This development package was reviewed for full code compliance with the City of Tucson Development Standards (D.S.) and Land Use Code (LUC) for the entire site. 2. Section 5.3.8.2, LUC, permits a maximum of one year from the date of application to obtain approval of a development plan. If, at the end of that time, the development plan has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this development plan is April 29, 2013 The following comments are based on the "LAYOUT TO BE USED WITH A DEVELOPMENT PACKAGE SUBMITTAL (DS 2-01) dated 12-2009. 3. The drawing order is not correct. Review the above document and reorder the drawings sheets accordingly. 4. Remove the site lighting sheets from this package as they will not The following comments are based on Development Standard 2-01.0: 5. D.S. 2-01.2.4 A title block shall be provided in the lower right quadrant of each sheet. 6. D.S. 2-01.3.2.B A brief legal description and a statement as to whether the project is a resubdivision are to be provided within the title block. 7. D.S. 2-01.3.2.E Provide the sheet number and total number of sheets for all drawings that are provided. The sheet index provided on the cover sheet should include all sheets provided. 8. D.S. 2-01.3.3 Provide the following relevant case numbers on the plan adjacent to the title block on all sheets, DP12-0062. 9. D.S. 2-01.3.7.A.4 Sheet 2 of 15 General Note 4, Proposed Use should be listed as "MEDICAL SERVICE - EXTENDED HEALTH CARE "31", SUBJECT TO: SEC. 3.5.13.5". 10. D.S. 2-01.3.7.A.6.b Provide a general notes stating "THIS PROJECT IS DESIGNED TO MEET THE OVERLAY ZONE(S) CRITERIA SEC. 2.8.3, MAJOR STREETS AND ROUTES (MS&R) SETBACK ZONE". 11. D.S. 2-01.3.7.A.9.b Provide a Floor Area Ration (FAR) calculation on the plan that includes the allowed and proposed FAR, see LUC Section 3.2.11. Per Development Designator "31" the allowed FAR is 0.90. 12. D.S. 2-01.3.8.A Sheet A-100, the site boundary perimeter distance & bearing are difficult to read. 13. D.S. 2-01.3.8.B Sheet A-100, if applicable all existing easements shall be drawn on the plan. The recordation information, location, width, and purpose of all easements on site will be stated. 14. D.S. 2-01.3.8.C Sheet A-100, the following information regarding existing private or public right-of-way adjacent to or within the site shall be provided: the name, right-of-way width, recordation data, type and dimensioned width of paving, curbs, curb cuts, and sidewalks. 15. D.S. 2-01.3.9.F Sheet A-100, all existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the drawing with zoning boundaries clearly defined. 16. D.S. 2-01.3.9.H.5.a The vehicle parking space calculation should include the ratio used. For the use of "MEDICAL SERVICE - EXTENDED HEALTH CARE the ratio should be 1 space per 2 beds. Provide the number of beds on the plan. 17. D.S. 2-01.3.9.H.5.a Provide a typical parking space detail for both standard parking spaces and those for the physically disabled. The detail should show the wheel stop with a location dimension, see LUC Section 3.3.6.8.C. 18. D.S. 2-01.3.9.H.5.a Remove the striped area behind the two (2) accessible vehicle parking spaces shown in the northeast corner of the site. 19. D.S. 2-01.3.9.H.5.d Provide the number of proposed bedrooms on the plan so that the Short & Long Term bicycle parking can be verified. 20. D.S. 2-01.3.9.H.5.d Per LUC Section 3.3.9.2.B.6 show the two (2) feet by six (6) feet required for each bicycle. That said the distance shown between Short & Long Term bicycle racks is not correct, it should be four (4) feet between racks, see LUC Section 3.3.9.5.B. 21. D.S. 2-01.3.9.H.5.d Per LUC Section 3.3.9.2.B.8 show the five (5) access aisle between the two rows of racks on Detail B1 sheet A-103. 22. In general there are several marked crossings that do not have detectable warnings at both ends as per the 2006 IBC, ICC A117.1, Sections 406.12 and 13. These are identified as follows: a. At both ends of the marked crossing leading to the two accessible parking spaces in the NE corner of the site. b. At both ends of the two marked crossings located at the the east entrance to the facility from the private road. Please relocate the NS marked crossing about 35' to the west to make for a cleaner and simpler connection to the accessible route. c. At the north end of the marked crossing from the accessible parking island to the private road. d. At both ends of the marked crossing at the west entrance to the facility from the private road. Provide curb ramps as necessary. 2. Insure the slopes of all accessible routes meet the requirements of ICC A117.1, Sections 403.3, 5% max running and 2% max cross. 3. What's the purpose of the markings located at the back of the two accessible parking spaces in the North East corner of the site? These marked areas may not be located in the 24' wide PAAL. Please eliminate them or relocate them out of the PAAL area. Reference Zoning comments. 4. At the passenger loading zone, please provide an accessible passenger loading zone as required by the 2006 IBC, Section 1106.7 and ICC A117.1, Section 503. 