COMMENTS:

01. Please resubmit revised drawings along a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

01a. Section 5.3.8.2, LUC, permits a maximum of one year from the date of application to obtain approval of a development plan. If, at the end of that time, the development plan has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this development plan is July 27, 2012.

02. This plan has been reviewed based on the DS 2-01 Development Package standards. If a different standard has been used to prepare the plans, ensure that the plans are revised and prepared utilizing DS 2-01.

03. DS 2-01.2.3.1. - The name, mailing address, and email addresses, and phone numbers of the primary property owner of the site, the developer of the project, registrant(s) and other person(s), firm(s), or organization(s) that prepared the development package documents shall be provided on the right half of the cover sheet. The applicable registration or license number shall be provided if prepared by or with the assistance of a registered professional, such as a surveyor, architect, landscape architect, or engineer.

04. DS 2-01.3.2.B - In the title block, include in the brief legal description the "SE ¼".

05. DS 2-01.3.2.D - Clarify if the address noted is the administrative address.

06. DS 2-01.3.2.E - Under the sheet index list the total number of sheets which should include the Development, grading, details, landscape and any other plan sheets. The numbering system must be from 1 to X, based on the number of sheets. Revise the numbering system listed and in the title block.

07. DS 2-01.3.3 - List all relevant case numbers associated with this site, such as Annexation, Scenic Corridor, Rezoning, previous Development Plan, Plat, etc. See the previously approved DP for reference numbers listed on that plan. List the case numbers required by this standard.

08. DS 2-01.3.7.A.2 - There appears to be a discrepancy with the site area information. The site area listed on this development plan does not match the area listed on the previously approved development plan. Clarify what the discrepancy is and correct as required.

09. DS 2-01.3.7.A.4 - Revise the LUC subject to section to include ".B" after the section number.

10. DS 2-01.3.7.A.6.a - If applicable list special approvals such as special exception, variances, DDO conditions of approvals and date of approval.

11. DS 2-01.3.7.A.6.a - List as a reference the annexation case number C15-02-03 in the lower right corner next to the title block.

12. DS 2-01.3.7.A.9.a - List the existing square footage of the building under the site calculation section and also label as existing.

13. DS 2-01.3.7.A.9.c - List under the site calculations section the building expansion square footage and include a percent expansion calculation.

14. DS 2-01.3.8.B and DS 2-01.3.8.L - All easements applicable to this site must be drawn on the plan. Draw and label all easements, keynotes are acceptable for annotation for each easement. See the last approved development plan for easements, locations and any recordation info.

15. DS 2-01.3.8.C - The following information regarding existing private or public right of way adjacent to or within the site shall be provided: the name, right-of-way width, recordation data, type and dimensioned width of paving, curbs, curb cuts, and sidewalks. Future curb and sidewalk information shall also be included.

16. DS 2-01.3.8.H.2- Show future and existing sight visibility triangles. On and MS&R street, the sight visibility triangle are to be based on the MS&R cross-section.

17. DS 2-01.3.8.H.5.c - On the site plan sheet annotate the number and size of the existing loading zones.

18. DS 2-01.3.8.H.5.d - Show all bicycle parking facilities fully dimensioned. For specifics, refer to Development Standards 2-09 and revised LUC section 3.3.9. Please keep in mind that bicycle requirements based on the new code must be met. Location for short term bicycle parking facilities must comply with the distance from a public entrance. The short term facilities have been revised to include only the acceptable type of facility that will be approved. Include a dimensioned detail drawing that demonstrates compliance with LUC section 3.3.9. Demonstrate compliance on the new development plan.

19. DS 2-01.3.8.M - The grading plan has been reviewed by zoning but cannot approve it at this time. Reviewer comments may result in changes to the plan and until the DP is approved the grading plan cannot be approved. As of this review it is clear that the DP and the grading plan are to be the same sheet. Revise thee title of the sheet to state that sheet two is a development plan and grading plan. Include all relevant information that is applicable to both types of drawings if it indeed is a site/grading plan sheet, other wise create a separate development/site plan sheet and keep the grading plan sheet separate.

20. DS 2-01.3.8.O - Add the following information to the development plan. Draw, label and dimension the 30-foot scenic corridor buffer, the 400-foot SCZ buffer, the building setback from the future property line, the scenic corridor view sheds and calculation.

21. DS 2-01.3.9.T - Label the refuse container type and location.

22. DS 2-01.3.9. - Indicate the location and type of the mail service for this development. If there are mailboxes draw and label the location. If service is provided within the building add a note stating so.

23. DS 2-01.3.9.W - If applicable indicate the location, type and size of any existing or proposed free standing signage.

