The Site Plan (SP) and Drainage Statement (DS) cannot be approved as submitted. Please address the following review comments prior to the next submittal.

Site Plan:

1. Please include a response letter to the comments along with the corrected copies of the SP.
2. The site plan submitted does not meet the COT Development Standards for Site Plan context. Additional comments may be forth coming when a complete plan per standards is submitted. A meeting may be scheduled with the reviewer to discuss the Site plan and submittal requirements. Call Paul P. Machado at 837-4932 for details.
3. Please provide property description per D.S. 2-02.2.1.3.
4. Please label lot dimensions and bearings per D.S. 2-02.2.1.5
5. Provide all existing and proposed buildings and structures, including location, size, height, overhangs, canopies, and use per D.S. 2-02.2.1.6.
6. Show all points of egress and ingress including locations and width of driveways and parking area access lanes (P.A.A.L.) per D.S. 2-02.2.1.11.
7. Please label all vehicular, bicycle, pedestrian, and handicapped circulation clearly identified per D.S. 2-02.2.1.12.
8. Fully dimensioned loading space(s) and maneuvering area(s) per D.S. 2-02.2.1.14.
9. Please provide Drainage patterns and finished grades per D.S. 2-02.2.1.16.
10. Please list estimated cut & fill quantities per D.S. 2-02.2.1.17.
11. Please show dimensioned right-of-way, including any applicable Major Streets and Routes (MS&R) Plan right-of-way per D.S. 2-02.2.1.19.
12. All easement of record must be graphically shown on the plan together with recording docket and page per D.S. 2-02.2.1.20.
13. Dimension from street monument lines to existing and proposed curbs, sidewalks, driveways, and utility lines per D.S. 2-02.2.1.21.
14. Please provide existing topographic contours at intervals not exceeding two (2) feet and/or spot elevations as pertinent and Bench Mark based on City of Tucson Datum, including City Field Book and page number per D.S. 2-02.2.1.23.
15. Show all fences, walls, or vegetation for screening and sight visibility by type, material, height, location and spacing per D.S. 2-02.2.1.27.
16. Show Development plan number (D12-0021) on all sheets per D.S. 2-02.2.1.29.
17. Show refuse container location, size, and access thereto fully dimensioned per D.S. 2-02.2.1.32 and D.S. 6-01.0.
18. Placement of fill in excess of 2' above existing grade at any location in the outer 100' of the developing site is not allowed and/or shall meet the requirements per D.S. 11-01.
19. A permit or a private improvement agreement will be necessary for any work performed within the Right-of-way. Contact Permits and Codes at (520) 791-5100 for permit information.
20. Please show a typical cross section of the P.A.A.L. or call out the percentage of slopes. Call out the GB at the D/W, if applicable.
21. Please show the proposed roof drainage patterns, 100% of the 10-year flow must be conveyed under the sidewalks including any other site drainage as well. Please provide supporting calculations to demonstrate compliance with D.S. 3-01.4.4. If the location(s) of the roof scuppers and/or sidewalk scuppers have not yet been decided, a general note indicating sidewalk scuppers will be used when the roof drain/sidewalk scupper locations have been designed and located and that the 10-year flow must be conveyed under any other sidewalks and/or pedestrian paths will suffice.
22. Add note: "Depress all landscaped areas 6" maximum for water harvesting".
23. "A grading permit may be required for this project depending on the amount of cut and fill. Submit 2 sets of grading upon completion and submittal of a grading permit application. A grading permit may not be issued prior to site plan approval. Subsequent comments may be necessary, depending upon the nature and extent of revisions that occur to the plans".

Drainage Statement:
1. Please include a response letter to the comments along with the corrected copies of the DS.
2. A Drainage Statement is a brief description of drainage conditions applicable for a site which are not affected by 100 year flows of 100 cfs, of more……per S.M.D.D.F.M., chap. II, 2.1.2. The DS must be submitted along with the site plan and accepted with the approval of the grading plan.
3. The content and format of the Drainage Statement should follow S.M.D.D.F.M., chap. II, 2.2.
4. Show the project address or administration address on the cover sheet of the DS.
5. If applicable, add the basin(s) maintenance responsibility note and checklist per S.M.D.D.F.M. 2.3.1.6 C 1 and 2 to the DS.

COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. Zoning acknowledges that this plan is submitted for issues that may apply if the property will be rezoned from R-2 to R-3.

Any rezoning of a property will require full code compliance, with the LUC and Development Standards as well as any conditions of rezoning, for the entire site.

