DEVELOPMENT PLAN COMMENTS: Please resubmit revised drawings along a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.


1. The Zoning Review Section conditionally approves the development plan for this project, subject to the following changes on the sign-off copies. However, should there be any changes requested by other CDRC members, the Zoning Review Section approval is void, and we request copies of the revised development plan to verify that those changes do not affect any zoning requirements

2. Provide the Wash Ordinance number, T12SA00195, date of approval and any conditions of approval on the package

08/06/2012 JOE LINVILLE LANDSCAPE REVIEW Denied 1) The project is subject to the provisions of the Watercourse, Amenities, Safety, and Habitat Ordinance, TCC Ch. 29 Art. VIII, Sec. 29-17. Approval of the application is required prior to final approval of the Development Package.

2) The Rainwater Harvesting plan is required to include a Water Budget. See DS 10-03.4.1. Provide calculations per DS 10-03, Exhibit A Table A-1.

3) Record the easement(s) for trail and maintenance access on sheet A-100 and note the recording data on the plans. This will be required prior to permit approval.

The seperate proposed easement for the protected riparian area on site can just be included in the public easements discussed above. A seperate easement is not necessary. The plans can remain the same except that only the term "easement" should be removed from demolition note 6 wherever it appears on the plans.

4) Revise the grading plan and the NPP (Plant Inventory) plans to include limits of grading for the headwall and drainage pipe comnstruction. A site preservation fence is required to protect the PRA in the on-site conservation areas and along the entire length of the Rose Hill Wash adjacent to the property.
Note the fencing requirement on the Grading and NPP plans. DS 2-15.5.0

Ensure that the grading limits include allowances for any cut or fil areas necessary for trail construction.

RESUBMITTAL REQUIRED: Development Package and Drainage Report.

The Development Package (DP) cannot be approved as submitted. Please address the following review comments prior to the next submittal.

Development Package:

1. Please include a response letter to the comments along with the corrected copies of the DP.
2. The project is subject to the provisions of the Watercourse, Amenities, Safety, and Habitat Ordinance, TCC Ch. 29 Art. VIII, Sec. 29-17. No concrete is allowed in the W.A.S.H. designated wash. Greater detail is needed then what was shown previously in order review and build the proposed solution. Per pervious comment.
3. There are too many discrepancies on the plan to be written in a comment letter (see comment no. 5). Cross reference all details, call-outs, notes etc. with the plan view prior to re-submittal. Also, architectural detail call-outs refer to sheets A-100, A-101, A-112 ect. Where are the sheets located in the plan set or do the sheet numbers need to be revised?
4. Clarify the easement(s) for trail and maintenance access on sheet A-100. The plans shows both a 25' trail easement and a 53' trail easement. When the easements are approved by Engineering, record the easements in favor of the City of Tucson and note the recording data on the plans.
5. See additional comments on the "redlines" on the plan sheets. Include the "redlines" along with the re-submittal for comparison. As in the previous review, see the "redlines" for corrections. Also a meeting between the designer and the reviewer (owner/developer is welcome to attend) is suggested because the amount of corrections noted on the plans was above/more what should have been on a "second" review. 6. Because of the proposed use of concrete in the W.A.S.H. designated wash, the mitigation plan cannot be approved. Re-submit the Mitigation plan reflecting the revision shown on the plans.

Drainage Report:
1. Please include a response letter to the comments along with the corrected copies of the DR.
2. DS Sec.10-02.L.2.3.1.5.B: Provide hydraulic grade line analysis for stormwater drainage system to demonstrate that the friction losses at the bends for the system have been accounted for in the sizing of the pipes in the system. A routing calculation is needed to assess flow through the proposed stormdrain pipe system to the proposed outlet structures including waterharvesting system. Determine water surface elevations for pipe inlets and outlets, cleanouts, and at waterharvesting storage.
3. Provide the correct amount of retention volume required for the basin as shown. The existing retention basin's volume to the north shall not be counted on this project.

Flood Plain Use Permit:
2. The FPUP will be approved with the Development Package.
