COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. Per discussion with Gabe the cover sheet will be changed and used for the building plans. The following 3 comments are in regards to changing the cover sheet.

2. DS 2-01.2.6 A small, project-location map shall be provided in the upper right corner of the cover sheet.

3. DS 2-01.3.1 The name, mailing and email addresses, and phone number of the primary property owner of the site and the developer of the project shall be provided on the right half of the cover sheet.

4. DS 2-01.3.2. The title block shall include the following information.
B. A brief legal description is to be provided.

5. DS 2-01.3.7.A.4 List the Use in general note #2 on sheet 2 of 10 as existing - Food Service "30", subject to: Sec. 3.5.4.6.C and Sec. 3.5.13.5

6. DS 2-01.3.9.R Per DS 2-08.3.1 a pedestrian circulation path (sidewalk) is required to connect all buildings (Bakery and Vacant space) and all dumpster areas.

Clearly indicate the minimum width (4') of all pedestrian circulations paths. Missing for the handicap ramps in front of the vacant space. Indicate the width at the top of the ramp.

7. Per research done by staff, in 2010 Frys submitted and was approved for a development under case number D10-0009 which required a board of adjustment variance in order to reduce the number of required parking spaces for the entire shopping center (BOA case number T10SA00263). Any further building expansion or expansion of use area requiring additional parking spaces or reduction in the number of parking spaces will require a new Board of Adjustment Variance.

The parking calculations provided do not match the last approved development plan or the BOA variance.

As an option the shopping center could use the new parking calculation of the LUC (1:300) but the entire shopping center would then be required to comply with the LUC Sec. 3.3.8 and 3.3.9 for bicycle parking. If this option is used provide a plan for the entire shopping center clearly indicating compliance with the bicycle parking portion of the LUC.

SUMMARY: Engineering Division of Planning & Development Services Department has received and reviewed the proposed Development Plan Package. Engineering Division does not recommend approval of the Development Plan Package at this time. This review falls under Development Standard 2-01. All comments reflect Site Plan and Grading Plan. The following items need to be addressed:


DRAINAGE STATEMENT:

1) Completed.


SITE PLAN: Remove all clouds from the development plan document. The final copies of the development package should be clean and without any revision clouds. At this point the revision clouds are not needed as this plan has not been approved and the site has not been developed.

2) Completed.

3) Restated: DS Sec.2-01.3.1: Revise the development plan document to include the name, mailing and email addresses and phone numbers of the primary property owner and the site developer under the Project Directory Section on Sheet T1.1.

4) Restated: DS Sec.2-01.3.2.B: Revise the title block on the development plan document to include the correct page number and sequence. Since Sheet T1.1 is not to be used as the cover sheet then the page count must be revised to reflect this change.

5) Completed.

6) Restated: DS Sec.2-01.3.4: Revise the development plan document and the project-location map to include the scale, 3" equals 1 mile.

9) Restated: DS Sec.2-01.3.9.R: Revise the development plan document to clarify how pedestrian circulation from the proposed building connects to all other areas of development (including the future vacant space area) and to the proposed refuse enclosures per DS Sec.2-08.3.1.

11) Restated: DS Sec.2-01.3.9.T: Revise the development plan document and detail for the refuse enclosure to provide all aspect for construction purposes. The detail must match DS Sec.6-01 and Figure 3a for the required enclosure walls with gates, concrete thickness and compressive strength, concrete approach apron dimensions, etc. Any deviation from the Development Standard and Figure 3a will require prior approval from Environmental Services along with a Development Standard Modification Request (DSMR) application and approval. Verify that the site plan sheets match the referenced structural drawings.


GENERAL COMMENTS:

Please provide a revised Development Plan Package that addresses the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments.