5. The Rose Hill Wash Greenway begins at 22nd Street on the south and continues north to Pantano River Park, almost six miles. The greenway skirts around Dorado Country Club golf course. Rose Hill Wash Greenway intersects Arroyo Chico Greenway and Third Street Bicycle Boulevard. Greenways are a corridor that typically features a path and trail, preserved native vegetation and/or landscape plantings, and pedestrian amenities. Greenways typically follow washes or drainageways but can also be adjacent to roads. If the greenway is along a wash, the path and trail can be together on one side (equivalent to the Divided Urban Pathway) or one on each side of the wash. Greenways are similar to River Parks except that right-of-way width is less, features are less extensive, and at-grade crossings of streets are more common. http://cms3.tucsonaz.gov/parksandrec/planning See p. 61 of the Pima Regional Trail System Master Plan for full information. The Parks and Recreation Department is requiring a 25' wide easement (to accommodate half of the trail section) along the wash, with an asphalt path and landscaping as indicated in the plan. 2) The project is subject to the provisions of the Watercourse, Amenities, Safety, and Habitat Ordinance, TCC 29. A separate application and review is required. Contact Patricia Gehlen/Zoning Manager at 791-5640 Ext. 1179 for submittal requirements. A pre-submittal meeting is required. 3) The preceeding comments may precipitate significant modifications to the plans. Additional comments may apply. 4) A rainwater harvesting plan is required. See DS 10-03. 5) Canopy trees must be evenly distributed throughout the vehicular use area. Every parking space shall be located within forty (40) feet of the trunk of a canopy tree (as measured from the center of the tree trunk). Revise the landscape plan as necessary. LUC 3.7.2.3.A. Please address the following review comments prior to the next submittal. Development Package: 1. Please include a response letter to the comments along with the corrected copies of the DP. 2. The north arrow, contour interval, and scale as applicable to each sheet should be placed together in the upper right corner of each sheet. D.S. 2-01.2.7. 3. A legend that shows and describes all symbols used on the drawing is to be provided, preferably on the first sheet. D.S. 2-01.2.9. 4. The title block shall include the following information. D.S. 2-01.3.2. A. The proposed name of the project or subdivision, or if there is no name, the proposed tenant's name. B. A brief legal description and a statement as to whether the project is a re-subdivision are to be provided. On re-subdivisions, provide the recording information of the existing subdivision plat. C. The number of proposed lots and common areas are to be noted. As a general note state that the project is designed to meet the overlay zone(s) criteria, and provide the case number, date of approval, what was approved, and conditions of approval. If there is more than one (1) lot within the site, the note should specify which lots are affected by the overlay zones. Projects involving Historic Preservation Zones, Downtown Heritage Incentive Zones (involving demolition), or overlay zones, require separate review and approval. B. Drainage Notes. List the following notes as appropriate. 1. List the following notes on all plans/plats. a. "The developer, any successors and assigns, will hold the City of Tucson, its officers, employees, and agents harmless from any and all claims for damages related to the use of this development as shown hereon, now and in the future, by reason of flooding, flowage, erosion, or damage caused by water, whether surface flood or rainfall." 2. If applicable, list the following notes and complete the blanks. a. "The following lots are affected by the City of Tucson Floodplain Regulations: _________." (List the lots affected by lot number.) In the case of one (1) lot development, substitute the words, "This project is affected by the City of Tucson Floodplain Regulations." b. "A floodplain use permit and/or finished floor elevation certificates are required for the following lots: __________." (List the lots affected by lot number, or in the case of a one (1) lot development, place a period after the word "required" and delete the remainder of note. F. Trails Notes. List the following notes as appropriate. 1. If a trail or path is proposed, provide a note, as appropriate, indicating that a trail or path will be constructed for public or private use, the general location of the trail or path, and whom it will be constructed and maintained by. If it is intended to connect to an offsite feature, such as an exiting trail, wash, sidewalk, road, commercial or residential development, etc., so indicate. If the trail or path is to be dedicated, indicate the method of dedication. 