The Pima County Regional Wastewater Reclamation Department (PCRWRD) has reviewed the proposed sewer collection lines for the above-referenced project. The following comments are offered for your use:

1. Sheet 1: Eliminate one of the duplicate notes between General Notes #14 and #18 (Ref. A)

This office will require a revised set of bluelines, and a response letter, addressing these comments. Additional comments may be made during the review of these documents.
Pima County Code Title 13.20.030.A.2 requires that a wastewater review fee be paid for each submittal of the development plan. The fee for the first submittal is $166 plus $50 per sheet. For the second submittal, the review fee is $50 per sheet. For all subsequent submittals, the review fee is $39 per sheet.
The next submittal of this project will be the fourth(4th) submittal. A check for the review fee of this submittal in the amount of $39.00 (made out to PIMA COUNTY TREASURER) must accompany the revised set of bluelines and response letter.
If the number of sheets changes, please adjust the review fee accordingly.

SUMMARY: Engineering has reviewed the revised Development Package submittal items and recommends approval of the Development Package and the Drainage Report for Floodplain Use Permit Issuance and Grading Permit Issuance.

CONDITIONS OF APPROVAL:
The following 30 conditions apply to Grading Permit T12BU00832 & Floodplain Use Permit T12OT01004:
1) Call for Pre-construction meeting. For a PDSD Engineering Inspection, call IVR (740-6970), or schedule with a Customer Service Representative at Planning & Development Services Department (PDSD), or contact PDSD Engineering at 837-4888, or schedule inspections online at: http://www.ci.tucson.az.us/dsd/Online_Services/Online_Permits/online_permits.html
2) Project is for improvements for a private Senior Housing development includes grading, construction, removal of old drainageway crossing, installation of new bridge crossing, drainageway access ramp, stormdrain pipes, compaction of soils adjacent to public drainageway, central basin, and other drainage facilities and improvements as shown on the approved plans and permits. This Grading Plan and SWPPP (T12BU00832) is approved for earthwork and grading construction for Silverwood Senior Housing project (associated project D11-0032), and PSOMAS Drainage Report, sealed by, Regina Beem P.E. dated 7/9/12.
3) See other associated permits for Development Package D11-0032 for this project: Floodplain Use Permit T12OT01004, and Grading Permit T12BU00832.
4) Project contains underground Kinder Morgan high pressure gas lines; all work within these easements must be coordinated with the proper utilities prior to any site construction.
5) For the drainageway crossing removal, SWPPP interim sediment controls used during construction, shall be removed and placed daily during monsoon season.
6) Call for PDSD Engineering inspection of subsurface grading construction improvements, bridge removal and construction, and any areas as identified by the Inspectors. Inspections should also include PDSD engineering inspection at time of installation of RCP connection to new stormdrain pipe near outlet to existing drainageway. Discuss during Pre-con or contact PDSD Engineering Inspector to confirm which inspections may be needed. Some grading activities will require separate special inspections by EOR or consultants. During these inspections it is recommended that PDSD Engineering Inspectors are present.
7) Submit copies of inspection reports for the drainageway crossing removal.
8) Submit copies of field reports during construction, providing inspection reports for the connection of new bridge to existing channel structure, ramp connection, channel replacement at old crossing, and geotechnical inspection reports for compaction of fill at northwest side of project adjacent to top of embankment of existing drainageway.
9) Handrail for new bridge crossing shall be built per standards - contact TDOT for handrail specifications.
10) During construction activities, traffic control plans may be required if there is a safety hazard potential from construction activities conflicting with public traffic. It may be necessary to submit a copy of a traffic control plan to PDSD Engineering. Traffic control plans shall minimize traffic hazard conditions between public access to buildings, and construction vehicles & activities.
11) CofO restrictions may be imposed if project construction is not completed to provide safe pedestrian and vehicular traffic to building being finaled, or if traffic hazards exist.
12) Additional scuppers may be needed for the site as deemed necessary by the EOR or identified during construction.
13) A copy of stamped approved grading plan(s), grading permit(s), NOI, AzPDES general permit, geotechnical report/addenda, and other reports shall be kept at site at all times, until final grading approval.
14) Grading / Disturbance Limits shall be maintained and no disturbance outside of grading limits will be allowed. Stop Work Order may be issued if disturbance occurs outside of approved grading limits as shown on approved grading plans. There shall be no disturbance, construction vehicle traffic or parking, or stockpiling outside of approved Grading Limits as shown on Grading Plan, and there shall be no disturbance of Brichta Wash drainageway, unless for limited disturbance as approved on the plans, for stormwater purposes, as discussed with PDSD Inspector, and as shown on approved plans. Any disturbance without authorization may result in Stop Work Order and/or other penalties.
15) Interim erosion and sediment controls shall be maintained per approved grading plans along downstream areas of disturbance limits. Interim control measures shall be placed within approved grading limits. Prior to Final Approval all temporary controls shall be removed and permanent controls shall be placed.
16) Grades adjacent to any silt fence filter fabric that is utilized for the project, shall be flush with existing grades to allow for flow of stormwater runoff through filter fabric, and not create dam condition that could concentrate flow at another location and potentially cause BMP control devise failure.
17) Stabilized entrances shall be maintained in area of all active access entrances. Use of water trucks or other dust controls shall be utilized, and construction entrances shall be maintained to minimize sedimentation, dust issues, and tracking.
18) Storage or placement of construction material, vehicle staging / stockpile area, and/or designated concrete washout locations shall not be located within or near basin, existing public drainageway, floodplain areas, or water harvesting areas. Temporary stockpiles shall not be located on easements or adjacent to existing public drainageway.
19) To keep construction debris from entering wash, heavy duty construction fencing along existing public drainageway may need to be provided as needed and as determined with consultation between contractor, engineer, and inspector.
20) Any revisions to Grading Plan must be reviewed by PDSD Engineering Engineer and may include discussion, details, or a revised grading plan. Call PDSD Engineering at 791-5550 to discuss any revisions.
21) If grading construction is expected to last longer than expiration date of grading permit, contact PDSD to renew/extend Grading Permit. If Final Grading Inspection has not been completed before Grading Permit expires, and permit has not been renewed, additional fees and reviews may be required. Requests for grading permit extensions may be submitted to Planning & Development Services Department (attn: Claudia Buford), prior to grading permit expiration date, for consideration of grading plan extension approval.
22) City of Tucson grading standards to DS Sec.11-01 apply.
23) Right-of-way Use Permit or excavation permits may be needed; contact TDOT Permits and Codes.
24) For inspection purposes, post City of Tucson's "AZPDES - Posting Requirements" green sheet, or the NOI at construction entrance of site, at beginning of construction activities, and maintain this posted document throughout project construction.
25) Operator shall report to ADEQ any noncompliance (including spills) which may endanger human health or the environment. Operator shall orally notify office listed below within 24 hours:

