The comments are minimal from a review perspective and zoning is willing to review the changes and documents over the counter with a set appointment. If other plan reviewers require the development package be resubmitted for review zoning will also request the re-submittal. 1. The previous comment was not addressed. Zoning acknowledges that the lot combo is to be submitted as a separate document. Zoning will approve the DP package once all documents are submitted. Previous comment 5: DS 2-01.3.9.A - It is requested that a Parcel Tax Combo be done in order to combine the three parcels that make up the overall site. The Parcel combo is processed through the Pima County Assessor's office. Once the tax parcel combo document has been signed by the Assessor's office, the customer will be provided with the document that must be provided to PDSD Zoning for confirmation of the Parcel combo 2. Zoning acknowledges that the parking issues will be addressed per the proposed parking lot that is to be reviewed under a separate permit application. Prior to approval of the DP package the parking lease agreement must be completed and recorded. Previous comment 8: DS 2-01.3.9.H.5.b - Per the plan and notes additional required parking is to be provided through a parking agreement from the developments across the alley. Per the plan, it appears that a total of 44 parking spaces are to be leased from the adjacent developments. The overall parking requirement is for 175 parking spaces, but only 161 spaces will be provided. A Board of adjustment variance approval (See LUC sec. 3.3.4.2 vehicle parking table, "Travelers Accommodation" use for number of spaces required) will be required in order to reduce the number of parking spaces by 14. In addition, plans must be submitted for the developments that will be leasing the parking spaces. Parking spaces that are to be leased must be excess spaces and not required by the developments leasing the vehicle parking spaces. The use type and number of parking spaces required for the said uses south of the alley must be included on the additional plans in order to verify parking compliance for these developments. A copy or copies of the City of Tucson's required executed parking lease agreements must be included with the additional plans. 3. Zoning will approve the grading plan once the DP package is approved as a complete package which means site approval first. Previous comment 9: DS 2-01.3.9.M - Zoning has reviewed the grading plan to ensure compliance with the site plan. As of this review the grading plan and the site plan are denied. Once the site has been approved and the grading plan has been revised to match the site plan and assure compliance with the approved site plan, the grading plan is also approved. If changes or revisions are made to either the site or grading plans after the zoning approval, zoning reserves the right to re-review both plans for compliance. 4. The directional of travel arrows were not drawn as requested for the northeast area as requested. Previous comment 14d: Dimension the PAAL areas in the northeast area of the site and include direction of travel for the east-west PAAL. Also dimension the width of all the driveway entrances. Clarify if vehicle access is allowed along the northwest corner of the site, around the sign area. Show direction of vehicle travel. See redlines on sheet 4. Speedway Blvd. Site plan DP11-0018 (Second Review) T14S, R14E, Section 08 RESUBMITTAL REQUIRED: Site Plan/Grading plan. The Site Plan (SP) cannot be approved as submitted. Please address the following review comments prior to the next submittal. Include the Drainage Statement (DS) with the re-submittal. Site Plan: 1. Please include a response letter to the comments along with the corrected copies of the SP. 2. Please show dimensioned right-of-way, including any applicable Major Streets and Routes (MS&R) Plan right-of-way per D.S. 2-02.2.1.19. Per pervious comment. Although TDOT, Jose Ortiz, can recognize that no additional ROW will needed to be dedicated at this time, however the MS and R plan is adopted by the City of Tucson Mayor and Council and cannot be waived by any City of Tucson jurisdiction and still must be shown. Hence the dimensioned future ROW configuration shall be shown on the plans. 3. Dimension from street monument/center lines to existing and proposed curbs, sidewalks, driveways, and utility lines per D.S. 2-02.2.1.21. See comment no. 2. 4. Check the ROW dimensions to the future and exist. curb and s/w's for Speedway Blvd., it appears there may be a discrepancy. 5. A permit or a private improvement agreement will be necessary for any work performed within the Right-of-way. Contact Permits and Codes at (520) 791-5100 for permit information. Your response to this comment was duly noted. FYI: as a general rule, all call-outs for improvements in public ROW's, streets, alleys ect., shall be called out using the corresponding City of Tucson Std. Dtl. no. If the improvement exceeds the COT Std., then the modified Std. detail, shall be approved by TDOT prior to be shown on shown on the plans. 6. The detail A/7 calls to check the geotechnical report for the recommended pavement section, however no pavement section is recommended in the geo. tech. report. Address as required.
