COMMENTS: Please resubmit revised drawings along a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. Section 5.3.8.2, LUC, permits a maximum of one year from the date of application to obtain approval of a development plan. If, at the end of that time, the development plan has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this development plan is October 4, 2011.

2. Zoning has reviewed this development plan based on the proposed changes to previously approved development plan and taking into account all the new code changes that have been adopted as of the approval of the previously approved plan D05-0015.

Comments are made based on the memo prepared by the consultant explaining the proposed changes. Also additional comments are made based on the revised Land Used Code sections and Development Standards that are applicable to this development and site.

3. The following items are related to the Code changes that were to have been made on sheet one (1). Revise the following.

Code Review Section
Note 6. Revise the floor area ratio (FAR) to 1.50. Note 6 indicates a 150 FAR
Note 7. Clarify where on the annexation conditions is there an exemption for cell towers height to 50 feet.
Note 8. Review the building setbacks as noted and revise them for consistency with the dimensions noted on the development plan, sheet 2.
Note 10. Under the parking calculations section, Phase 2 is listed as no parking provided at this phase. Yet the phase 2 line would indicate that at least 7 and possibly 8 spaces are to be provided in phase 2. Clarify, revise the plan or redo the phase lines to match the calculations.
Note 11. Five (5) Accessible parking are listed as being provided in phase 1. Per the plan it is clear that six (6) spaces are within the phase I development. Clarify or revise the calculation as required.
Note 12. The number and facility type of bicycle parking required is listed correctly on the plan. However phase 2 is not listed with any facilities. A minimum of 2 short and long term facilities each is required for phase 2. Revise the bicycle parking calculation to reflect this change. Also it does not appear that any bicycle parking facilities have been provided or depicted for the phase 2 building. Please keep in mind that the bicycle parking requirements have changed and that all requirements must be met. Short term facilities must be placed within fifty (50) feet of the front doors of all buildings and must be visible from the door. The plan must demonstrate compliance with this LUC section.

4. Proposed change #9 - Add the five foot access aisle to the bicycle facility details. Also demonstrate on the plans that the short term bicycle facilities will be provided and visible within 50 feet of the front door of the new buildings. If additional details specific to the type and location of the facility is required, add the detail drawings to sheet 1 or 2.

5. Proposed Change #10 - Comment same as #9.

6. Proposed change #19 - The number of parking spaces for Phase 2 must be revised to list the number of spaces to be provided. The temporary drive will affect the number of spaces required and depicted on the plan. Revise as required.

7. Additional comments may be forthcoming based on revision and responses to the Zoning comments.

The Pima County Regional Wastewater Reclamation Department (PCRWRD) has reviewed the proposed sewer collection lines for the above-referenced project. The following comments are offered for your use:

Obtain a letter from the PCRWRD’s Development Liaison Unit, written within the past year, stating that treatment and conveyance system capacity for the project is available in the downstream public sewerage system and provide a copy of that letter to this office. The required form to request such a letter may be found at:

The development plan for this project cannot be approved until a copy of this letter has been received by this office. Ref. A

Sheet 1: Revise General Note #13 to reflect current conditions. There should be both existing and proposed FUE. Ref. A

Sheet 2: Show all of the existing public sewer in Eastside Loop including cleanout 2820*01 with rim and invert elevations. Ref. A

Sheet 2: Clearly show in both plan and legend existing verses proposed sewer. Also distinguish between public and private sewer. Ref. A

This office will require a revised set of bluelines, and a response letter, addressing these comments. Additional comments may be made during the review of these documents.
Pima County Code Title 13.20.030.A.2 requires that a wastewater review fee be paid for each submittal of the development plan. The fee for the first submittal is $166 plus $50 per sheet. For the second submittal, the review fee is $50 per sheet. For all subsequent submittals, the review fee is $39 per sheet.
The next submittal of this project will be the second(2nd) submittal. A check for the review fee of this submittal in the amount of $100.00 (made out to PIMA COUNTY TREASURER) must accompany the revised set of bluelines and response letter.
If the number of sheets changes, please adjust the review fee accordingly.