26) Receiving waters is the Brichta Wash, a tributary to the Silvercroft Wash.
27) Remaining signatures from Operators must be on site copy of SWPPP (exhibit or report) at or before commencement of construction. All Operators shall be identified and have separate certification statements. Assure these certifications are available on-site at Pre-con.
28) Permitee shall notify PDSD when grading operation is ready for final grading inspection. Final grading approval shall not be given until all work, including installation of all drainage improvements and their permanent protective devices, and all erosion control measures have been completed in accordance with approved grading plan and grading permit, and all conditions of permit are completed.
29) After interim controls are removed, permanent erosion control are required on all disturbed areas, in form of vegetative cover, gravel, a sized decorative rock, and/or other approved controls.
30) As-builts are required to be submitted under activity number T12BU00832 to PDSD permit clerks. They will be reviewed and then if acceptable, a copy will be provided to PDSD Engineering Inspector for final grading inspections. For Grading Permit Project Closure documentation, submit: one copy of original grading plans, 2 copies of as-builts (submit separate sheets for new bridge construction, new drainageway section where old crossing was located, and a third as-built for the onsite improvements), letters of completion (one for subsurface drainage system, new bridge, old crossing removal completion, and another for onsite drainage improvements including basin), including statements for substantial completion project and new bridge. Be aware that engineering and/or geotechnical field reports will need to be provided during grading activities as needed, and at final project closure. Field reports and letters are required for subsurface improvements and other field observations as recommended per geotechnical report, inspection requirements and conditions of permits, and for final completion. As-built data shall include: all access, drainage, utility, or maintenance easements labeled with sequence numbers and any easements with abandonment data, finished pad elevation for buildings, inverts for inlets and outlets of drainage pipes/systems, basin area, ramp area, new bridge elevations including low-chord elevation, grades adjacent to top of embankment of existing public drainageway, and general grades as determined by RLS to show substantial completion for project.
