The Pima County Regional Wastewater Reclamation Department (PCRWRD) has reviewed the proposed sewer collection lines for the above-referenced project. The following comments are offered for your use:
Sheet 16: Call out the stubout shown off of proposed public MH #1 as private. Also call out the proposed sewer lines on property as private.

Sheet 15: Show in the Legend a distinction in symbols for proposed verses existing sewer lines and elements.

Sheet 16: Call out the section of proposed sewer in the ROW as public.

This office will require a revised set of bluelines, and a response letter, addressing these comments. Additional comments may be made during the review of these documents.

Pima County Code Title 13.20.030.A.2 requires that a wastewater review fee be paid for each submittal of the development plan. The fee for the first submittal is $166 plus $50 per sheet. For the second submittal, the review fee is $50 per sheet. For all subsequent submittals, the review fee is $39 per sheet.

The next submittal of this project will be the second(2nd) submittal. A check for the review fee of this submittal in the amount of $100.00 (made out to PIMA COUNTY TREASURER) must accompany the revised set of bluelines and response letter.

If the number of sheets changes, please adjust the review fee accordingly.

DEVELOPMENT PLAN COMMENTS: Please resubmit revised drawings along a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. Section 5.3.8.2, LUC, permits a maximum of one year from the date of application to obtain approval of a development package. If, at the end of that time, the development package has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this development plan is November 30, 2011

2. This development package was reviewed for compliance with the City of Tucson Development Standards (D.S.) and Land Use Code (LUC) for full code compliance.

The following comments are based on the Development Standard 2-01.0:

1. D.S. 2-01.3.3. Provide the following relevant case numbers adjacent to the title block on each sheet, D10-0045 & T10BU01842.

2. D.S. 2-01.3.7.A.3 List the rezoning conditions for C9-72-80 on the plan.

3. D.S. 2-01.3.7.A.6.b Until the Watercourse Amenities Overlay has been approved the development package cannot be approved.

4. D.S. 2-01.3.7.A.9.b The Floor Area Ratio (FAR) provided is not complete. Based on development designators 28, 30 & 31 there are three (3) different FARs for this project, 28 is 0.35, 30 is 0.75, & 31 is 0.90. Provide a FAR calculation that provided the allowed and proposed FAR for all development designators based on the lot square footage within each zone or shown that the worst case FAR of 0.35 is not exceeded for the entire site.

5. D.S. 2-01.3.8.B Provide all existing easements on the plan including recordation information (Docket & Page) and purpose. This includes all easements for the existing cell site.

6. D.S. 2-01.3.9.H.5.a The vehicle parking study will need to be approved prior to approval of the development package.

7. D.S. 2-01.3.9.H.5.a Provide a width dimension for the vehicle parking space shown south of the refuse enclosure that is location south of "BUILDING 3". Per D.S. 3-05.2.1.3 this vehicle parking space is required to be ten (10) feet wide.

8. D.S. 2-01.3.9.H.5.d The provided bicycle parking space calculation calls out "17 CLASS 1 PROVIDED", Zoning was only able to find 16 Class 1 bicycle parking spaces provided.

9. D.S. 2-01.3.9.H.5.d Based on the pop outs shown on the northeast corner of "BUILDING 1", it appears that some of the Class 1 bicycle parking will not fit on site as shown.

10. D.S. 2-01.3.9.O There is a "47' BUILDING SETBACK" dimension shown along the south side of "BUILDING 1", based on the provided building height of 30' this setback should be 45'.

11. D.S. 2-01.3.9.R At the northeast corner of "BUILDING 1" provide a sidewalk width dimension from the proposed bicycle parking to the vehicle overhang line.

12. D.S. 2-01.3.9.R At the northwest corner of "BUILDING 2" there is a pedestrian circulation/accessible route, that crosses the drive thru lane. This route appears to be located within what will be the stacking area for the drive thru. Zoning recommends that this route be relocated to the south end of "Building 2".

13. D.S. 2-01.3.9.R "BUILDING 2" east side, provide a sidewalk width dimension between the top of ramp and the building.

14. D.S. 2-01.3.9.R "BUILDING 2" south side, provide a sidewalk width dimension between the refuse enclosure and the building.

15. D.S. 2-01.3.9.R Per D.S. 2-08.3.1 within a development a continuous pedestrian circulation/accessible route is required between all proposed buildings. Show the required sidewalks between "BUILDING 1" to "BUILDING 3" and from "BUILDING 2" to "BUILDING 3" on the plan.

16. D.S. 2-01.3.9.U If applicable, indicate graphically, where possible, compliance with conditions of rezoning.

17. D.S. 2-01.3.9.W If applicable, Indicate the locations and types of proposed signs (wall, free-standing, pedestal) to assure there are no conflicts with other requirements and that minimal locational requirements can be met.

18. If applicable ensure all changes are made to the grading and landscape plans.

Drainage Report:
1. Revise the run-off coefficients used for the determination of the retention requirements. The 5-year run-off coefficients must be used along with the 5-year rainfall data.
2. Ensure that the water harvesting areas provide sufficient capacity for the required retention once the requirements are calculated with correct factors. Provide calculations for the basin volumes in the drainage report.

Development Plan
3. Provide estimated cut and fill quantities.
4. Provide evidence of permission for off-site construction. The agreement must address both the common access and the proposed drainage structures. Also provide the maintenance agreements for these facilities.
5. The development plan cannot be approved until the WASH review has been completed and approved.

Grading Plan
6. Provide details for the water harvesting areas, taking care to demonstrate that the volumes indicated in the drainage report will be provided. Show how the change in grade along the length of each water harvesting area will be accounted for in the water harvesting volume calculation.