2. If a new trail or path will be constructed, add the following note, as appropriate: "All new onsite and offsite trails or paths constructed in conjunction with this project will be constructed in accordance with approved plans. Construction plans will be subject to the review and approval of the City's Parks and Recreation Department, and, if requested, Pima County Natural Resources, Parks and Recreation." 9. Existing Site Conditions. The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within fifty (50) feet of the site. On sites bounded by a street with a width of fifty (50) feet or greater, the existing conditions across the street will be provided. D.S. 2-01.3.8. B. All easements shall be drawn on the plan. The recordation information, location, width, and purpose of all easements on site will be stated. Blanket easements should be listed in the notes, together with recordation data and their proposed status. Should an easement not be in use and be proposed for vacation or have been abandoned, so indicate. However, should the easement be in conflict with any proposed building location, vacation of the easement shall occur prior to approval of plan unless written permission from easement holder(s) is provided. C. The following information regarding existing private or public right-of-way adjacent to or within the site shall be provided: the name, right-of-way width, recordation data, type and dimensioned width of paving, curbs, curb cuts, and sidewalks. E. Indicate the ground elevation on the site based on City of Tucson Datum (indicate City of Tucson field book number and page). 1. For land that slopes less than approximately one (1) percent, contour lines shall be drawn at intervals of not more than one (1) foot. Spot elevations shall be provided at all breaks in grade and along all drainage channels or swales and at selected points not more than one hundred (100) feet apart in all directions. 2. For land that slopes between approximately one (1) percent and five (5) percent, contour lines shall be drawn at intervals of not more than two (2) feet. F. Existing storm drainage facilities on and adjacent to the site will be shown. G. Other significant conditions on the site, such as major rock outcrops, structures, fences, walls, etc., shall be shown. These elements should be indicated in a different line weight than the proposed improvements and labeled "to be removed" or "to be retained." H. Conditions on adjacent land significantly affecting the design of the project will be shown, such as the approximate direction and gradients of ground slope; character and location of adjacent development; and drainageways, arroyos, ditches, and channels, including their existing conditions. I. Floodplain information, including the location of the 100-year flood limits for all flows of one hundred (100) cfs or more with 100-year flood water surface elevations, shall be indicated. 1. Where natural floodprone areas, such as washes, channels, drainageways, etc., exist within the development document boundaries of the drawing, water surface contours for the 100-year flood with water surface elevations indicated must be shown and clearly labeled. 2. The linear distance between water surface contour intervals should not exceed two hundred (200) feet unless prior agreement has been made with the City Floodplain Engineer or designee. 3. A symbol identical to that used to represent the water surface contour intervals on the development package documents should be included in the legend. 10. Information on Proposed Development. The following information on the proposed project shall be shown on the drawing or added as notes. D.S. 2-01.3.9. G. If the project is to be phased, provide calculations, setbacks, etc., to indicate that each phase complies with all requirements as a separate entity. Show phase lines on the drawing. Show and label any temporary improvements that may be needed to make the site function for each phase as one entity. If such temporary improvements are off the site of the phase under consideration, a temporary easement or other legal documentation to assure legal use of the property is required. Note recording information. H. Proposed traffic circulation: 2. Show future and existing sight visibility triangles. On a designated MS&R street, the sight visibility triangles are based on the MS&R cross-section. 3. Indicate fire circulation, including accessibility and vehicle maneuverability. 4. Indicate if existing streets are public or private; provide street names, widths, curbs, sidewalks, and utility locations, all fully dimensioned. 