2. The plan as submitted does not contain enough information in order to provide you with a complete set of comments in regards to variances that may be required. The following comments are based upon the information provided,

3. Review Development Standards 2-01 for all information regarding submittal requirements for a Site/Development Plan (Development Package).

4. DS 2-01.2.4 A title block shall be provided in the lower right quadrant of each sheet.

5. DS2-01.2.5 A three (3) inch by five (5) inch space shall be reserved in the lower right quadrant of each sheet for an approval stamp.

6. DS 2-01.3.2 The title block shall include the following information.
A. The proposed name of the project.
B. A brief legal description.
D. The administrative street address.
E. Page number and number of pages.

7. DS 2-01.3.3 Relevant case numbers (development package document (DP12-0021), rezoning, board of adjustment, DDO, MDR, DSMR, overlay, etc.) shall be provided adjacent to the title block on each sheet.

8. DS 2-01.3.7.A.3 If the plan/plat has been prepared in conjunction with a rezoning application, add the following note next to the existing zoning note: "Proposed zoning is ____." List the applicable rezoning file number and conditions of approval. Also place the C9-__-__ (if applicable) and the plan/plat file numbers in the lower right corner of
each sheet.

9. DS 2-01.3.7.A.4 Identify the existing and proposed use of the property as classified per the Land Use Code. List all Land Use Code sections each proposed use is subject to. (Family Dwelling "P", subject to: Sec. 3.5.7.1.F)

10. DS 2-01.3.7.A.5 In the general notes indicate the following: On residential projects, list the total number of units proposed.

11. DS 2-01.3.7.A.6.a List special exceptions, variances, and modifications such as Sec. 5.1.7, Board of Adjustment (BOA), Sec. 5.3.4 and 5.3.5, a Design Development Option (DDO), or DS 1-01.0, Development Standard Modification Request (DSMR), by case number, in lower right corner of each sheet. As a general note provide the case number, date of approval, what was approved, and the conditions of approval.

12. DS 2-01.3.7.A.9.a Provide the footprint of the original 6 units. Information can be obtained from the Pima County Assessors records. Clearly indicate the location of additions, additional units, porches, carports etc. If the new additions do not meet required setbacks a DDO variance may be required.

Provide dimensions for the footprints of all buildings including the detached accessory structures.

Per the last approved site plan for the detached accessory shed near unit number 6, the size of the shed was supposed to be 10 x 12 and not attached to unit Number 6. This may require a DDO variance.

The indicated square footage of the existing structures does not appear to be correct. Please verify.

Provide floor plans all units. This is required in order to verify the number of required parking spaces.

Provide density calculations as a general note.

13. DS 2-01.3.7.A.9.b Provide the maximum allowed lot coverage (70%) and the provided lot coverage.

14. DS 2-01.3.8.A Provide site boundary/subdivision perimeter information, including bearing in degrees, minutes, and seconds, with basis for bearing noted, together with distances in feet, to hundredths of a foot, or other functional reference system.

15. DS 2-01.3.8.B All easements shall be drawn on the plan. The recordation information, location, width, and purpose of all easements on site will be stated. Blanket easements should be listed in the notes, together with recordation data and their proposed status.

16. DS 2-01.3.8.C The following information regarding existing public right-of-way (Northway Avenue) adjacent to or within the site shall be provided: the name, right-of-way width, recordation data, type and dimensioned width of paving, curbs, curb cuts, and sidewalks.

17. DS 2-01.3.8.D The following information regarding existing utilities shall be provided: the location and size of water wells, water pumping plants, water reservoirs, water lines, fire hydrants, sanitary and storm sewers, including the pipe diameter and the invert and rim elevations of all manholes and cleanouts; the Pima County Wastewater Management Department (PCWMD) reference number; locations of gas lines, electric and telephone lines, poles, and communications cables, on-ground junction boxes, and
street lights. If water mains and sewers are not located on or adjacent to the tract,
indicate the direction, distance to, and sizes of those nearest the property.

18. DS 2-01.3.9.H.2 Provide the existing sight visibility triangles.

19. DS 2-01.3.9.H.5 If utilizing parking area access lanes (PAALs), they shall be designed in accordance with Sec. 3.3.6.4 of the LUC and Development Standard 3-05.0.

It appears that the existing trees may limit the required width of the two way PAALs. Provide dimensions.

The indicated gravel parking area appears to be a PAAL not a parking area. Clarify.

Gravel is not an approved surfacing material for a vehicle use area. See LUC Sec. 3.3.6.9. Including the PAAL and the parking spaces.

