report.
12. Provide a detail of the proposed Basin 1 bleed pipe and ensure that the pipe outlet does not adversely impact the neighbor to the south. Provide, onsite, a scour pad at the pipe outlet if needed.
13. The bridge Detail H/11 might have to be revised based on the drainage report comments. Additionally, show the erosion setback lines on the detail.
14. Revise the sidewalk width from 4' to 5' along Tanque Verde Road, which is a Major Street on the MS & R Plan. Revise the plan and the relevant keynotes and details.
15. Any proposed work outside the subject project lot limits will require written permission from the impacted parcel owners. Provide the proper documentation that verifies granted permission to construct part of the bridge and roadway on the adjacent parcel.
16. All proposed work in the public right of way will require a right of way excavation permit or a Private Improvement Agreement. Contact Richard Leigh of Transportation Department Permit and Codes at 791-5100 for additional information.
17. Revise the Development Plan Package according to the Drainage Report revisions.

Landscape Plan:

1. Ensure that the proposed landscaping does not conflict with the basin inlets, outlets, and access ramps, if applicable.
2. Ensure that the proposed landscaping does not obstruct visibility within the sight visibility triangles.

Geotechnical Report:

Submit a geotechnical report that addresses the following:

1. Retention basin soils percolation rates.
2. Recommendation for fill/cut slope treatment.

SWPPP:

Provide a SWPPP report that is based on ADEQ Guidelines. It should include, among other things, the following:

1. The receiving water is Fahringer Wash. Revise the report and the plan accordingly (Part III.C.4).
2. Fill in the missing information in Paragraph 1.1 on Page 1.
3. Include a copy of the authorization certificate received from ADEQ (Part III.D.2).
4. For easier access, include, on the SWPPP exhibits, the names and telephone numbers of the agencies, provided in the "Spill Prevention and Response" Section.
5. Revise the SWPPP exhibits in accordance with the Site and Grading Plan comments.

Mitigation Report:

The subject submittal does not include a Mitigation Report. Submit a Mitigation Report that complies with the requirements of Sections 29-15 and 29-16 of the W.A.S.H. Ordinance.

5) The plans appear to propose a new basin in the scenic route buffer area. Per LUC 2.8.2.4.A the buffer area is required to be preserved and maintained in its natural state.

6) Revise the plans as necessary to comply with DS 9-06.2.4. " Identification of Regulated Areas and Protected Riparian Areas. All tentative plats, development plans, site plans, plot plans or other plans providing for approval of development within property that includes any Regulated Area as defined in Development Standard 9-06.2.2.A shall identify and delineate the Regulated Areas and the Protected
Riparian Area on the property and shall comply with this Development Standard. The boundary of the Regulated Area and the Protected Riparian Area should be clearly
depicted on applicable submittal documents.

7) The Protected Riparian Area shall be protected through a conservation or public easement or other legal restriction upon further development. DS 9-06.2.6

The Pima County Regional Wastewater Reclamation Department (PCRWRD) has reviewed the proposed sewer collection lines for the above-referenced project. The following comments are offered for your use:

Obtain a letter from the PCRWRD's Development Liaison Unit, written within the past year, stating that treatment and conveyance system capacity for the project is available in the downstream public sewerage system and provide a copy of that letter to this office. Pima County Code Title 13.20.030.A.2 requires that a wastewater review fee be paid for each submittal of the development plan. The fee for the first submittal is $166 plus $50 per sheet. For the second submittal, the review fee is $50 per sheet. For all subsequent submittals, the review fee is $39 per sheet.

The next submittal of this project will be the second(2nd) submittal. A check for the review fee of this submittal in the amount of $50.00 (made out to PIMA COUNTY TREASURER) must accompany the revised set of bluelines and response letter.

If the number of sheets changes, please adjust the review fee accordingly.

Tucson Electric Power Company has reviewed and approved the development plan submitted August 23, 2012. It appears that there are no conflicts with the existing facilities within the boundaries of this proposed development.

Enclosed is a copy of a TEP facilities map showing the approximate location of the existing facilities. Any relocation costs will be billable to the customer.

In order to apply for electric service, call the New Construction Department at (520) 918-8300. Submit a final set of plans including approved site, electrical load, paving off-site improvements and irrigation plans, if available include a CD with the AutoCAD version of the plans.

If easements are required, they will be secured by separate instrument. Your final plans should be sent to:
