The subject submittal has been reviewed and it can not be approved at this time. Address the following comments before review can continue. Prepare a detailed response that explains the revisions that were made and references the exact location in the drainage Statement and on the Development Plan where the revisions were made:

Drainage Statement:

1. A Drainage Statement is required for this project.

Development Plan:

1. This project has been submitted for a "Special Exception". The Development Plan should not have been submitted until the Special Exception process has been completed and the special exception has been granted. As part of the process, staff usually generates additional requirements in the form of conditions, which must be complied with and shown on the plan. The Development Plan can not be approved until the Special Exception has been completed conditions have been addressed.
2. All lettering and dimensions shall be equivalent of twelve (0.12") point or greater in size (D.S. 2-05.2.1.C). Revise the plan accordingly.
3. Complete the D11-0025 subdivision case number as required by D.S. 2-05.2.2.B.2.
4. The title block shall be located in the lower right corner and it shall contain the site brief legal description (D.S. 2-05.2.1.G. 1 & 2).
5. The contour intervals should be placed on each sheet, preferably in the upper right corner of the plan (D.S. 2-05.2.1.H).
6. Revise the Zoning notes to actually provide the required notes rather than providing the development standards that require the notes.
7. The Utilities Note implies that the submittal is a "development package". The submittal is a "development plan". Revise as needed.
8. Revise the "Wastewater Management Notes" to actually provide the required notes rather than providing the development standards that require the notes.
9. Provide all applicable standard Drainage Notes (D.S. 2-05.2.2.C).
10. Provide all applicable standard Drainage Notes (D.S. 2-05.2.2.C).
11. Provide, on the first sheet, the description of the basis of bearing and show the tie between one of the parcel corners to the basis of bearing (D.S. 2-05.2.3.A).
12. Verify that all existing onsite easements are shown to ensure that there will be no conflict with the proposed development (D.S. 2-05.2.3.B).
13. Provide the right of way width, recordation data, type and paving width, the dimensions of curbs, curb cuts and sidewalks, for all adjacent streets, as required by D.S. 2-05.2.3.C.
14. Indicate existing ground elevation on the site based on City of Tucson Datum and indicate the City of Tucson field book and page (D.S. 2-05.2.3.E). Provide the basis of elevation description on the first sheet.
15. Show, if applicable, all existing storm drainage facilities on and adjacent to the site (D.S. 2-05.2.3.F).
16. Provide, if applicable, floodplain information, including the location of the 100-year flood limits for all flows of 100-cfs or more with 100-year water surface elevations as required by D.S. 2-05.2.3.I.
17. Show, if applicable, all proposed easements as required by D.S. 2-05.2.4.G.
18. Indicate proposed drainage solutions, such as origin, direction, and destination of flow (including roof drainage) and method of collecting and containing flow (D.S. 2-05.2.4.H.2).
19. Provide the locations and types of drainage structures, as required by D.S. 2-05.2.4.H.3.
20. Indicate all proposed ground elevations on the site as required by D.S. 2-05.2.4.H.4.
21. Draw locations and indicate types of off-site runoff acceptance points and/or on-site discharge points D.S. 2-05.2.4.H.7.
22. Provide all missing offsite sidewalks (D.S. 2-05.2.4.L).
23. Provide the radii for all curb curves.
24. Provide locations and sizes of all sidewalk scuppers including the ones associated with roof drainage (D.S. 2-05.2.4.H.3).
25. Show all waterharvesting areas.
26. Slope treatment and stabilization shall be based on the Geotechnical Report recommendation. Provide a copy of the Geotechnical Report with the required recommendations.
27. The sight visibility triangles appear to be drawn incorrectly. Refer to D.S.3-01.5. for sight visibility information and dimensions.
28. Indicate graphically, where possible, and by notes, in all other instances compliance with the special exception conditions (D.S. 2-05.2.4.U).
29. Revise the Development Plan in accordance with the drainage report revisions.

Landscape Plan:

Revise the Landscape Plan in accordance with the drainage statement provisions and the Development Plan revisions.

Grading Plan :

Grading Plan submittal is premature at this point. Existing and proposed grades, and preliminary grading information shall be shown on the Development Plan.

DEVELOPMENT PLAN COMMENTS: Please resubmit revised drawings along a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. Section 5.3.8.2, LUC, permits a maximum of one year from the date of application to obtain approval of a development plan. If, at the end of that time, the development plan has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this development plan is July 28, 2012

2. Per LUC Section 2.3.5.3.S.3 Medical Service in a R-2 zone requires a Special Exception though a Zoning Examiner Full Notice Procedure, Sec. 23A-50 and 23A-53. The Special Exception must be approved prior to approval of this development plan. If the Special Exception is approved and there are any conditions the conditions must be listed on the development plan and you must show how each condition is met. Contact Michael Wyneken @837-4955 in regards to the Special Exception process.

The following comments are based on a zoning review of sheets T-1 & A-1 only. Once comment is addressed additional comments may be forth coming.

3. Clarify what sheets A-2 and A-3 are for.

4. Remove General Note A.3 & A.5 from the plan as it is not applicable.

5. D.S. 2-05.2.1.D The provided project location map is not to scale. Also label the section corners on the project location map.