24 DS 2-01.3.9.X - See the comments by the landscape reviewer related to required landscaping, screening and SCZ.

25. Add the CDRC stamp to all sheets of the development package. The stamp file can be downloaded from the PDSD web site in a jpg or dwg format. The CDRC stamp should not be placed in the address box of the cover sheet. See the stamp link below.

SUMMARY: Engineering Division of Planning and Development Services Department has received and reviewed the proposed Development Plan Package for the above referenced address. Engineering Division does not recommend approval of the Development Plan Package at this time. This review falls under the Development Plan Core Review, Development Standard 2-01. All comments reflect Development Plan and Grading Plan review. The following items need to be addressed:

DRAINAGE STATEMENT:

1) DS Sec.10-02.2.3.2: Provide a Drainage Statement with exhibits and calculations showing the revised drainage scheme for the new building expansion. The proposed Development Plan Package is removing drainage infrastructure and relocating it for stormwater runoff. All proposed catch basins, pipe sizing and type along with other aspects of the proposed design needs to be discussed in a Drainage Statement and calculations must be provide showing that the stormwater runoff does not cause an adverse impact.

DEVELOPMENT PLAN:

2) DS Sec.2-01.3.2.B: Revise the title block to include the entire brief legal description in the statement "SE ¼."

3) DS Sec.2-01.3.2.D: Revise the title block to include the administrative address for the site. Verify if the address shown under the Owner/Developer Section is the same.

4) DS Sec.2-01.3.2.E: Revise the sheet index to correctly list the total number of sheets which should include the development plan, grading plan, details, landscape sheets and any other plan sheets. The numbering system must be numerical or at least sequential, based on the number of sheets.

5) DS Sec.2-01.3.3: The correct Development Plan Package number (D11-0023) may be added to the lower right hand corner of the plan on all sheets where indicated by "D11-00XX."

6) DS Sec.2-01.3.7.B: Revise both General Note #B.3 and the FEMA note to correctly reflect the new Flood Insurance Rate Maps and Panel Number. The K panels are no longer effective and the notes must reflect the new L-Panel series.

7) DS Sec.2-01.3.8.B & Sec.2-01.3.9.L: Revise the development plan document to label and dimension all existing/proposed easements applicable to this site. Label all easements (keynotes are acceptable) per the last approved development plan along with the recordation information.

8) DS Sec.2-01.3.8.C: Revise the development plan document to accurately label all existing/future right-of-way dimensions, refer to the last approved Development Plan for dimensions. The following information regarding the existing public right-of-way adjacent to the site shall be provided: the name, right-of-way width, recordation data, type and dimensioned width of paving, curbs, curb cuts, and sidewalks. Future curb and sidewalk information shall also be included.

9) DS Sec.2-01.3.8.H.2: Revise the development plan document to label and dimension the future and existing sight visibility triangles. Future MS&R sight visibility triangles are based on the MS&R cross-section.

10) DS Sec.2-01.3.9.N.2: Provide the detail called out in Keynote #10 for construction purposes. The only acceptable detail that can be referenced without being provided are details or specifications from the Pima County/City of Tucson Standard Detail/Specifications for Public Improvement (PC/COT SDFPI). Other details from different jurisdictions such as Maricopa County must be provided on the plan set to ensure that the detail meets the minimum requirements of the PC/COT SDFPI and to allow the City Inspector to review the construction to ensure conformance with the plan set.

11) DS Sec.2-01.3.9.N.2: Revise or clarify Keynote #3 and the reference to "DTL 2 from SDCD." Either provide an accurate description of SDCD (if it's a City or County Manuel) or provide the specific detail on the plan set for construction purposes.

12) DS Sec.2-01.3.9.N.2: Revise Keynote #9 to either call out the PC/COT SDFPI (Detail #300) or provide a specific detail on the plan set for construction purposes. All aspects of construction must either reference an actual PC/COT SDFPI or the detail must be provided on the plan set.

13) DS Sec.2-01.3.9.N.2: Per DS Sec.10-02.10.9.1.8 revise the development plan documents to provide the required clean out for all storm drain junctions, specifically at all storm drain tees and all 45 degree and 90 degree junctions in the pipe. Provide the clean out locations in plan view and within the detail specific to the design.

14) DS Sec.2-01.3.9.O: Revise the development plan document to include all requirements for the Scenic Corridor overlay. Label and dimension the 30-foot scenic corridor buffer and the 400-foot SCZ buffer in plan view.

15) DS Sec.2-01.3.9.R: Revise Keynote #15 to reference the PC/COT SDFPI for the proposed 4-inch thick concrete sidewalk. PC/COT Standard Detail #200 is the detail for sidewalk construction that is applicable to this keynote.

GENERAL COMMENTS:

Please provide a revised Development Plan Package and Drainage Statement that addresses the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments.

Further comments may be generated upon re-submittal of the Development Plan Package and Drainage Statement.
