The revised Development Package submittal, including Final Revised Grading Plan, has been expedited and reviewed. PDSD Engineering does not recommend approval until as-builts reflect all completed improvements and safe alley access has been provided and accepted by TDOT. Address the following comments for Final CofO.
FINAL REVISED GRADING PLAN - AS-BUILT COMMENTS:
1) Tech Man Sec.2-01.13: The as-built / "Final Revised Grading Plan" submittal of 6AUG14 is missing the following information:
a) The substantial completion letter(s) prepared by EOR. To complete the package for the grading permit project closure documentation, provide: (one copy and one original) letters of completion (one for drainage improvements, and another letter for substantial completion of overall project).
b) Grading permit project closure as-built documentation shall include: any missing easement documents, missing sequence numbers for the easements labeled on plans sheet 8, including access easement near alley area as approved on PIA revision and based on accepted easements and license agreements.
2) Tech Man Sec.2-01.12.7: As-builts do not reflect what was constructed. Sheet 15 indicates that the alley width was to be reconstructed along south entrance area to provide a 20-ft skewed opening however field visits indicate that the construction is incomplete. T12PI00009 does not show that the inspection was approved, however there was correspondence indicating that TDOT may have approved alley width and configuration although construction has not been completed for the south alley entrance area (west curb). EOR shall explain discrepancy, show completed as-built curb alignment after reconstruction.

After the remaining improvements have been constructed and all remaining documents have been resubmitted and reviewed, a copy of the as-builts will be provided to PDSD Engineering Inspector for final grading inspections.