5. If utilizing parking area access lanes (PAALs), they shall be designed in accordance with Sec. 3.3.0 of the LUC and Development Standard 3-05.0. b. If any of the required parking is located off -site as permitted by the LUC, a drawing of that parking area is to be provided, together with the City's required parking agreement (include a copy of the lease agreement if applicable). Please remember that in these situations, if the off-site parking location is a new parking area, it must comply with all parking area requirements and must be allowed as a principal use by the zoning classification of that property. If the off-site parking area location is an existing parking lot, the parking spaces utilized for the proposed land use must be nonrequired parking for the existing use for which the parking area was established. c. Show all loading zones, and vehicle maneuverability fully dimensioned, and access route, and provide, as a note, the number of loading spaces required, the number provided, and the design vehicle. I. Show all right-of-way dedications on or abutting the site and label. If the development package documents have been prepared in conjunction with a subdivision plat or is required as a condition of approval of a review process, such as a rezoning, street dedications in accordance with the Major Streets and Routes (MS&R) Plan may be required by these processes. Projects bounded by streets having only a portion of the right-of-way width dedicated will be required to dedicate right-of-way, up to one-half (½), to complete the street width. Should there be any proposed street or alley vacation, provide this information. If vacation has occurred, include the recording information. J. If street dedication is not required or proposed and the project site is adjacent to a Major Street or Route, draw the Major Street right-of-way lines for those streets. (Add the MS&R future sidewalk, right-of -way lines, sight visibility triangles, etc.) N. In conjunction with a drainage report or statement, as applicable, prepared inaccordance with the City Engineer's instructions and procedures, the following information will be indicated on the development package documents. For additional information regarding drainage standards, see the City of Tucson Standards Manual for Drainage Design and Floodplain Management. 1. Show areas of detention/retention including 100-year ponding limits with water surface elevations. 2. Indicate proposed drainage solutions, such as origin, direction, and destination of flow and method of collecting and containing flow. It appears that the pipe discharging from the exist. basin cannot drain. Address as required. 4. Indicate all proposed ground elevations at different points on each lot to provide reference to future grading and site drainage. 7. Draw locations and indicate types of off-site runoff acceptance points and/or onsite runoff discharge points. O. All applicable building setback lines, such as erosion hazard, floodplain detention/retention basins, and zoning, including sight visibility triangles, will be shown. T. Show existing or proposed pedestrian circulation along abutting rights-of-way. Such sidewalks must comply with accessibility requirements for the physically disabled and the design criteria in Development Standard 3-01.0. Show refuse collection areas, including locations of dumpsters, screening location and materials, and vehicle maneuverability, fully dimensioned, and access route. If dumpster service is not proposed, indicate type of service. For specific information on refuse collection, refer to Development Standard 6-01.0. Refuse collection on all projects shall be designed based on that Standard, even if collection is to be contracted to a private firm. 11. Depending on the extent of the corrections and responses to the comments, additional comments may be forthcoming. 12. It is suggested that after my comments have been addressed, that you make an appointment with me to discuss any of my comments that you may have questions on. If I missed any information or made a mistake we can go over those items at the meeting. Do not hesitate to call if there are any questions or disagreements on my comments as you address them. 13. See additional comments on the "redlines" on the plan sheets. Include the "redlines" on the re-submittal for comparison. Drainage Report: 1. Please include a response letter to the comments along with the corrected copies of the DR. 2. It appears that the SE portion of the site is adjacent to the concave side of the Rose Hill Wash where the radius of the wash shall be used in the equation to determine EHS distance instead of the equation used in the DR. Per S.M.D.D.F.M. 7.6.1. a, b or c. 3. Provide an exhibit showing the location of the EHS in the DR using the above equation. 4. Grade the basin to drain. 5. The retention basin will not perform as required (5-yr retention) if the basin is constructed within the 100-yr. floodplain limit. Re-locate or modify the basin in order to be able to continue to perform, as designed, after the 100-yr event. 6. A drainage maint./Trail esmt. will be required along the Rose Hill Wash per S.M.D.D.F.M. 1.5.1. 7. Show the WASH wash 50' resource zone on any map it may be applicable. 8. Add the basin(s) maintenance responsibility note and checklist per S.M.D.D.F.M. 2.3.1.6 C 1 and 2 to the DR. 9. The bleed off pipe for the retention basin shall be a larger pipe (8") w/ a 6" orifice. Revise as required. 10. It appears that the pipe discharging from the exist. basin cannot drain. Address as required.
