DEVELOPMENT PLAN COMMENTS: Please resubmit revised drawings along a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. This development package was reviewed for full code compliance with the City of Tucson Development Standards (D.S.) and Land Use Code (LUC) for the entire site.

2. Section 5.3.8.2, LUC, permits a maximum of one year from the date of application to obtain approval of a development plan. If, at the end of that time, the development plan has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this development plan is June 06, 2013

The following comments are based on the "LAYOUT TO BE USED WITH A DEVELOPMENT PACKAGE SUBMITTAL (DS 2-01) dated 12-2009, located at http://cms3.tucsonaz.gov/files/dsd/DevPackageSubmittalLayout.pdf.

3. The sheet order is not correct. The detail sheet should follow the grading plan and the utility plan should follow the site/grading details.

The following comments are based on Development Standard 2-01.0:

D.S. 2-01.3.2.D Based on the proposed lot splits shown on the plan, see comment 12 below, the address shown on the plan will not work as the proposed development does not have street frontage along Fairview Avenue. Contact Pima County Addressing and provide an administrative address adjacent to the title block.

5. D.S. 2-01.3.2.E Depending on how comment 3 above is addressed the sheet number and page numbers will need to be revised.

6. D.S. 2-01.3.3 Provide the following relevant case numbers on the plan adjacent to the title block on all sheets, DP12-0087 & C9-12-08.

7. D.S. 2-01.3.5 Depending on which set of drawings that I look at the current "SHEET INDEX" shown on sheet 1 does not match the existing order of drawings. This index will need to be revised once comment 3 above is addressed.

8. D.S. 2-01.3.7.A.3 Once available list the rezoning conditions on the plan.

9. D.S. 2-01.3.7.A.4 Please clarify what "INDUSTRIAL STORAGE" is it is not a use listed within the LUC.

10. D.S. 2-01.3.7.A.4 "ZONING AND LAND USE NOTES" #6 clarify what 1-1 is.

11. D.S. 2-01.3.8.B If applicable all existing easements shall be shown on the plan along with the recordation information.

12. D.S. 2-01.3.9.E It appears that a lot split/combination is proposed. This lot split/combination must be approved prior to approval of the development package. Provide the lot split number adjacent to the title block.

13. D.S. 2-01.3.9.F All existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the drawing with zoning boundaries clearly defined. That said provide the zoning for the parcels located East of Fairview Avenue.

14. D.S. 2-01.3.9.H.2 As this project is affected by Major Streets and Routes intersection widening show the future sight visibility triangles based on the future intersection widening.

15. D.S. 2-01.3.9.H.5 The proposed vehicle gates shown at the entrance gate will need to be approved by COT Traffic Engineering prior to approval of the development package.

16. D.S. 2-01.3.9.H.5 As the proposed "STORAGE AREA STABLIZED SURFACE" is proposed for a vehicle use area demonstrate on the plan how the requirements of LUC Section 3.3.6.9 are met.

17. D.S. 2-01.3.9.H.5 the proposed "STORAGE AREA STABLIZED SURFACE" is proposed for a vehicle use area demonstrate how a refuse vehicle will gain access across the vertical curbing as shown on the plan.

18. D.S. 2-01.3.9.H.5.d The Short term bicycle parking shown on the "PARKING SPACE DETAIL" sheet 6 does not meet the requirements of LUC Section 3.3.9.2.B.6 which requires four (4) feet between racks. For your information per LUC Section 3.9.2.B.4 A single rack is designed and located to accommodate two bicycles.

19. D.S. 2-01.3.9.H.5.d Per LUC Section 3.3.9.2.B.4 A single rack is designed and located to accommodate two bicycles. That said based on two racks provided the provided Short-Term should be 4.

20. D.S. 2-01.3.9.H.5.d Show how the requirements of LUC Section 3.3.9.4 are met on the plan.

21. D.S. 2-01.3.9.I Show all right-of-way dedications on or abutting the site and label. If the development package documents have been prepared in conjunction with a subdivision plat or is required as a condition of approval of a review process, such as a rezoning, street dedications in accordance with the Major Streets and Routes (MS&R) Plan may be required by these processes.

22. D.S. 2-01.3.9.J Show the future intersection widening right-of-way lines, curbs and sidewalks on the plan.

23. D.S. 2-01.3.9.O Until the future curbs are shown the required building setbacks cannot be verified. It does not appear that the proposed 10' wall and overhang will meet the street setback.

24. D.S. 2-01.3.9.U Once the rezoning conditions are available indicate graphically, where possible, compliance with conditions of rezoning.

The Pima County Regional Wastewater Reclamation Department (PCRWRD) has reviewed the proposed sewer collection lines for the above-referenced project. The following comments are offered for your use:

1. Obtain a letter from the PCRWRD's Development Liaison Unit, written within the past year, stating that treatment and conveyance system capacity for the project is available in the downstream public sewerage system and provide a copy of that letter to this office. The required form to request such a letter may be found at:

The development plan for this project cannot be approved until a copy of this letter has been received by this office.

2. Sheet 1: Include in the legend a symbol for the proposed private BCS line.

Pima County Code Title 13.20.030.A.2 requires that a wastewater review fee be paid for each submittal of the development plan. The fee for the first submittal is $166 plus $50 per sheet. For the second submittal, the review fee is $50 per sheet. For all subsequent submittals, the review fee is $39 per sheet.

The next submittal of this project will be the second(2nd) submittal. A check for the review fee of this submittal in the amount of $50.00 (made out to PIMA COUNTY TREASURER) must accompany the revised set of bluelines and response letter.

If the number of sheets changes, please adjust the review fee accordingly.

4. Show details of any fence within the SVT to show that it doesn't interfere with visibility.
5. The water surface elevations for the flow within Glenn Street appear to be higher than the curb. Delineate the area of inundation and address the effects on the project site. Provide curb elevations and proposed driveway elevations. A floodplain use permit will be required for any work within the area of inundation.
6. Detail B on Sheet 6 doesn't seem to match the plan view. Please revise as necessary.
7. Check the title blocks on all sheets to ensure they describe this project.
8. Show the SVTs on the landscape plans to demonstrate the vegetation won't block required visibility.
9. Additional comments may be forthcoming once the rezoning conditions have been adopted.
