Section 5.3.8.2, LUC, permits a maximum of one year from the date of application to obtain approval of a development plan. If, at the end of that time, the development plan has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this development plan is August 28, 2012. 02. DS 2-05.2.1.G.1 - Just for clarification, explain if the "Future Development Site Work" listed in the title block is intended for the water harvesting areas or are the building pads for the proposed uses being graded to a finished grade pad? 03. DS 2-05.2.2.B.2 - This project has been assigned the CDRC case number D11-0028. List the case number on all DP and LS plan sheets as requested by this standard. 04. DS 2-05.2.2.B.3 - The use is not clear from General note #4. Explain if the note is intended to show that the uses of the overall development site include Food Service and General Merchandise. If so the note should be revised to state so. Also a specific use note for the Shoe Carnival should be added. (It is understood that the overall site is a shopping center.) The note states that the PAD is for Food Service and General Merchandise, unless this is a store that is retail and restaurant the note needs to be revised appropriately. 05. DS 2-05.2.2.B.6 - If applicable to this project, list any special process approvals such as B of A, DSMR, etc. List the date and conditions of approval. 06. DS 2-05.2.3.B and .2.4.G - If applicable and due to the fact there no easements are represented on this plan, clarify if there are any easements in the area of the proposed development. Is so draw and label the easement use, width, and recordation information. 07. DS 2-05.2.4.A - Draw and label the existing property lines on DP-2 sheet and where they occur on sheet DP-4. 08. DS 2-05.2.4.D.3 - On sheets Dp-4 and DP-5 label the width of the PAAL directly in front of the sidewalk area and the parking lot (adjacent to the new buildings). 08a. DS 2-05.2.4.K- Clarify how the pedestrian circulation is to be provided to the east side of the development. It is clear that the future buildings may impact the sidewalk system but there should be an effort made to provide a sidewalk from what is now the center of the open mall to the east side of the future building "C" and to provide some continuous circulation to Target and Home Depot. 09. DS 2-05.2.4.M and .N - In order to verify the square footages of the new buildings all footprints must have complete dimensions. Building G and F have been labeled with a length and width dimensions but the square footages listed on the footprint are incorrect. Also clarify what the small building area within or next to Building G is intended to be. It appears that this small area is intended not part of Building G by the way it is depicted. If the square footages are incorrect ensure that all tables are corrected. It is acknowledged that the reduction and demolitions will result in a net loss of 54,477 square feet of building area (assuming the square footages are correct). As I understand it, this development plan will establish a base plan for the overall building square footage once the development plan is approved. Therefore future developments will be based on the correct overall square footages approved on this plan. Label the proposed building height of the new buildings on the building footprints drawn on sheet DP-4. 10. DS 2-05.2.4.P and .Q - With regards to vehicle and bicycle parking. Per this plan the vehicle parking has been redone to provide parking at a ratio of one (1) space per 300 square feet of the overall GFA. Changes in the new parking ordinance also resulted in the revision of the definition of a shopping center. Shopping Center definition (short version) - where no more than 50% of the floor area is dedicated to uses with a parking formula of one (1) space per 100 square feet of the GFA or a more intense formula. In order to verify that this shopping center qualifies for the one (1) space per 300 overall GFA, demonstrate on the plan by listing or including the existing and proposed building square footages of the uses with a one (1) space or more intense parking formula. (I acknowledge that the overall square footage of the uses with a more intense parking formula is less that 50% but there should be a number of that existing square footage listed as reference). Keep in mind that the future buildings are not designated with uses. While the shopping center has been provided with bicycle parking it is not clear on this development plan that all the requirements for location and number of long and short term spaces have been or will be provided. See the new bicycle ordinance for the number of long and short term facilities located as well as the specifics on security, lighting and location especially for the short term facilities. Demonstrate compliance on the plan which includes facility locations, door entrances, and distance from public entrance to the short term facilities. Additional drawings may be required to completely demonstrate compliance with the new bicycle ordinance. Bicycle calculations may have to be revised as required based on the locations and number required for each building. 11. DS 2-05.2.4.T - Clarify what type of refuse collection is proposed for this new building. See also Environment Service and Engineering comments related to this standard. 12. DS 2-05.2.4.W - Indicate on the plan the location and type(s) of signs proposed for this building. 13. DS 2-05.2.4.X - See the landscape reviewer comments related to any landscape or screening requirements. 14.
