Speedway Blvd. Development Package D10-0006 (First Review) Grading Plan T11BU00299 T14S, R14E, Section 12 RESUBMITTAL REQUIRED: Development Package: Site Plan, Grading Plan and Stormwater Pollution Prevention Plan. The Development Package (DP) cannot be approved as submitted. Please address the following review comments prior to the next submittal. Development Package: 1. Please include a detailed response letter to the comments along with the corrected copies of the DP. 2. A legend that shows and describes all symbols used on the drawing is to be provided, preferably on the first sheet. D.S. 2-01.2.9. Include the wall symbol in the legend. 3. Complete the DP plan number in the title block. Also list the GP number (T11BU00299) on all sheets too. 4. The title block shall include the following information. D.S. 2-01.3.2. D. The administrative street address. 5. Relevant case numbers (development package document, rezoning, board of adjustment, DDO, MDR, DSMR, overlay, etc.) shall be provided adjacent to the title block on each sheet. D.S. 2-01.3.3. A DSMR will be required for exceeding the max. back-up distance of 40' for the service vehicle per D.S. 6-01.4.0.C. 6. Existing Site Conditions. The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within fifty (50) feet of the site. On sites bounded by a street with a width of fifty (50) feet or greater, the existing conditions across the street will be provided. D.S. 2-01.3.8. B. All easements shall be drawn on the plan. The recordation information, location, width, and purpose of all easements on site will be stated. Blanket easements should be listed in the notes, together with recordation data and their proposed status. Should an easement not be in use and be proposed for vacation or have been abandoned, so indicate. However, should the easement be in conflict with any proposed building location, vacation of the easement shall occur prior to approval of plan unless written permission from the easement holder(s) is provided. A cross access agreement with the property adjacent to the east will be necessary prior to the approval of the DP. E. Indicate the ground elevation on the site based on City of Tucson Datum (indicate City of Tucson field book number and page). List the field book and page on the datum. 7. Information on Proposed Development. The following information on the proposed project shall be shown on the drawing or added as notes. D.S. 2-01.3.9. H. Proposed traffic circulation: 2. Show future and existing sight visibility triangles. On a designated MS&R street, the sight visibility triangles are based on the MS&R cross-section. The SVT's at the NE corner of Craycroft Rd. and 1st St. are not shown correctly. The SVT's on the right side of a street with medians should be 20'x30' pedestrian triangles. I. Show all right-of-way dedications on or abutting the site and label. If the development package documents have been prepared in conjunction with a subdivision plat or is required as a condition of approval of a review process, such as a rezoning, street dedications in accordance with the Major Streets and Routes (MS&R) Plan may be required by these processes. Projects bounded by streets having only a portion of the right-of-way width dedicated will be required to dedicate right-of-way, up to one-half (½), to complete the street width. Should there be any proposed street or alley vacation, provide this information. If vacation has occurred, include the recording information. Label the R/W to be dedicated per the MS&R plan. O. All applicable building setback lines, such as erosion hazard, floodplain detention/retention basins, and zoning, including sight visibility triangles, will be shown. There is a wall and a "Circle K" monument sign located in the SVT's. A free standing wall on the south side of the driveway on Craycroft Rd. is in the SVT and the monument sign that is located on the west side of the driveway on Speedway Blvd. is also in the future SVT. R. Show on-site pedestrian circulation as required by the LUC utilizing location and the design criteria in Development Standard 2-08.0. Provide pedestrian access for 1st street. W. Indicate the locations and types of proposed signs (wall, free-standing, pedestal) to assure there are no conflicts with other requirements and that minimal locational requirements can be met. Indicate if there are any existing billboards on site. Compliance to LUC Sec. 3.5.4.26 may be required. See note "O" above. 