COMMENTS: Zoning has denied the plan on this review because it is clear that the sidewalk issue has not been completely resolved and may require additional dialogue between the consultant and John Beall and other PDSD staff. See comments below, address and revise the plans as requested. Zoning will review the changes when resubmitted for stamps to assure that the changes requested have been made.

1. Section 5.3.8.2, LUC, permits a maximum of one year from the date of application to obtain approval of a development plan. If, at the end of that time, the development plan has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this development plan is June 6, 2013.

2. The material listed for the pedestrian path on sheet 6 of the DP is not an approved material for accessible routes. Per discussion with John Beall and as indicated to the consultant DG is not an approved material for accessible routes. The pedestrian path must be constructed of concrete cement or similar material with smoothness, hardness and durability. Several emails between PDSD staff and the consultant have been exchanged with regards to what would be acceptable for an accessible route.

It is acknowledged that a concrete sidewalk was added to the plan but only to the new facilities of the softball field. The new DG path to the baseball field is still proposed and is indicated as a pedestrian path. A 4' wide concrete sidewalk adjacent to the path that leads to the baseball field facilities must be added.

Previous Comment no. 4: DS 2-01.3.8.R - DG is not an approved material for pedestrian sidewalks. Per the PAD, page 65 pedestrian facilities are to be accessible. DG is not approved as a material that provides for accessible routes. The PAD is silent on material to be used for pedestrian facilities and therefore defaults back to the Land Use code or Development Standards. DS 2-08 requires that all sidewalks must be constructed of concrete or similar materials in hardness and durability. Revise the type of material to be used for the new pedestrian facilities proposed on this plan.
