Engineering Division has reviewed the submitted development plan and does not recommend approval at this time. The following items need to be addressed: DEVELOPMENT PLAN: 1) DS Sec.2-05.2.1.D: Revise the project location map on Sheet 1. The map should cover approximately one (1) square mile, be drawn at a minimum scale of 3" = 1 mile, and provide the following information. a) Show the subject property approximately centered within the one (1) square mile area. b) Identify conditions within the square mile area, such as major streets and watercourses. c) Section, township, and range; section corners; north arrow; and the scale will be labeled. 2) DS Sec.2-05.2.1.K: The new Development Plan number (D11-0016) may be added to the lower right hand corner of the plan sheets. 3) DS Sec.2-05.2.2.B.10: Revise the Development Plan to add a note stating that the project is designed to meet the overlay zone criteria: Sec. 2.8.3, Major Streets and Routes (MS&R) Setback Zone. 4) DS Sec.2-05.2.3.B: Revise the Development Plan to remove the easement that is to be or is abandoned per Keynote #32. If the easement is already abandoned it should not be shown on the plan sheet. If the easement is proposed to be abandoned then remove it from the sheet and provide the recordation information for abandonment. 5) DS Sec.2-03.2.3.C: Revise the Development Plan to label and dimension the existing right-of-way for Pantano Road. Clearly label the centerline of the roadway. 6) DS Sec.2-05.2.4.F: Revise the Development Plan to label and dimension the future MS&R right-of-way for Pantano Road. Since street dedication is not required or proposed and the project site is adjacent to a Major Street or Route, draw the Major Street right-of-way lines for Pantano Road. The future MS&R right-of-way is 100-feet with an 11-foot sidewalk area, per TDOT the ½ right-of-way is to be from the centerline of the street (Add the MS&R future sidewalk, right-of-way lines, etc.). 7) DS Sec.2-05.2.4.H.2: Revise the Development Plan to provide more details for the reconfiguration of the drainage swale located adjacent to the southwest corner of the proposed building. If construction details are provided for site work on the Development Plan then a grading plan and grading application will not be required. Verify that water drains away from the structures foundation by providing spot elevations for proposed slopes along with any erosion protection required in the swale to allow the water to drain into the PAAL along its historic path. 8) DS Sec.2-05.2.4.I: Revise the Development Plan set to label and dimension the sight visibility triangle (SVT) for the intersection of Research Loop and Pantano Road. No structure is allowed to encroach within the SVT that would obscure the line of sight between 30-inches and 6-feet through a triangular area adjacent to a PAAL, alley or a street intersection. 9) DS Sec.2-05.2.4.K: Refer to comments from Ron Brown, RA Structural Plans Examiner for any handicap accessibility comments that may be associated with this project. GENERAL COMMENTS: Please provide a revised Development Plan that address the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments. Further comments may be generated upon resubmittal of the Development Plan. The following comments are offered for your use: Sheet DV-1: Revise General Note # 12 to read as follows: THE ON-SITE SANITARY SEWERS WILL BE PRIVATE AND WILL BE CONSTRUCTED, OPERATED AND MAINTAINED ON A PRIVATE BASIS, AND IN ACCORDANCE WITH AN APPROVED OPERATION AND MAINTENANCE PLAN, IF REQUIRED. THE LOCATION AND METHOD OF CONNECTION TO AN EXISTING PUBLIC SANITARY SEWER IS SUBJECT TO REVIEW AND APPROVAL BY THE PIMA COUNTY WASTEWATER MANAGEMENT DEPARTMENT. Sheet DV-1: If no new sewer is proposed then remove General Note # 12 and insert the following note: THE ON-SITE SEWERS ARE EXISTING AND PRIVATE. NO NEW SEWERS ARE PROPOSED. Sheet DV-3: Call out the IMS #’s with rim and invert elevations for all of the existing public manholes shown on plan. Also call out the construction plan # and pipe size for the existing public sewer on plan. Sheet DV-3: Call out all cleanouts and manholes, both existing and proposed, on site and show the rim and invert elevations. Also call out the existing and proposed on-site sewer as private. Additional comments may be made during the review of these documents. Pima County Code Title 13.20.030.A.2 