This development package was reviewed for full code compliance with the City of Tucson Development Standards (D.S.), Land Use Code (LUC). 2. Per discussions with staff it appears that the proposed project is two separate uses, Utilities Use Group - Distribution System & Commercial - Construction Services, on the same site. A development package for the entire TEP site is required that includes a cumulative expansion calculation. 3. Per LUC Section 2.7.3.2.B Commercial Services Use Group, Construction Services is not allowed in the I-2 Zone. Clarify what the uses will be. 4. Clarify why there are two (2) "C-1" sheets. 5. Remove the "PRELIMINARY NOT FOR CONSTRUCTION" from all sheets prior to the next submittal. The following comments are based on Development Standard 2-01.0: 6. D.S. 2-01.2.10 Provide a key plan on the first sheet showing the overall site and the location of this project. 7. D.S. 2-01.3.2.B Provide a brief legal description within the title block. 8. D.S. 2-01.3.2.D Zoning acknowledges that D.S. 2-01.3.2.D states that an administrative street address is to be provided in the title block. After discussion with Pima County Addressing the administrative street address is to be provided adjacent to the title block. That said provide an administrative address adjacent to the title block. 9. D.S. 2-01.3.2.E Provide the page number and number of pages, Page X of X, for all sheets of the development package. 10. D.S. 2-01.3.3 Provide the following relevant case numbers on the plan adjacent to the title block on all sheets, DP12-0108. 11. D.S. 2-01.3.5 The "SHEET INDEX" located on sheet C-1 should include all sheets of the development package. 12. All General notes should be listed on the cover sheet. If there is note enough room for all notes on the cover sheet provide a second sheet for the notes. 13. D.S. 2-01.3.7.A.1 List as a general note: "EXISTING ZONING IS I-1 & I-2" 14. D.S. 2-01.3.7.A.2 List as a general note the gross area of the site by square footage and acreage. 15. D.S. 2-01.3.7.A.4 Provide a general note that identifies the existing and proposed use of the property as classified per the Land Use Code. List all Land Use Code sections each proposed use is subject to. Until comment 3 has been clarified the uses cannot be verified. 16. D.S. 2-01.3.7.A.6.b Provide a general notes stating "THIS PROJECT IS DESIGNED TO MEET THE OVERLAY ZONE(S) CRITERIA SEC. 2.8.3, MAJOR STREETS AND ROUTES (MS&R) SETBACK ZONE & Sec. 2.8.5, AIRPORT ENVIRONS ZONE (AEZ)". 17. D.S. 2-01.3.7.A.9.a As a general note provide the floor area for all buildings on site, existing and proposed. 18. D.S. 2-01.3.7.A.9.b As a general note provide a Floor Area Ratio calculation (FAR) for the entire site. The calculation should provide the allowed and proposed Floor Area (FA), see LUC Section 3.2.11. 19. D.S. 2-01.3.7.A.9.c As a general note provide a cumulative building expansion calculation for the entire site. 20. D.S. 2-01.3.7.A.9.d When the proposed site is part of a larger site, the calculations encompass the entire site, whether existing or proposed. 21. D.S. 2-01.3.8.A Provide site boundary perimeter information, including bearing in degrees, minutes, and seconds, with basis for bearing noted, together with distances in feet, to hundredths of a foot, or other functional reference system. 22. D.S. 2-01.3.8.B If applicable all easements shall be drawn on the plan. The recordation information, location, width, and purpose of all easements on site will be stated. 23. D.S. 2-01.3.9.F All existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the drawing with zoning boundaries clearly defined. 24. D.S. 2-01.3.9.H.2 Show future and existing sight visibility triangles. On a designated MS&R street, the sight visibility triangles are based on the MS&R cross-section. 25. D.S. 2-01.3.9.H.5 Provide a fully dimensioned vehicle use area on the plan. 26. D.S. 2-01.3.9.H.5 Demonstrate on the site plan how the requirements of LUC Section 3.3.6.9 are met. 27. D.S. 2-01.3.9.H.5.a Show all motor vehicle off-street parking spaces provided, fully dimensioned. As a note, provide calculations on the number of spaces required (include the ratio used) and the number provided, including the number of spaces required and provided for the physically disabled. The drawing should indicate parking space locations for the physically disabled. A typical parking space detail shall be provided for both standard parking spaces and those for the physically disabled. 28. D.S. 2-01.3.9.H.5.d Until comment 3 has been addressed bicycle parking requirements cannot be verified. 29. D.S. 2-01.3.9.Q Provide the square footage and the height of all existing and proposed structures and the specific use proposed within the footprint of the buildings. 30. D.S. 2-01.3.9.R Show on-site pedestrian circulation as required by the LUC utilizing location and the design criteria in Development Standard 2-08.0. 31. D.S. 2-01.3.9.T Show refuse collection areas, including locations of dumpsters, screening location and materials, and vehicle maneuverability, fully dimensioned, and access route. 32. Provide the new "DEVELOPMENT PACKAGE" approval stamp on all development package sheets. This stamp can be found in "jpg, dwg, pdf" format at http://cms3.tucsonaz.gov/pdsd/cdrc-rezoning/cdrd-stamp. 33. Provide approval for use of ROW. 4. Note: Except as otherwise provided by this Division, the area between the right-of-way line and sidewalk and the area between the sidewalk and the curb, if not covered with vegetation, shall be covered with an appropriate organic or inorganic ground cover LUC 3.7.2.4.A.4 5. Indicate the sight visibility triangles for all site access drives DS.2-01.3.9.H.2. Note: All landscaping and screening must comply with the sight visibility requirements of Development Standard 3-01.0. Plant materials located within sight visibility triangles should consist of ground cover or low growing vegetation of a species that will not grow higher than thirty (30) inches. 6. All landscape areas will be depressed to accept water flow from roofs, PAAL, and parking of areas or ambient rain-fall. Show by detail or spot elevations how landscape areas will accommodate water harvesting. 7. The site plan and landscape plan must show identical site layout to avoid conflict between the two plans.