8. The water harvesting basins cannot be located in the exist. or fut. r/w. Obtain documentation from TDOT for allowing the locations of the basins in the r/w. 9. Elongate the x-sections A, B, C and D on sht. 6 to include the exist. and future r/w's, on-site improvements, landscaped areas and a portion of the P.A.A.L., just a bit past the vertical curb. Also it seems as if the sections don't exactly depict the actual conditions of the street. The aerials show the exist. concrete in different places than it is shown on the x-sections or on the plan view. Show the proposed sidewalks on the x-sections with a continuous dark line instead of dashed and a light line. 10. Call out the type of curbs proposed on-site, ie: vertical or extruded. Include a detail if a standard PC/COT is not used. 11. Replace the "weep holes" on the all note call-outs including section D/6 for the walls with "drainage blocks". Drainage blocks shall also be installed on the wall on the east property line. Also remove the quantity or update the amount of drainage blocks on the wall call-outs because the drng. blks. on the east wall were not accounted for. 12. Show the water harvesting basin slopes with continuous lines instead of dashed lines and use slope arrows to clarify the slopes and basin limits. 13. Section B/6 calls out for a proposed 5' asphalt sidewalk, yet it appears on the site plan view as concrete and is called out on the key notes also as concrete as well. On the s/w call-out on 1st Ave, move the 6' s/w dimension so it can be read easier. Use a keynote symbol on South portion of the s/w as well, like the other side walks. 14. List administrative address/site address on plans. Drainage Statement: 1. The DS is accepted by engineering. Grading Plan: 1. Curb and Gutter elevation include drainage flow with percent slope. 2. Show details of all surface materials. Show detail of extruded curb if used. Also rip-rap shall be installed at the inlets from the P.A.A.L. into the basin. Also include a detail showing the size, filter fabric etc. of the rip-rap. 3. FYI - The length of the refuse enclosure wall (11'-8") is not "block module". In other words, if they were to build the enclosure using that dimension, the mason would have to cut the block. The next dim. without having to cut block is 12'-0". Here is the rule for masonry construction: Dim. for feet that end in an even number, use 0" or 8", ex. 12'-0" or 12'-8" Dim. for feet that end in an odd number, use 4", ex. 1'-4" or 11'-4" 4. A permit or a private improvement agreement will be necessary for any work performed within the Right-of-way. Contact Permits and Codes at (520) 791-5100 for permit information. 5. Cut or fill slopes require a 2' minimum setback from property line. Show on all x-sections. 6. List all Cut and Fill quantities in cubic yards. If both are 0 cy, please list. 7. Please show the proposed roof drainage patterns, 100% of the 10-year flow must be conveyed under the sidewalks including any other site drainage as well. Please provide supporting calculations to demonstrate compliance with D.S. 3-01.4.4. If the location(s) of the roof scuppers and/or sidewalk scuppers have not yet been decided, a general note indicating sidewalk scuppers will be used when the roof drain/sidewalk scupper locations have been designed and located will suffice. 8. Call out surface paving material. Show a detail or show the pavement (ac/abc) on any of the cross-sections. 9. List the information of the Geotechnical Investigation Report in the grading plan notes. Geotechnical Investigation Report: 1. Remove and replace any reference to Maricopa County standards and/or any other municipal jurisdiction with the appropriate City of Tucson specifications. Stormwater Pollution Prevention Plan: BEST MANAGEMENT PRACTICES (BMPs): 1. Indentify and provide the location(s) of all non-stormwater discharges allowed by this permit expected to be associated with the project and describe BMP's used to minimize discharge of pollutants. Part IV.E.2. Show the concrete wash-out area on the site plan. Inspections 2. Add a note stating that the operator(s) shall report to ADEQ any noncompliance (including spills) which may endanger human health or the environment. Ortiz PE, Traffic Engineer Resubmittal Required: Traffic Engineering does not recommend approval of the Development Plan; therefore a revised Development Plan is required for re-submittal. The following items must be revised or added to the development plan. See the redlines provided for clarification to the following comments 1. Include a response letter with the next submittal that states how all comments have been addressed. 2. The proposed crosswalks across the driveways are within public right of way and are not warranted. Remove the proposed crosswalks from the plan sheets. 