19. DS 2-01.3.9.H.5.a Show all motor vehicle off-street parking spaces provided, fully dimensioned. As a note, provide calculations on the number of spaces required (include the ratio used) and the number provided, including the number of spaces required and provided for the physically disabled. The drawing should indicate parking space locations for the physically disabled. A typical parking space detail shall be provided for both standard parking spaces and those for the physically disabled. See LUC Sec. 3.3.6/

Provide barriers at all vehicular use areas to prevent driving onto unimproved portions of the site or to prevent damage to buildings, walls, landscaping, etc. See Luc Sec. 3.3.6.8.A

20. DS 2-01.3.9.H.5.d Show bicycle parking facilities fully dimensioned. For specifics, refer to LUC Sec. 3.3.8 and 3.3.9.

Provide as a general note the number of required and provided short term bicycle parking spaces. Provide a detail of both short term and long term bicycle parking spaces and types of racks and lockers. Provide location on the site plan of both types of bicycle parking spaces.

21. DS 2-01.3.9.R Show on-site pedestrian circulation as required by the LUC utilizing location and the design criteria in Development Standard 2-08.0. Some but not all of the deficiencies are as follows:

Per DS 2-08.3.1 A continuous pedestrian circulation path must connect to all buildings, vehicle use area, dumpsters, bicycle parking spaces, etc.

Per DS 2-08.4.1.F Sidewalks cannot be located between a motor vehicle parking space and a PAAL providing accesses to that space.

Clearly indicate the width of all sidewalks with dimensions. See DS 2-08.5.1.A. Min. 4'.

Clearly indicate the required physical separation of the sidewalks fro the vehicle use area. See DS 2-08.4.1

22. DS 2-01.3.9.T Show existing or proposed pedestrian circulation along abutting rights-of-way. Such sidewalks must comply with accessibility requirements for the physically disabled and the design criteria in Development Standard 3-01.0.

Show refuse collection areas, including locations of dumpsters, screening location and
materials, and vehicle maneuverability, fully dimensioned, and access route. If dumpster service is not proposed, indicate type of service. For specific information on refuse collection, refer to Development Standard 6-01.0. Refuse collection on all projects shall be designed based on that Standard, even if collection is to be contracted to a private firm.

23. DS 2-01.3.9.U Indicate graphically, where possible, compliance with conditions of rezoning.

24. This is not a complete review and additional comments will apply once additional information has been submitted.

03/19/2012 ANDREW CONNOR LANDSCAPE REVIEW Denied 1. Provide any previously approved site and landscape plans for reference. If no plans exist subsequent submittals will become the documents of record.

2. A street landscape border, per LUC 3.7.2.4 is required with a minimum width of ten (10) feet, running the full length of the street property line(s) bounding the site except for points of ingress-egress.

3. Fifty (50) percent or more of the street landscape border area must have shrubs and vegetative ground cover per LUC 3.7.2.4

4. Indicate square footage of all landscaped areas and calculation of the percentage of vegetative coverage per DS 2-07.2.2.2.g.

5. A 10' interior landscape border is required along site boundaries of the adjacent residential properties per LUC Table 3.7.2-I

6. One (1) canopy tree must be provided for every thirty-three (33) linear feet of landscape border per LUC 3.7.2.4.

7. A 5' wall is required to screen vehicle use area from for adjacent residential properties per LUC Table 3.7.2-I.

8. Within a vehicular use area, one (1) canopy tree is required for each 10 motor vehicle parking spaces and every parking space shall be located within forty (40) feet of the trunk of a canopy tree (as measured from the center of the tree trunk) per LUC 3.7.2.3.A.1.

9. Planting Plan. The planting plan and layout calculations will include the following information:

" The location of individual plants one (1) gallon or larger.

" Sizes of plants indicated in boxes, gallon cans

" Ultimate size of plants indicated by the spread of canopy, circumference of shrubs, or spread of ground cover.

" Both the proper and common name of each type of plant material.

" Location, size, and name of existing vegetation to remain in place.

" Material and areas of inert ground cover.

10. Landscape plan shall include irrigation specification design and layout per DS 2-06.5.4.A & DS 2-06.5.4.B including source of irrigation, sleeves for driveways and sidewalks, locations of valves, low-flow bubblers or drip irrigation.

11. All landscape areas will be depressed to accept water flow from roofs, PAAL, and parking areas. Show by detail or spot elevations how landscape areas will accommodate water harvesting.

12. Include (if necessary) with re-submittal re-zoning approval documentation. Indicate on the lower right hand corner of the site plan, the case number, date of approval, and any conditions imposed.

13. The site plan and landscape plan must show identical site layout to avoid conflict between the two plans. Ensure that all changes to the site plan are reflected on the landscape plan.
