SUMMARY: Engineering Division of Planning and Development Services Department has received and reviewed the proposed Development Plan Package and Drainage Report (Cypress Civil Development, 12JAN11). Engineering Division recommends conditional approval of the Development Plan Package at this time. The following items need to be addressed prior to final CDRC approval:


DEVELOPMENT PLAN:

1) DS Sec.2-01.2.5: Revise the development plan documents to so that the CDRC approval stamp is located within the 3-inch by 5-inch space on all sheets.

2) DS Sec.2-01.3.8.C: Revise the plan set to provide a stop sign at the intersection of the PAALs located at the east side of the drive thru aisle. Not the drive thru aisle itself, but the PAAL intersections.


GENERAL COMMENTS:

Please provide a revised Development Plan Package that addresses the comments provided above.

1. The Zoning Review Section approves the development plan for this project, subject to the following changes on the sign-off copies. However, should there be any changes requested by other CDRC members, the Zoning Review Section approval is void, and we request copies of the revised development plan to verify that those changes do not affect any zoning requirements.

2. This comment has not been addressed. DS 2-01.3.7.A.2 The gross area of the site as indicated in general note #3 does not match the site area indicated in the project data portion of sheet 1 of 7. In the project data it is listed as 63,162, in note #3 it is listed as 39,204. clarify.

3. DS 2-01.3.7.A.4 The proposed use in the project data portion of sheet 1 of 7 should read as follows: "Food Service "28", subject to: Sec. 3.5.4.6.A and .C" (subject to section "A" is missing).

4. DS 2-01.3.9.R The crosswalk connecting to the handicap access aisle cannot cross behind parking spaces. A suggestion would be to relocate the access aisle and handicap parking spaces as far east as possible in order to have the crosswalk be as close to perpendicular to the PAAL as possible.

5. DS 2-01.3.9.H.a The parking spaces along the north side of the building are to be physically separated from the pedestrian circulation path. It appears per the grading plan that the sidewalk is flush with the vehicle use area. Clearly indicate the location of the required wheel stops or provide a separated raised sidewalk.

The above referenced development plan has been CONDITIONALLY APPROVED by the Community Design Review Committee. Once the necessary corrections are made per Addressing, Engineering, Zoning and HC Site*, please submit the following documents for sign-off.

1 Rolled blue line COMPLETE SET of the Development Package, Landscape Plan, and the Native Plant Preservation Plan (if part of the original submittal). Please include applicable sheets from any other concurrent reviews.

1 CD that contains all of the drainage/hydrology and other reports submitted for the review and approval of this plan.

Additional black line copies will be made from the complete set and distributed to various review agencies for their files. These copies will be ordered from the City's contracted print company and billed to you unless you already have an account at another printing company. Please let us know which printing company you would prefer to use and list them on your attached transmittal form when submitting your plans to the CDRC office for sign-off approval.

Plans will not be signed and released until the CDRC office has been notified by PC Addressing that all fees for this plan have been paid. The CDRC office will need this confirmation in writing

04/05/2011 RONALD BROWN H/C SITE REVIEW Denied 1. The angle of the marked crossing makes for a more hazardous situation because the parked cars to the east of the accessible parking aisle have not alternative but to back up onto the marked crossing.
a. Relocate the accessible parking and aisle to the East far enough to straighten out the angle of the marked crossing to a point where the parked cars do not back up onto this area.
2. Please provide a detectable warning strip at the most Easterly curb ramp of the existing, most Northerly marked crossing.
3. Please provide large scale details of all the different types of curb and sidewalk ramps showing compliance with ICC (ANSI 117.1), Sections 405 and 406. Show all details, dimensions, slopes, 1:10 max slope on flared sides and detectable warnings as required.
4. At detail 1/5, please maintain a maximum slope of 2% in all directions as required by ICC (ANSI 117.1), Section 502.5.
