SUMMARY: PDSD Engineering Division has reviewed the resubmittal for the Unisource Areva project on 5JUN12 and recommends approval. The following conditions apply to the permit:

PERMIT CONDITIONS:
The following 12 conditions apply to permit DP12-0041:
1) Call for Pre-construction meeting. For a PDSD Engineering Inspection, call IVR (740-6970), or schedule with a Customer Service Representative at Planning & Development Services Department (PDSD), or contact PDSD Engineering at 837-4888, or schedule inspections online at: http://www.ci.tucson.az.us/dsd/Online_Services/Online_Permits/online_permits.html
2) This approved set of plans is approved for earthwork, grading construction, and drainage improvements associated with the AREVA solar project shown within the disturbance limits on the approved plans.
3) Designated staging area shall have no earthwork disturbance, and shall only be used for vehicular & material storage and temporary construction activities.
4) A copy of stamped approved plan, permit(s), NOI, AzPDES general permit, and geotechnical report, shall be kept at site at all times, until final approval.
5) Disturbance Limits shall be maintained and no disturbance outside of disturbance limits will be allowed.
6) Stabilized entrances shall be maintained at all active access entrances during construction. Use of water trucks during construction, or other dust controls shall be utilized, and construction entrances shall be maintained to minimize sedimentation, dust issues, and tracking.
7) Interim erosion and sediment controls shall be maintained per approved plans at downstream areas of disturbance limits. Prior to Final Approval all temporary controls shall be removed and permanent controls shall be placed.
8) After construction, all disturbed, graded, or bladed areas not otherwise improved or compacted shall be landscaped, reseeded, or provided with ground cover to help reduce dust pollution. If compacted areas after project completion show signs of dust issues or sedimentation, alternate ground treatment such as gravel or reseed will be required, and may be subject to fines if not addressed.
9) Any revisions to the plan must be reviewed by PDSD Engineering Engineer and may include discussion, details, or a revised plan. Call PDSD Engineering at 791-5550 to discuss any revisions.
10) If construction is expected to last longer than expiration date of permit, contact PDSD to renew/extend permit. If Final Inspection has not been completed before permit expires, and permit has not been renewed, additional fees and reviews may be required. Requests for permit extensions may be submitted to Planning & Development Services Department (attn: Claudia Buford), prior to permit expiration date, for consideration of plan extension approval.
11) Permitee shall notify PDSD when operation is ready for final inspection. Final approval shall not be given until all work, including installation of all drainage improvements and their permanent protective devices, and all erosion control measures have been completed in accordance with approved plan and permit, and all conditions of permit are completed.
12) As-builts are required to be submitted under activity number DP12-0041 to PDSD permit clerks. They will be reviewed and then if acceptable, a copy will be provided to PDSD Engineering Inspector for final inspections. For Permit Project Closure documentation, submit: 2 copies of cover letter stating any changes to the approved plans, 2 copies of as-builts, and 2 copies of a letter for substantial completion of overall project. As-builts shall include: inverts for inlets and outlets for drainage pipes/systems, and general grades as determined by RLS to show substantial completion for project.
