SUMMARY: Engineering Division of Planning & Development Services Department has received and reviewed the proposed Development Plan Package, Drainage Statement (Rick Engineering Company, Inc., 16MAR12) and Geotechnical Evaluation (Western Technologies Inc., 06MAY06). Engineering Division does not recommend approval of the Development Plan Package at this time. This review falls under Development Standard 2-01. All comments reflect Site Plan and Grading Plan. The following items need to be addressed:


DRAINAGE STATEMENT:

1) Provide a discussion within the Drainage Statement to include conformance with the new Commercial Rainwater Harvesting Ordinance (DS Sec.10-03) and the proposed design of the project to meet all requirements within the Ordinance and Detention/Retention Manual.


SITE PLAN: It is recommended that Development Standard 2-01 "Development Package" be reviewed prior to resubmittal. DS Sec.2-02 and 2-05 no longer exists and all reviews fall under DS Sec.2-01 for Development Package. The standard has changes that must be incorporated into the plan sheets for review and approval.

2) Per the permit application this project is for a demolition of an existing building and a new proposed parking lot, however there is no demolition sheets included within the plan set. Either provide a demolition plan within the set to review for demolition purposes are provide a demolition permit activity with associated plan prior to approval of the parking lot.

3) DS Sec.2-01.2.4: Revise the development plan document to include the Title Block in the lower right hand corner of each sheet. The layout of the plan set must meet the requirements of DS Sec.2-01.

4) DS Sec.2-01.3.3: The relevant Development Plan Package number (DP12-0037) may be added to the lower right hand corner of the plan on all sheets.

5) DS Sec.2-01.3.5: Revise the sheet index on the first sheet to list the required demolition sheet that is to be included within the development plan package set.

6) DS Sec.2-01.3.9.N.2: Revise the development plan document so that all proposed water harvesting areas and landscape planters allow stormwater runoff to enter the landscape areas to show compliance with the required DS Sec.10-03 Commercial Rainwater Harvesting Ordinance.

7) DS Sec.2-01.3.9.R: Refer to comments from Ron Brown, RA Structural Plans Examiner for all handicap accessibility comments that may be associated with this project.


GENERAL COMMENTS:

Please provide a revised Development Plan Package and Drainage Statement that addresses the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments.

COMMENTS: Please resubmit revised drawings along a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. Section 5.3.8.2, LUC, permits a maximum of one year from the date of application to obtain approval of a Site Plan through the Development Package review process. If, at the end of that time, the Site Plan has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full site review. The one-year expiration date for this site plan is March 19, 2013.

2. Zoning has reviewed the site plan / development package for the Aloft Parking Lot for compliance with the DS 2-10 and LUC requirements related to the Parking Use.

Zoning could not verify that the demolition of the existing building had occurred per separate permit or was intended to be reviewed as part of this submittal package. None of the sheets refer to the demolition of the existing structure nor has there been any approval through the Historic process for demolition. Per the Pima County Assessor's information the building gone the site is 51 year old. Approval to demo the existing building must be approved the Frank Podgorski at PDSD.

Clarify whether the demo application is going through a separate review and approval process. The site approval will not grant the demolition of the building without the appropriate review and approval by HPZ.

3. DS 2-01.3.2.D - There was a small conflict noted with the administrative address. The address on the application is listed as 1940 E 1st street and the Administrative Address listed on the cover sheet of the DP is listed as 1945 E 1st Street. Clarify which is the administrative address that will be used for this project. I must note that both addresses are listed for the subject site but only one can be the administrative address.

4. Comment related to Development Plan General Note 11: As of this review I have not been given clear direction as to whether the cross access agreement is acceptable or whether the parking lease agreement is going to be required. The matter was discussed in a staff meeting but there has been no formal request to allow the cross access in place of the lease agreement. I am not sure if Glenn Moyer or Jim Mazzacco would be making any determination with regards to this matter.

5. DS 2-01.3.9.R - It is acknowledged that required vehicle parking for the Aloft Hotel is to be provided on the new parking lot. Per LUC 3.3.6.2.A.1, demonstrate on the plan the pedestrian route that complies as an accessible route from the hotel to the new parking lot. If the street sidewalk is to be considered the pedestrian route from the Hotel to the parking lot indicate on the plan the closest route.

6. The zoning comments are minor and can be approved over the counter with an appointment as long as all the other plan reviewers have or can approve the DP.
