Tucson Electric Power Company (TEP) has reviewed the plan submitted May 9, 2012. TEP is unable to approve the plan at this time. There are existing electrical facilities within the boundaries of this project. In order for TEP to approve the plan the facilities and easements must be depicted on the plans.

*Does not appear that OH facilities are proposed building will be, but there are OH facilities on parcels that are not marked on development plan.*

Enclosed is a copy of a TEP facility map showing the approximate location of the existing facilities. All costs associated with the relocation of the facilities in conflict will be billable to the developer.

3. The Eastern Pima County Trails System Master Plan does not show any trails on or adjacent to the development site.
4. Existing Site Conditions. The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within fifty (50) feet of the site. On sites bounded by a street with a width of fifty (50) feet or greater, the existing conditions across the street will be provided. D.S. 2-01.3.8.
C. The following information regarding existing private or public right-of-way adjacent to or within the site shall be provided: the name, right-of-way width, recordation data, type and dimensioned width of paving, curbs, curb cuts, and sidewalks.
E. Indicate the ground elevation on the site based on City of Tucson Datum (indicate City of Tucson field book number and page).
F. Existing storm drainage facilities on and adjacent to the site will be shown.
G. Other significant conditions on the site, such as major rock outcrops, structures, fences, walls, etc., shall be shown. These elements should be indicated in a different line weight than the proposed improvements and labeled "to be removed" or "to be retained."
5. Information on Proposed Development. The following information on the proposed project shall be shown on the drawing or added as notes. D.S. 2-01.3.9.
H. Proposed traffic circulation:
1. Proposed traffic circulation will be designed in accordance with Street Development Standard 3-01.0, to include streets, intersections, street names, right-of-way widths, curve radii of centerlines and curb returns, and proposed improvements, such as pavement, curbs, access points (driveways), handicap ramps, and sidewalks. Street improvements, such as sidewalks, curbs, pavement, and handicap ramps, do not need to be drawn on the plan if such information is provided on typical street cross sections.
2. Show future and existing sight visibility triangles. On a designated MS&R street, the sight visibility triangles are based on the MS&R cross-section. See "redlines" for proper location and addition of exist. SVT's.
4. Indicate if existing streets are public or private; provide street names, widths, curbs, sidewalks, and utility locations, all fully dimensioned.
5. If utilizing parking area access lanes (PAALs), they shall be designed in accordance with Sec. 3.3.0 of the LUC and Development Standard 3-05.0.
c. Show all loading zones, and vehicle maneuverability fully dimensioned, and access route, and provide, as a note, the number of loading spaces required, the number provided, and the design vehicle. It is recommended that the refuse vehicle not back-up in a skewed manner from the enclosure if possible.
I. Show all right-of-way dedications on or abutting the site and label. If the development package documents have been prepared in conjunction with a subdivision plat or is required as a condition of approval of a review process, such as a rezoning, street dedications in accordance with the Major Streets and Routes (MS&R) Plan may be required by these processes. Projects bounded by streets having only a portion of the right-of-way width dedicated will be required to dedicate right-of-way, up to one-half (½), to complete the street width. Should there be any proposed street or alley vacation, provide this information. If vacation has occurred, include the recording information. Dedication for the intersection widening is required showing the metes and bounds for the ½ ROW transition from 45' to 32' along the property frontage.
M. A conceptual grading plan is required on projects with significant topographic conditions. The DSD Engineering Administrator or designee will determine the need for such a plan. It appears that with the amount of cut and fill needed to complete the project that a grading plan will be required for this project.
N. In conjunction with a drainage report or statement, as applicable, prepared in accordance with the City Engineer's instructions and procedures, the following information will be indicated on the development package documents. For additional information regarding drainage standards, see the City of Tucson Standards Manual for Drainage Design and Floodplain Management.
1. Show areas of detention/retention including 100-year ponding limits with water surface elevations.
A Drainage Statement is required. Also see the special exceptions for specific requirements.
2. Indicate proposed drainage solutions, such as origin, direction, and destination of flow and method of collecting and containing flow.
5. Verification will be provided that any drainage solutions which occur outside the boundaries of the development document area are constructed with adjacent owners' permission. (Additional notarized documentation of that approval will be submitted with the drainage report.)
7. Draw locations and indicate types of off-site runoff acceptance points and/or onsite
runoff discharge points.
O. All applicable building setback lines, such as erosion hazard, floodplain detention/retention basins, and zoning, including sight visibility triangles, will be shown.
T. Show existing or proposed pedestrian circulation along abutting rights-of-way. Such sidewalks must comply with accessibility requirements for the physically disabled and the design criteria in Development Standard 3-01.0. Show refuse collection areas, including locations of dumpsters, screening location and materials, and vehicle maneuverability, fully dimensioned, and access route. See comment no. 5.H.5.c.
6. A grading plan submittal and review is required for this project.
7. List the amount of estimated cut and fill on the plans.
8. Further comments may be forth coming depending on the extent of the revisions.
9. See additional comments on the "redlines" on the plan sheets. Include the "redlines" on the re-submittal for comparison.
10. It is suggested that after my comments have been addressed, that you make an appointment with me to discuss any of my comments that you may have questions on. If I missed any information or made a mistake we can go over those items at the meeting. Do not hesitate to call if there are any questions or disagreements on my comments as you address them.

Drainage Statement:
1. Please include a response letter to the comments along with the corrected copies of the DS.
2. Submit a DS that addresses the onsite and the offsite drainage for the proposed improvements. The 5-year threshold retention requirement could be satisfied using 6" depressed landscaped areas depending the design of the project.
3. A Drainage Statement is a brief description of drainage conditions applicable for a site which are not affected by 100 year flows of 100 cfs, of more……per S.M.D.D.F.M., chap. II, 2.1.2. The DS must be submitted along with the site plan and is accepted with the approval of the grading plan.
4. The content and format of the Drainage Statement should follow S.M.D.D.F.M., chap. II, 2.2.
5. Show the project address or administration address on the cover sheet of the DS.
6. Final review and acceptance of the DS will done at the grading plan stage.
7. Addendums to any Drainage Statement, Drainage Reports and Hydrology Reports etc. are not accepted. The new layout or the revisions must be incorporated into the approved Drainage Statement.

DEVELOPMENT PLAN COMMENTS: Please resubmit revised drawings along a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

The project requires Special Exception approval through a Zoning Examiner Full Notice Procedure, Sec. 23A-50 and 23A-53 prior to approval of the development package. If approved revise General Note 5 to include the Special Exception number, date of approval, and any conditions of approval.

The following comments are based on Development Standard 2-01.0:

D.S. 2-01.2.4 A title block shall be provided in the lower right quadrant of each sheet.

1. D.S. 2-01.3.2.D Zoning acknowledges that D.S. 2-01.3.2.D states that an administrative street address is to be provided in the title block. After discussion with Pima County Addressing the administrative street address is to be provided adjacent to the title block. That said provide an administrative address adjacent to the title block.

1. D.S. 2-01.3.4.C Label the section corners on the project-location map.

2. D.S. 2-01.3.7.A.6.b Revise General Note 6 to include "LUC SECTION 2.8.3".

3. D.S. 2-01.3.7.A.9.a Based on the most current aerial photos there are at least four (4) accessory structures located on the northern end of this property. If these structures are to remain show them on the plan and include the square footage in the Floor Area Ratio (FAR) calculation. If they are to be demolished show them on the plan as to be demolished and obtain the required permits.

4. D.S. 2-01.3.7.A.9.b Provide a Floor Area Ratio (FAR) calculation that meets the requirements of LUC Section 3.2.11. Per development designator "41" the allowed FAR is 0.50"

5. D.S. 2-01.3.9.E As this site consists of two (2) parcels, 113-08-0740 & 113-08-0760 a lot combination is required. Provide a copy of the approved "Pima County Combination Request Form" or a copy of the recorded "Covenant Regarding Development and Use of Real Property" with your next submittal.

6. D.S. 2-01.3.9.H.5 Per LUC Section 3.3.6.6.2 Access lanes and PAALs shall be setback at least two (2) feet from a wall, screen, or other obstruction. The additional area is necessary to provide clearance for fire, sanitation, and delivery vehicles. That said provide setback dimensions from the proposed "30" H PARKING SCREEN" to the PAAL at both the one-way PAAL and the PAAL located near the southeast corner of the lot.

7. D.S. 2-01.3.9.H.5.a Provide the number of vehicle parking spaces provided in the parking calculation.

8. D.S. 2-01.3.9.H.5.a Per LUC Section 3.3.6.4.B.2 A motor vehicle off-street parking space shall have a minimum width of ten (10) feet when the side(s) of the parking space abuts a vertical barrier over six (6) inches in height, other than a vertical support for a carport. That said provide a width dimension for the vehicle parking space located in the southeast corner of the site that shows it meets the 10' width or provide a dimension that shows that the proposed "30" H PARKING SCREEN" is at least 1'-6" from the vehicle parking space.

9. D.S. 2-01.3.9.H.5.d Provide the number of provided Long-Term bicycle parking in the bicycle parking space calculation.

10. D.S. 2-01.3.9.H.5.d Provide a detail for the Short-Term bicycle parking that shows how all requirements of LUC Sections 3.3.9.2 & 3.3.9.3 are met.

11. D.S. 2-01.3.9.H.5.d Provide a detail for the Long-Term bicycle parking that shows how all requirements of LUC Sections 3.3.9.2 & 3.3.9.4 are met. It does not appear that the requirements of LUC Section 3.3.9.4.C have been met.

1. Prior to development plan resubmittal, the proposed development plan shall be in full compliance with Special Exception SE-12-62 conditions.

2. Prior to development plan approval, add as general notes, a section which addresses all of the approved Special Exception SE-12-62 conditions, verbatim as approved by Mayor and Council.

3. If the applicant wishes for the legal non-conforming use of a "petting zoo" to continue on -site as part of the new expansion to the Child Care Center, which requires a Special Exception approval, then the "petting zoo" needs to be part of the written request and identified by location and use on both the SE-12-62 and DP12-0038 package.

4. Site improvements which fall within the criteria of "Area Plans" will include a condition that recommends trash receptors to be a minimum of fifty feet from any residentially used or zoned properties. Staff has made this request on SE-12-62, for Mayor and Council to consider. If approved, the development plan will need to be revised to meet this condition and staff recommends the applicant consider the following two options for possible locations; the trash receptor(s) be located just north of the proposed "drop-off lane," either between buildings #1 & #4, or between buildings # 4 & #5.
