The following comments are offered for your use: 1. Sheet 1: Obtain a letter from the PCRWRD’s Development Liaison Unit, written within the past year, stating that treatment and conveyance system capacity for the project is available in the downstream public sewerage system and provide a copy of that letter to this office. The required form to request such a letter may be found at: http://www.pima.gov/wwm/developer.htm#permits The development plan for this project cannot be approved until a copy of this letter has been received by this office. Ref. A. 2. Sheet 1: Include the following General and Permitting Notes (Ref. A): THIS PROJECT WILL HAVE ______ EXISTING AND______ PROPOSED WASTEWATER FIXTURE UNIT EQUIVALENTS PER TABLE 13.20.045(E)(1) IN PIMA COUNTY CODE 13.20.045(E). And fill in the blanks with the appropriate values. Section 5.3.8.2, LUC, permits a maximum of one year from the date of application to obtain approval of a development plan. If, at the end of that time, the development plan has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this development plan is July 28, 2012 2. Per LUC Section 2.3.5.3.S.3 Medical Service in a R-2 zone requires a Special Exception though a Zoning Examiner Full Notice Procedure, Sec. 23A-50 and 23A-53. The Special Exception must be approved prior to approval of this development plan. If the Special Exception is approved and there are any conditions the conditions must be listed on the development plan and you must show how each condition is met. Contact Michael Wyneken @837-4955 in regards to the Special Exception process. 3. This comment has not been completely addressed. Provide the Special Exception case number on the plan. D.S. 2-05.2.2.B.2 Provide the development plan number, D11-0025 and the Special Exception case number, in the lower right corner of the plan. 4. D.S. 2-05.2.2.B.3 Revise General Note A.4 to read "MEDICAL SERVICE - EXTENDED HEALTH CARE "19", SUBJECT TO: SEC. 3.5.4.8.B, SEC. 3.5.4.9.A, .B.1, .C, AND .D, AND APPROVAL THROUGH A ZONING EXAMINER FULL NOTICE PROCEDURE, SEC. 23A-50 AND 23A-53." NURSING HOME" is not a use listed in the LUC. 5. This comment has not been addressed. D.S. 2-05.2.4.A As the proposed site encompasses four (4) parcels a lot combination is required. This comment was not fully addressed. Along the north side of the proposed addition there are areas where building pop outs reduce the width of the sidewalk. Provide width dimension at these areas. D.S. 2-05.2.4.Q Remove all references to Class 1 and Class 2 bicycle parking from the plans as Development Standard 2-09.0 is not applicable. Address the following comments before review can continue. Prepare a detailed response that explains the revisions that were made and references the exact location in the drainage Statement and on the Development Plan where the revisions were made: Drainage Statement: 1. Submit a drainage statement which addresses onsite and offsite runoff impact on the proposed improvements. The statement shall address the flood hazard area to the south and it impact on this development. It shall also address the site proposed drainage after the installation of the proposed building, how the court yard, which appears to be enclosed, is proposed to drain, especially in case of a major storm, the proposed facilities design calculations (e.g. sidewalk scuppers), etc. This requirement will be a condition of the special exception. Development Plan: 1. This project has been submitted for a "Special Exception". The Development Plan can not be approved until the Special Exception process has been completed and the special exception has been granted and the special conditions have been complied with. 2. It is not clear why the submittal sheets have been numbered inconsistently (some sheets have only numbers, some have letters and numbers).Revise the sheet numbering to be more consistent. 3. It appears that if the submittal is prepared to comply with the requirements of Development Standard 2-05.0., the number of sheets will be reduced and the information will be presented in a more simplified way. 4. Complete the D11-0025 subdivision case number, on every sheet, as required by D.S. 2-05.2.2.B.2 5. All lettering and dimensions shall be the equivalent of twelve (0.12") point or greater in size (D.S. 2-05.2.1.C). 6. The contour intervals should be placed on each sheet, preferably in the upper right corner of the plan (D.S. 2-05.2.1.H). 7. Show, on the first sheet, the tie between one of the parcel corners to the basis of bearing (D.S. 2-05.2.3.A). 8. Provide the right of way width, recordation data, type and paving width, the dimensions of curbs, curb cuts and sidewalks, for all adjacent streets, as required by D.S. 2-05.2.3.C. 9. Provide, based on the findings of the drainage statement, floodplain information, including the location of the 100-year flood limits for all flows of 100-cfs or more with 100-year water surface elevations as required by D.S. 2-05.2.3.I. 10. Show, based on the recommendations of the drainage statement, the proposed drainage solutions, such as origin, direction, and destination of flow (including roof drainage) and method of collecting and containing flow (D.S. 2-05.2.4.H.2). 11. Provide the locations and types of drainage structures, as required by D.S. 2-05.2.4.H.3. 12. Based on the findings of the drainage statement, draw locations and indicate types of off-site runoff acceptance points and/or on-site discharge points (D.S. 2-05.2.4.H.7). 13. Show all applicable building setback lines, including setbacks from ponding water in the water harvesting areas. Setback recommendation shall be included in the geotechnical report (D.S. 2-05.2.4.I). 14. Provide the missing offsite sidewalks along Warren Avenue including any required wheelchair ramps with truncated domes (D.S. 2-05.2.4.L). This requirement will be a condition of the special exception. 15. Provide the location and size of all sidewalk scuppers including the ones associated with roof drainage (D.S. 2-05.2.4.H.3). Show all buildings roof drainage direction. This information shall be based on the drainage statement recommendation. 16. In order to ensure that the waterharvesting basins will not keep ponding water for more than 12 hours after a storm, the geotechnical report shall include a percolation test for all basins that are deeper than 6 inches. If percolation rates are poor, the basins shall be designed with 6 inch depths or less, or they shall be provided with other acceptable methods that can eliminate prolonged ponding times. 17. The sight visibility triangles appear to be drawn incorrectly. Refer to D.S.3-01.5. for sight visibility information and dimensions. 18. It appears that the location of the trash enclosure is inaccessible. Relocate the refuse enclosure to make it accessible (D.S. 2-05.2.4.T). 19. Indicate graphically, where possible, and by notes, in all other instances compliance with the special exception conditions (D.S. 2-05.2.4.U). 20. Keynote #9, on Sheet 2 of 5 of the Grading and Paving Plan, is described as "sidewalk scupper", but it shown as a curb opening near the Mitchell Street entrance. Revise as necessary. 21. It is not clear which Sheet 4 that is referenced in the Paving Notes on Sheet 2 of 5 of the Grading and Paving Plan. Revise as necessary. 22. Revise the Development Plan in accordance with the drainage report revisions. Grading Plan and SWPPP: Grading and SWPPP Plan submittal is premature at this point. Existing and proposed grades and preliminary grading information shall be shown on the Development Plan.