3. TDOT currently has no plans to widened the Craycroft/Speedway intersection so it is TDOT's preference that the proposed sidewalks and ramps be placed within the 10' pedestrian area as illustrated in the Major Streets and Routes plan. 4. The access points shall have 25' radius curb returns. (DS 3-01.0 figure 6). An 18' radius curb return can be considered as part of the required bus pullout. 5. A private improvement agreement (PIA) will be necessary for the proposed work to be performed within the Right-of-way. An approved development plan is required prior to applying for a PIA. 6. An existing light pole may be impacted with the installation of the proposed driveway. If applicable, relocate the light pole and provide confirmation from Ernie Encinas that the new location is acceptable to the city. This comment can be addressed on the PIA. 7. Tucson City Code Chapter 25 Section 38 states that the maximum driveway width for adjoining properties is 30-feet. The proposed driveway along Speedway Blvd exceeds 30-feet in width. 8. The COT Transportation Access Management Guidelines 5.4 requires a minimum driveway separation of 80' along any major-street and route. The separation of the proposed driveway along Speedway Blvd to the existing driveway to the east is less then 80-feet. 9. Schematically illustrate the recommended off site improvements on the development plan. Final dimensions for all off site improvements will be illustrated on the PIA plans. Comment from Tom Fisher A standard bus pullout and bus shelter pad will be needed, and may be designed in coordination with a right-turn/deceleration lane if needed. The pad will need to be wheelchair accessible and connected to adjacent walkways per ADA requirements. TDOT can provide design specifications to the project design consultant when ready. DS 2-01.3.7.A.3 List the proposed zoning as C1 and C-2. 4. DS 2-01.3.7.A.3 The proposed use (uses) should be listed for both the C-1 portion and the C-2 portion. Each with separate subject to sections. Each will also have different development designators. 5. DS 2-01.3.7.A.9 Provide the allowed and proposed Floor Area Ratio (FAR) for each zone. The most restrictive can be used as the proposed. Lot coverage percentages are not required and can be removed from the plan. 6. DS 2-01.3.8.A Provide the distance and bearings of the future property lines. 7. DS 2-01.3.8.B A cross access agreement with the property to the east will be required to be provided. Provide recording docket and page information for the agreement on the plan. 8. DS 2-01.3.8.C Clearly indicate if dedication of right of way is to occur at this time. Provide recording information on the plan for the dedication. 9. DS 2-01.3.9.A A tax parcel lot combination will be required to be completed and approved for the 4 separate lots. Provide a copy of the combination. Remove all combined lot lines from the plan. 10. DS 2-01.3.9.F The indicated zoning classifications are to be shown as they will be after the rezoning is complete. Clearly indicate the boundaries of the C1 and C2 zoning. 11. FYI: As of March 8, 2011 ordinance 10884 for loading zone requirements was passed and as of March 22,2011 ordinance 10886 for parking space and bicycle parking was passed. A review of these ordinances may or may not be advantageous to this plan. This review will be done under the LUC prior to adoption of these ordinances. DS 2-01.3.9.H.d Bicycle parking provided on the DP does not meet the requirements of revised DS (Development Standard) 2-09. Per DS 2-09.4.1 Class 2 bicycle parking facilities will be located no more than fifty (50) feet from the main building entrance(s) and will be along the front side of the building as well as along other sides of the building that has an entrance. Relocation of the class two bicycle parking spaces will be required or approval through the DSMR process. If a DSMR is applied for and approved provide the case number in the lower right corner and provide a note indicating the case number, date of approval, what the DSMR is for and any conditions of approval. Please provide a plan view detail of the proposed class 2 bicycle parking spaces. Single rack spaces placed in a row will allow a minimum of seventy -two (72) inch length per bicycle parking space and a minimum of thirty (30) inches between outer spaces of racks. A five (5) foot wide access aisle measured from the front or rear of the seventy-two (72) inch long parking space will be provided beside each row. Lighting will be provided such that all facilities are thoroughly illuminated and visible from adjacent sidewalks, parking lots, or buildings, during working hours. The surface of the facility can be surfaced the same as for motor vehicle parking or with a minimum of one (1) inch thickness of one-fourth (1/4) inch aggregate material.