requires that a wastewater review fee be paid for each submittal of the development plan. The fee for the first submittal is $166 plus $50 per sheet. For the second submittal, the review fee is $50 per sheet. For all subsequent submittals, the review fee is $39 per sheet. The next submittal of this project will be the second(2nd) submittal. A check for the review fee of this submittal in the amount of $100.00 (made out to PIMA COUNTY TREASURER) must accompany the revised set of bluelines and response letter. Section 5.3.8.2, LUC, permits a maximum of one year from the date of application to obtain approval of a development plan. If, at the end of that time, the development plan has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this development plan is 05/19/2012. 2. Zoning acknowledges that there are items on the site that does not meet LUC and Development Standards which are to be corrected on the "phase 2" submittal. There will be no C of O issued for the addition until all items are completed on the next submittal. Any and all changes made at this time are required to meet the LUC and Development Standards. 3. DS 2-01.2.5 A three (3) inch by five (5) inch space shall be reserved in the lower right quadrant of each sheet for an approval stamp. 4. DS 2-01.2.6 A small, project-location map shall be provided in the upper right corner of the cover sheet. 5. DS 2-01.2.7 The north arrow, contour interval, and scale as applicable to each sheet should be placed together in the upper right corner of each sheet. 6. DS 2-01.3.3 Relevant case numbers (development package document, rezoning, board of adjustment, DDO, MDR, DSMR, overlay, etc.) shall be provided adjacent to the title block on each sheet. DS 2-01.3.4 The project-location map shall cover approximately one (1) square mile, be drawn at a minimum scale of 3" = 1 mile, and provide the following information. A. Identify major streets and regional watercourses within the square mile area and all streets that abut the subject property. C. Section, township, and range; section corners; north arrow; and the scale will be labeled. 8. DS 2-01.3.7.A.6.b Provide a general note stating that this project is designed to meet the overlay criteria of Sec. 2.8.3, Major Streets and Routes (MS&R) Setback Zone. 9. DS 2-01.3.7.A.7 the property is subject to annexation requirements, provide the applicable C9-__-__ or C15-__-__ annexation file number, in the lower right corner of each sheet. 10. DS 2-01.3.7.A.9.c Provide the building area expansion calculation. Provide dimensions on the foot print of the proposed addition. 11. DS 2-01.3.9.F All existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the drawing with zoning boundaries clearly defined. 12. DS 2-01.3.9.H.1 Provide the widths of all PAALs which are being reconfigured. 13. DS 2-01.3.9.H.2 Show future and existing sight visibility triangles. On a designated MS&R street, the sight visibility triangles are based on the MS&R cross-section. 14. DS 2-01.3.9.H.5.a A typical parking space detail shall be provided for both standard parking spaces and those for the physically disabled. Based on the last approved site plan and the number of provided parking spaces, 7 handicap parking spaces are required. Clearly indicate location and all handicap parking spaces, handicap ramps, access aisles, etc. 15. DS 2-01.3.9.H.5.d Clearly indicate the location of the indicated 7 type b (long term) bicycle parking spaces. 16. DS 2-01.3.9.J The project site is adjacent to a Major Street or Route, draw the Major Street right-of-way lines for those streets. (Add the MS&R future sidewalk, right-of -way lines, sight visibility triangles, etc.) 17. DS 2-01.3.9.L If applicable, all proposed easements (utility, sewer, drainage, access, etc.) are to be dimensioned and labeled as to their purposes and whether they will be public or private. 18. DS 2-01.3.9.O Provide all applicable building setback lines from property lines and/or future curb. 19. DS 2-01.3.9.Q The indicated allowed building height is incorrect. Per annexation condition section 5 number 1 the maximum allowed height is 35', revise calculations. 20. DS 2-01.3.9.R Clearly indicate the pedestrian circulation path from the handicap parking spaces to the building, from the bicycle parking spaces to the building, and the required sidewalk between a parking space accessed by a PAAL and a building.
