The current plumbing codes stipulate that buildings having a first floor elevation less than 12" above the rim elevation of the next upstream manhole be equipped with a backwater valve. Prior to the adoption of the 2003 plumbing codes, the requirement was only that the first floor elevation of the building be located above the rim elevation of the next upstream manhole. A review of the contour lines in the vicinity of the address indicates that the first floor elevation of the building is unlikely to be more than 12" above the rim elevation of the next upstream manhole. It is also probable that the building complied with the previous plumbing codes when it was built and as such, it does not have to comply with current plumbing codes unless the plumbing system is being modified (Section 101.5.3, UPC 2006). Because the scope of work for the current activity at 2904 N 1st Av does not include any modifications to the plumbing systems for the building, no changes will be required to meet the current plumbing code. Because no plumbing modifications will be included as part of this development plan, and the address is not located in a flood plain, the first floor elevation may be omitted from this site plan. |
