SUMMARY: Engineering Division of Planning & Development Services Department has received and reviewed the proposed Development Plan Package and Drainage Statement (Hunter Engineering Inc., 16JUL12). Engineering Division does not recommend approval of the Development Plan Package at this time. This review falls under Development Standard 2-01. All comments reflect Site Plan and Grading Plan. The following items need to be addressed:


SITE PLAN: It is recommended that Development Standard 2-01 "Development Package" be reviewed prior to resubmittal. DS Sec.2-02 and 2-05 no longer exists and all reviews fall under DS Sec.2-01 for Development Package. The standard has changes that must be incorporated into the plan sheets for review and approval.

1) DS Sec.2-01.2.5: Revise the development plan document to include the CDRC approval stamp in the lower right quadrant of each sheet. The link to the stamp can be found here: http://cms3.tucsonaz.gov/pdsd/cdrc-rezoning/cdrd-stamp

2) DS Sec.2-01.3.2.E: Revise the title block on the development plan document to include the page number and number of pages of all sheets that are included within the set (i.e. Landscape Sheets).

3) DS Sec.2-01.3.3: The relevant Development Plan Package number (DP12-0112) may be added to the lower right hand corner of the plan on all sheets.

4) DS Sec.2-01.3.4: Revise the project-location map on the development plan document to meet the minimum requirements per DS Sec.2-01.2.6. Label the scale, Township, Range and Section, label Section corners, etc.

5) DS Sec.2-01.3.8.C: Revise the development plan document to label Oracle Road as a "Public, Arterial MS&R and Gateway Route." Also label Roger Road and Limberlost Drive as "Public."

6) DS Sec.2-01.3.8.F: Revise the plan set to label all existing storm drainage facilities on and adjacent to the site, specifically within the public right-of-way. Provide the Improvement Plan reference Number in plan view.

7) DS Sec.2-01.3.9.H.5: Revise the development plan document and detail 1 on Sheet 1SP_1 to correctly dimension the required 2.5-foot overhang from the front of the curb stop to the curb.

8) DS Sec.2-01.3.9.J: Revise the development plan document to label all dimensions for the MS&R Route, Oracle Road. Since the project site is adjacent to a Major Street & Route clearly label and dimension the future sidewalk, curb, and sight visibility triangles.

9) DS Sec.2-01.3.9.M: Provide a copy of the Geotechnical Report that is referenced in Note #14 on Sheet 1GS_1. It is recommended to change the Note Section to read "General Notes or Keynotes" instead of the labeled "Demolition Notes" since all keynotes reference new construction.

10) DS Sec.2-01.3.9.R: Refer to comments from Ron Brown, RA Structural Plans Examiner for all handicap accessibility comments that may be associated with this project.

11) DS Sec.2-01.3.9.T: Revise the development plan document to provide a construction detail for the refuse enclosures. The detail must match DS Sec.6-01 and Figure 3a for the required enclosure walls with gates, concrete thickness and compressive strength, concrete approach apron dimensions, 14'x40' clear approach for each container, etc. Any deviation from the Development Standard and Figure 3a will require prior approval from Environmental Services along with a Development Standard Modification Request (DSMR) application and approval.


GENERAL COMMENTS:

Please provide a revised Development Plan Package and copy of Geotechnical Report that addresses the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments.

COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. DS 2-01.2.5: Revise the development plan document to include the correct CDRC approval stamp in the lower right quadrant of each sheet. The link to the stamp can be found here: http://cms3.tucsonaz.gov/pdsd/cdrc-rezoning/cdrd-stamp

2. DS 2-01.3.1 Provide the name, mailing, and email addresses and phone number of the developer of the project.

3. DS 2-01.3.2.E. Include in the page numbering the landscape pages as well.

4. DS 2-01.3.3 This project has been assigned case number DP12-0112. Place this number near the lower right corner of all sheets.

The relevant case number for the last approved development plan is D01-0041 not D01-004. Revise on all sheets.

5. DS 2-01.3.4 The project-location map shall cover approximately one (1) square mile, be drawn at a minimum scale of 3" = 1 mile, and provide the following information.

A. Show the subject property approximately centered within the one (1) square mile
area.

B. Identify major streets and regional watercourses within the square mile area and all
streets that abut the subject property.

C. Section, township, and range; section corners; north arrow; and the scale will be
labeled.

6. DS 2-01.3.7.A.9.a Provide dimensions for the overall building size on the footprint of the building.

7. DS 2-01.3.7.A.6.a Per discussion with Patricia Gehlen and Michael Wyneken Special Exception conditions from case #SE-01-33 numbers 8, 9, 10, 14, 16,21, 26, 27, 34, 35, 36 & 37 are to be provided on the plan and complied with.

SE condition #37 is modified to only require archaeological assessment if items are found during ground disturbance.

SE conditions numbers 8, 26 & 36 are not listed on the plans nor compliance has not been shown on the plan. Particularly condition number 36 in regards to pedestrian circulation.

Revise SE condition number 21 to read as per the condition is written. 566 parking spaces not 10 parking spaces.

8. DS 2-01.3.7.A.9.c The expansion calculations provided are required to be calculated for the entire shopping center not just this site. Revise.

9. DS 2-01.3.8.B All easements shall be drawn on the plan. The recordation information, location, width, and purpose of all easements on site will be stated.

10. DS 2-01.3.9.H.5.a It appears that per the demolition plan that there was originally 14 parking spaces on site. The new plan indicates that only 10 parking spaces are being provided. The overall parking for the entire shopping center indicates that 623 parking spaces were provided per the last approved development plan. Clearly indicate the reduction in the overall parking in the parking calculations. Remove the parking calculations for pad 2 (Einsteins Bagels).

The standard parking detail on sheet 3 of 6 indicates the wheel stop at 2'- 0" from the front of the parking space. The correct distance is 2'-6". Revise.

The ADA parking detail on sheet 3 of 6 will require a wheel stop to be provided to prevent damage to the sign. Revise.

Clearly indicate the number and location of the required stacking spaces for the drive thru lane. See LUC Sec. 3.3.7 for stacking space requirements.

11. DS 2-01.3.9.H.5.d Provide the location of both the long term and short term bicycle parking spaces. Review LUC Sec. 3.3.9 and comply with details showing size of the spaces, type of racks or enclosures, access aisles, location, etc.

12. DS 2-01.3.9.O Provide all applicable setback dimensions for the building from property lines.

13. DS 2-01.3.9.Q Provide the square footage and the height of each commercial, industrial, or business structure and the specific use proposed within the footprint of the building(s).

14. DS 2-01.3.9.R Per SE condition #36 "A pedestrian circulation system with sidewalks at least 8' wide and unobstructed shall connect the public street sidewalks, the main entrances to the store, the transit stop, other buildings on the site, the driveway between pad 2 and pad 3, and adjacent residential neighborhoods."

Clearly indicate the required connecting pedestrian circulation path from the sidewalk on the south side of the proposed building connecting to the building south of this project.

The existing sidewalk indicated as 7' on the south side of the building does not meet the requirement of an 8' sidewalk.

The pedestrian circulation path (8' in width) must connect to the building main entrance with out crossing thru the stacking spaces for the drive thru lane and connect to the sidewalk located on the south side of the building. Revise.

15. DS 2-01.3.9.W If applicable, indicate the locations and types of proposed signs (wall, free-standing, pedestal) to assure there are no conflicts with other requirements and that minimal locational requirements can be met.
