05/23/2012 LOREN MAKUS ENGINEERING REVIEW Denied 1. Review spot grades and slopes to make sure they are consistent. For example on sheet 10 the sidewalk is labeled as sloping downward but the spot grade where it joins the adjacent sidewalk appears to be higher.
2. The site plan shows building constructed over the abandoned alleyway subject to easements. Provide evidence that the buildings are not incompatible with the easements.
3. I recommend that you evaluate the FFEs for each structure as compared to adjacent grades.
4. Clarify in the table on page 6 of the drainage report that the retention volumes are in cubic feet and not square feet.
5. Provide a discussion within the drainage report showing how all of the requirements for underground retention systems in the retention detention manual 3.5.5 and the drainage manual section 14.5. Include details for maintenance access and sediment chambers.
6. Note that the plat must be approved before the development package is approved.

COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. This project cannot be approved until the final plat, S12-017, has been completed and approved.

2. DS 2-01.2.9 A legend that shows and describes all symbols used on the drawing is to be provided, preferably on the first sheet.

3. DS 2-01.3.2.B The title block shall include the following information.

4. DS 2-01.3.3 Case number DP12-0061 has been assigned to this development package (DP). Please place this number in the right corner of all sheets of the development package, landscape plan, NPPO, and any other associated sheets.

5. DS 2-01.3.5 When the development package documents consists of more than one (1) sheet, a sheet index (a legible drawing of the site showing the area represented on each sheet) is to be placed on the cover sheet or the second sheet.

6. DS 2-01.3.7.A.6.b In general note number 4 add the following: Sec. 2.8.4 Gateway Corridor Zone

7. DS 2-01.3.9.F Provide the zoning classification for the adjacent property along the east boundary of the project. Zoning is SR.

8. DS 2-01.3.9.H.5.d Keynote #10 indicates the bicycle parking detail is on O/16, the detail is on O/17. Revise keynotes.

Detail O/17 is incorrect as far as the spacing between the short term racks. Per LUC Sec.
3.3.9.2.B. 6. Each required short-term bicycle parking space must be at least two (2) feet by six (6) feet therefore requiring 4' between racks. Revise detail.

Per LUC Sec. 3.3.9.2.B.7 A bicycle rack must be a minimum of two and one-half (2½) feet from a wall or other obstruction. Revise detail.

9. DS2-01.3.9.O Provide a dimension from the proposed carport covers to the back of future curb along Old Spanish Trail, to the edge of the nearest travel lane along Gollob Road, and to the east property line.

The carports along the east property line does not appear meet the required setback. Per LUC Sec. 3.2.6.4 a project with a perimeter yard indicator of CC adjacent to a SR zoned property requires a setback of 25'. FYI: An accessory structure can be approved closer than the required setback by obtaining written permission from the adjacent property owners. This permission must be provided on the site plan.

In the zoning development criteria on sheet 1/39 note #5, revise the required setback for the east property line from "20' or H" to "25'.

10. DS 2-01.3.9.Q Provide overall dimensions and height on the footprint of each proposed building.

The Pima County Regional Wastewater Reclamation Department (PCRWRD) has reviewed the proposed sewer collection lines for the above-referenced project. The following comments are offered for your use:

1. Obtain a letter from the PCRWRD's Development Liaison Unit, written within the past year, stating that treatment and conveyance system capacity for the project is available in the downstream public sewerage system and provide a copy of that letter to this office. The required form to request such a letter may be found at:

2. Sheet 1: Revise General Note # 12 to read as follows (Ref. A):

THE ON-SITE SANITARY SEWERS WILL BE PRIVATE AND WILL BE CONSTRUCTED, OPERATED AND MAINTAINED ON A PRIVATE BASIS, AND IN ACCORDANCE WITH AN APPROVED OPERATION AND MAINTENANCE PLAN, IF REQUIRED. THE LOCATION AND METHOD OF CONNECTION TO AN EXISTING PUBLIC SANITARY SEWER IS SUBJECT TO REVIEW AND APPROVAL BY THE PIMA COUNTY WASTEWATER MANAGEMENT DEPARTMENT.

This office will require a revised set of bluelines, and a response letter, addressing these comments. Additional comments may be made during the review of these documents.

Pima County Code Title 13.20.030.A.2 requires that a wastewater review fee be paid for each submittal of the development plan. The fee for the first submittal is $166 plus $50 per sheet. For the second submittal, the review fee is $50 per sheet. For all subsequent submittals, the review fee is $39 per sheet.

The next submittal of this project will be the second(2nd) submittal. A check for the review fee of this submittal in the amount of $100.00 (made out to PIMA COUNTY TREASURER) must accompany the revised set of bluelines and response letter.

If the number of sheets changes, please adjust the review fee accordingly.
