Tucson Electric Power Company has reviewed and approved the development plan submitted August 25, 2011. It appears that there are no conflicts with the existing facilities within the boundaries of this proposed development.

Enclosed is a copy of a TEP facilities map showing the approximate location of the existing facilities. Any relocation costs will be billable to the customer.

In order to apply for electric service, call the New Construction Department at (520) 918-8300. Submit a final set of plans including approved site, electrical load, paving off-site improvements and irrigation plans, if available include a CD with the AutoCAD version of the plans.

Parking for The Loft Cinema

The Engineering Division doesn't recommend approval at this time. The following comments must be addressed:

Drainage report
1. The retention volume is not computed correctly. Provide the calculation using both the 5-year rainfall depth and 5-year runoff coefficients. Equation 3.3 in the Detention/Retention manual provides an estimated value for the required retention volume. The values for the runoff coefficients in the equation must be determined by the City of Tucson hydrology procedures. If you want to use the estimated results only, please provide justification for the change. DS 10-01.3.2

2. Provide information in the drainage report showing the design of the basins and demonstrate how the stated volumes are provided. DS10-01.V.6

Site Plan/Grading Plan

1. Revise the label in the water harvesting area in the center of the parking area. The note indicates that the water harvesting area is to be 6 inches deep. The top and bottom grades indicate the basin is a foot deep. The rezoning conditions require the basin to be a minimum of 12 inches deep.

2. Clearly label the header proposed for the east boundary of the parking area.

3. The water harvesting areas along the north and west project boundaries have no apparent inlet for water runoff. Provide curb openings or headers to direct water to these water harvesting areas. Pavement grades may need to be adjusted to direct runoff to the basins.

4. Since water harvesting is being used to meet the retention requirements, show how the retention volume is attained within the proposed water harvesting areas. Consider using micro-berms across the water harvesting area along the north boundary to increase the effective volume.

1. Section 5.3.8.2, LUC, permits a maximum of one year from the date of application to obtain approval of a development plan. If, at the end of that time, the development plan has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this development plan is 08/24/2012.

2. DS 2-01.2.5 A three (3) inch by five (5) inch space shall be reserved in the lower right quadrant of each sheet for an approval stamp.

3. DS 2-01.3.2.D Place outside of the title block the administrative address of this project.

4. DS 2-01.3.3 Remove permit number T11CMXXXXX and place development plan number D11-0027 near the lower right corner of all sheets.

5. DS 2-01.3.7.A.1 Revise general note #1 to read as follows: Existing zoning is R-3, Proposed zoning is P.

6. DS 2-01.3.7.A.4 Revise general note #2 in regards to the proposed use as follows: Parking "40", subject to: Sec. 3.5.4.12

7. DS 2-01.3.9.H.5.a The total of 82 parking spaces will require 3 handicap parking spaces. See IBC 1106.1 and Ron Brown's comments.

Provide wheel stop curbs in the vehicle parking spaces along the north side of the project. Required to prevent overhanging into the required landscape border.

On detail 5 on sheet 5 of 9, provide a dimension from the front of the parking space to the front of the wheel stop, minimum 2'-6".

8. DS 2-01.3.9.H.5.d Bicycle parking is not required for this project but if being provided they must meet the criteria of LUC Sec. 3.3.9 for design as well as pedestrian circulation to the bicycle parking spaces. If not provided remove from calculations.

9. DS 2-01.3.9.H.5.c Loading zones are not required for this project, remove general note #6. (wrong code section anyway)

10. DS 2-01.3.9.Q The pedestrian circulation path indicated from the handicap parking spaces cannot be located within a PAAL reducing the width to less than the required 24'.

The pedestrian circulation path must be physically separated from the vehicle use area. See DS 2-08.4.1.

The pedestrian circulation path (sidewalk ) is to be constructed of concrete. See DS 2-08.5.1.C.

Clearly indicate the accessible route from the handicap parking spaces to the building. A separate sheet may be required.

FYI: If the required 3 handicap parking spaces were located adjacent to the existing building or in close proximity and provided with an accessible pedestrian circulation path to the building the long pedestrian circulation path indicated would not be required. If this is selected provide a plan clearly indicating the location of the handicap parking spaces with access to the building

11. List the condition of rezoning on the plan and provide a separate letter clearly indicating how each of the conditions have been met.

12. Remove general note numbers 12 and 14 as they do not apply.

1. The grading plan has been reviewed by Zoning Review Section but cannot approve the plan until it has been approved by the Engineering, and Landscape Review Sections and until all zoning comments or concerns have been addressed.

2. Zoning could not verify that the grading plan was in compliance with the approved development plan. Please submit two copies of the approved and stamped development, landscape, and NPPO plans with the next grading plan submittal.

3. Zoning will re-review the grading plan on the next submittal to insure compliance with the approved site/development plan. Additional comments may be forthcoming.