6. D.S. 2-05.2.1.H Provide a brief legal description within the title block.

7. D.S. 2-05.2.2.B.2 Provide the development plan number, D11-0025 and the Special Exception case number, in the lower right corner of the plan.

8. D.S. 2-05.2.2.B.3 Revise General Note A.4 to read "MEDICAL SERVICE - EXTENDED HEALTH CARE "19", SUBJECT TO: SEC. 3.5.4.8.B, SEC. 3.5.4.9.A, .B.1, .C, AND .D, AND APPROVAL THROUGH A ZONING EXAMINER FULL NOTICE PROCEDURE, SEC. 23A-50 AND 23A-53." NURSING HOME" is not a use listed in the LUC.

9. D.S. 2-05.2.3.B If applicable all easements shall be drawn on the plan. The recordation information, location, width, and purpose of all easements on site will be stated.

10. D.S. 2-05.2.4.A As the proposed site encompasses four (4) parcels a lot combination is required. Provide a copy of the approved Pima County Assessor's Combination Request form with your next submittal. Once approved remove all interior lot lines from the site plan.

11. D.S. 2-05.2.4.B Provide the zoning classification for the property north of Mitchell Street and south of Copper Street on the site plan.

12. D.S. 2-05.2.4.D.3 The proposed "NEW FIRE LANE" shown along the south and west sides of the building does not meet the requirements of LUC Section 3.3.6.4 Table 3.3.6.4.A.II, 20' minimum width. The areas called out as "STRIPED PAINTED ASPHALT PEDESTRIAN WALKWAY" cannot be used as vehicle use area.

13. D.S. 2-05.2.4.D.3 Provide radii dimensions for all curb radius, new and existing, shown on the plan.

14. D.S. 2-05.2.4.D.3 The width requirement for the PAAL along the west side of the proposed building cannot be verified until the proposed angle of the parking is provided.

15. D.S. 2-05.2.4.G If applicable all proposed easements (utility, drainage, access, etc.) are to be dimensioned and labeled as to their purposes and whether they will be public or private.

16. D.S. 2-05.2.4.K Provide width dimensions for all sidewalks, existing and proposed, on the site plan.

17. D.S. 2-05.2.4.K Per D.S. 2-08.4.1.B A sidewalk will be provided adjacent and parallel to any PAAL on the side where buildings are located. That said the "STRIPED PAINTED ASPAHLT PEDESTRIAN WALKWAY" called out along the south and west side of the building is required to be a sidewalk that meets the requirements of D.S. 2-08.4.1 & 2-08.5.0.

18. D.S. 2-05.2.4.K Demonstrate on the site plan how accessible requirements are met for the accessible access aisle to the sidewalks.


19. D.S. 2-05.2.4.K There appears to be some type of fence shown along the south side of the existing building/courtyard that blocks the pedestrian circulation. Demonstrate on the plan how the continuous pedestrian circulation is maintained.

20. D.S. 2-05.2.4.K It appears that vehicles are going to be allowed to overhang the sidewalk shown along the north side of the proposed building expansion. That said demonstrate on the plan how the minimum four (4) wide sidewalk is maintained along this side of the building.

21. D.S. 2-05.2.4.K Per D.S. 2-08.4.1.A At least one (1) sidewalk will be provided to a project from each street on which the project has frontage. That said provide a sidewalk to both Copper and Cherry.

22. D.S. 2-05.2.4.M Revise the "BUILDING AREA" shown under "PARKING DATA" to include the sheds that are located in the courtyard along the south side of the existing building.

23. D.S. 2-05.2.4.M Provide a Lot Coverage and Floor Area Ratio Calculation on the plan that includes the allowed and proposed. These calculation are based on LUC Section 3.2.3.2.A, Development Designator "19".

24. D.S. 2-05.2.4.P Provide a typical parking space detail for both standard parking spaces and those for the physically disabled. These details shall include an angled parking space.

25. D.S. 2-05.2.4.P Zoning acknowledges that the provided number of vehicle parking spaces will meet or exceed the number required but the vehicle parking space calculation is not correct. Per LUC Section 3.3.4.2 the parking ratio for "MEDICAL SERVICES - OUTPATIENT" is 1 space per 200 sq. ft. of GFA. Revise the calculation.

26. D.S. 2-05.2.4.Q Show, on the drawing, off-street bicycle parking locations, including materials for lighting and paving, type of security, dimensions, specific type of rack and the number of bicycles it supports, and the location and type of directional signage. When adjacent to pedestrian paths, indicate the width of clearance available for the pedestrian area.

27. D.S. 2-05.2.4.Q Provide, as a note, calculations on the number of bicycle spaces required and the number provided. See LUC Section 3.3.8.2.B for the required number of Short & Long Term bicycle parking spaces.

28. D.S. 2-05.2.4.U Indicate graphically, where possible, and by notes, in all other instances,
29. compliance with conditions of the Special Exception. Additional comments may be forth coming based on the conditions.

30. D.S. 2-05.2.4.W Revise the proposed signage note to include "SIGN UNDER SEPARATE PERMIT".

2) Revise the General Note on sheet T-1. It is not sufficient to copy the plant content standard verbatim. Plan preparation instructions should not be included in the required note.
