SUMMARY: Engineering Division of Planning & Development Services Department has received and reviewed the proposed Development Plan Package, Drainage Statement (Cypress Civil Development, 18MAY12) and Traffic Impact Statement (Cypress Civil Development, 07MAY12). Engineering Division does not recommend approval of the Development Plan Package at this time. This review falls under Development Standard 2-01. All comments reflect Site Plan and Grading Plan. The following items need to be addressed:


SITE PLAN:

1) DS Sec.2-01.3.3: The relevant Development Plan Package number (DP12-0075) may be added to the lower right hand corner of the plan on all sheets where referenced by "DP12-XXXX."

2) DS Sec.2-01.3.4: Revise the development plan document and the project-location map to label the Section, Township, and Range; section corners; north arrow; and the scale will be labeled. Per DS Sec.2-01.2.6 the location map must be provided in the upper right corner of the cover sheet, revise.

3) DS Sec.2-01.3.9.H.2: It is acknowledged that a discussion over the proposed SVT's has been provided with the applicant and Laith Alshami, PE PDSD, however in order to modify a development standard a Development Standard Modification Request (DSMR) is required to use the smaller dimensions for the proposed SVT's as shown on the development plan document. Provide a DSMR application for review and approval through PDSD. The development plan document must include a note listing the DSMR Case #, date of approval and any associated conditions if applicable.

4) DS Sec.2-01.3.9.R: Refer to comments from Ron Brown, RA Structural Plans Examiner for all handicap accessibility comments that may be associated with this project.


GENERAL COMMENTS:

Please provide a revised Development Plan Package that addresses the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments.

Clearly indicate in the parking calculations the number of parking spaces allotted for this use.

"Shade. Except as provided herein, shade shall be provided for at least fifty (50%) percent of all sidewalks and pedestrian access paths as measured at 2:00 p.m. on June 21 when the sun is eighty-two degrees (82°) above the horizon. Shade may be provided by trees, arcades, canopies, or shade
structures. The use of plantings and shade structures in the City right-of-way is permitted to meet this standard. The shade provided by a building may serve to meet this guideline.

Exception. The Director may approve an IID Plan providing less than fifty (50) percent shade where compliance is not feasible due to a project site's location and/or building orientation and the applicant has made a reasonable attempt to comply with this criterion."

2) Landscape borders proposed in right-of-way or MS&R areas must be approved by the City Engineer or designee and comply with the City Engineer's requirements on construction, irrigation, location, and plant type. Provide verification, in writing, of any approvals obtained. Contact Gary Wittwer, DOT Landscape Architect for specific requirements.

3) Revise the landscape plans to include the following standard notes for landscaping in the public right-of-way:

All planting and irrigation that is proposed within the ROW must receive a permit prior to construction. Plans should be submitted to the City of Tucson Permits and Code section at 201 N. Stone, 4th floor. Once the permit has been approved, the applicant must call for a "Blue Stake " prior to the required pre-construction meeting with the City Landscape Architect, and prior to starting any work.

It is the property owner's responsibility to keep the Sight Visibility Triangles (SVT), and the pedestrian access area clear of vegetation at all times, per Land Use Code (LUC) section 3.7.2.9.

Final plant locations must be in compliance with all utility setback requirements. The owner understands that if the City of Tucson Transportation Department or any utility company needs to work within the ROW in the landscaped area, plants and irrigation may be destroyed without replacement or repair.

The property owner assumes full liability for this landscape and irrigation, and any damage to roadway, sidewalk and utilities within the public right-of-way.

The only private irrigation equipment that is allowed within the ROW is polyethylene type tubing and emitters that are not under constant pressure. All other equipment except for the water meter must be on site.

1. Please be aware that if the travel lane is next to the curb then the tree canopy will be growing into that lane. The height requirement for a clearance is 15'. I suggest that you call out standard trees (I hate that for naturally multi-growing plants) but may save both damage to the tree and to someone's truck.

2. I suggest that you us Sch 40 pipe in the ROW. There is a lot of traffic and utility work that can cause damage.

Nice job. Love the scupper idea. We all need to do what we can to harvest water.
