The following comments are offered for your use: Obtain a letter from the PCRWRD’s Development Liaison Unit, written within the past year, stating that treatment and conveyance system capacity for the project is available in the downstream public sewerage system and provide a copy of that letter to this office. The required form to request such a letter may be found at: http://www.pima.gov/wwm/developer.htm#permits The development plan for this project cannot be approved until a copy of this letter has been received by this office. Sheet C002: Fill in the blank for existing FUE on site for Wastewater General Note # 4. Sheet C002: Revise Wastewater General Note #2 to read as follows: THE ON-SITE SANITARY SEWERS WILL BE PRIVATE AND WILL BE CONSTRUCTED, OPERATED AND MAINTAINED ON A PRIVATE BASIS, AND IN ACCORDANCE WITH AN APPROVED OPERATION AND MAINTENANCE PLAN, IF REQUIRED. THE LOCATION AND METHOD OF CONNECTION TO AN EXISTING PUBLIC SANITARY SEWER IS SUBJECT TO REVIEW AND APPROVAL BY THE PIMA COUNTY WASTEWATER MANAGEMENT DEPARTMENT. Sheet C002: There should be a distinction between existing and proposed sewer line and elements. Show this in the Legend and on plan. Sheet C150: Call out the IMS #’s with rim and invert elevations for all of the existing public manholes shown on plan. Also call out the construction plan # with pipe sizes for the existing public sewer. Sheet C150: Call out the length and slope for the proposed private BCS and call out the rim and invert elevations for the proposed cleanouts. Pima County Code Title 13.20.030.A.2 requires that a wastewater review fee be paid for each submittal of the development plan. The fee for the first submittal is $166 plus $50 per sheet. For the second submittal, the review fee is $50 per sheet. For all subsequent submittals, the review fee is $39 per sheet. The next submittal of this project will be the second(2nd) submittal. A check for the review fee of this submittal in the amount of $100.00 (made out to PIMA COUNTY TREASURER) must accompany the revised set of bluelines and response letter. No portion of the MS&R right-of-way area that is publicly owned will be used toward complying with Land Use Code (LUC) requirements, unless specifically stipulated. An approved site plan is required indicating how the project will comply with LUC requirements when the MS&R right-of-way can no longer be used as part of the site. Revise the plans and calculations if necessary to exclude plant material used for screening purposes. LUC 3.7.2.4.A.5, DS 2-06.3.7 6) Vegetation or structures higher than thirty (30) inches must be located outside of the sight visibility triangle. Address this requirement where SVT's based on the MS&R Plan apply. DS 2-06.3.7.B.1 7) Provide an interior landscape border as applicable along the east boundary. See LUC Table 3.7.2-I 8) Provide screening for utility cabinets and other elements east of the driveway at Glenn Street. LUC Table 3.7.2-I 9) For the purposes of calculating the percentage of water demand met for the total site, an adjustment is required where an individual WHIA exceeds 100 %. Excess water provided for a particular WHIA provides no benefit to the others on the site, therefore the excess skews the average if a value over 100 percent is included. DS 1-03.4.1.C 10) Revise the landscape plan to include the location and purpose of utility or other easements. DS 2-07.2.2.E.1 11) Trees and shrubs are to be selected and located so that, at maturity, they do not interfere with existing on-site or off-site utility service lines or utility easements or with solar access. The Development Package (DP) cannot be approved as submitted. Please address the following review comments prior to the next submittal. Development Package: 1. Please include a response letter to the comments along with the corrected copies of the DP. 2. Due to substantial drainage issues for this project, the site design as shown will not meet many of the City of Tucson drainage design regulations. A major site re-design must be made in order for this site to comply with those regulations. Therefore a proper and complete review of the Site plan, Grading Plan, Drainage Report and Stormwater Prevention Pollution Plan for this project cannot be performed. A section of the major issues are noted, but not limited to, are contained in the following comments. 3. Basins and/or other drainage improvements for the specific project cannot be located in the existing or future right-of-way. 4. Major Streets and Routes intersection widening is required for this project and will impact the design of Site plan dramatically. 5. Off-site construction and/or design is cannot be approved with out the registered property owner's permission. Drainage Report/Grading Plan: 1. Please include a response letter to the comments along with the corrected copies of the DR. 2. The DR report cannot be reviewed until an acceptable drainage concept is provided. 3. Detention requirements cannot be waived especially due to the drainage problems associated with the channel to the east of the project. 4. A Flood Plain Use Permit and the requirements for an elevation certificate are required for this project. 5. An stormwater encroachment analysis using the non-diverted flow of 142.2 cfs shall be performed and the results included in the DR. 6. Buildings or other substantial improvements are not allowed in a drainage easement. 7. The stormwater Detention/Retention basin, water-harvesting basins or other drainage improvements for the specific project cannot be located in the existing or future right-of-way. 8. Major Streets and Routes intersection widening is required for this project will impact the drainage facilities substantially triggering a re-design of the drainage concept. 9. A diversion or the change of the existing drainage patterns entering and exiting the site are not generally allowed unless it is specifically designed to alleviate a drainage issue. 10. Any additional major stormwater discharge into the right-of-way must demonstrate no adverse impact to the existing drainage facilities and must be accepted by the City of Tucson Department of Transportation (TDOT). 11. The erosion hazard setback must be delineated. 12. Submit a geotechnical report with the re-submittal. Stormwater Prevention Pollution Plan: 1. The SWPPP must reflect the re-design of the project. The one-year expiration date for this development plan is 12/07/11. 2. DS 2-01.2.6 The project location map shall be located in the upper right corner of the cover sheet. 3. DS 2-01.3.2.B A brief legal description is requried to be placed near the title block. This site contains four (4) separate parcels therefore you will need to show how the parcels can work as stand alone parcels if sold separately or provide a Pima County Tax Parcel Combo and a recorded covenant regarding development and use of real property. 4. DS 2-01.3.4.C The project location map shall include the following: Section, township, and range will be labeled. 6. DS 2-01.3.7.A..6 If a DSMR is approved for this project, please add the DSMR number, date of approval, what the DSMR is for and any conditions of approval on the development plan (DP) If a DDO is approved for this project, please add the DDO number, date of approval, what the DDO is for and any conditions of approval on the development plan (DP) 7. DS 2-01.3.8.B All easements shall be drawn on the plan. The recordation information, location, width, and purpose of all easements on site will be stated. Should an easement not be in use and be proposed for vacation or have been abandoned, so indicate. However, should the easement be in conflict with any proposed building location, vacation of the easement shall occur prior to approval of plan unless written permission from easement holder(s) is provided. There is a 9' easement located along the east side of the property which must be addressed as per above. The building appears to be built over the easement. 8. DS 2-01.3.8.C The following information regarding existing public right-of-way adjacent to shall be provided: the name, right-of-way width, recordation data, type and dimensioned width of paving, curbs, curb cuts, and sidewalks. This site must be designed as to incorporate the future widening of the intersection of Glenn and 1st Ave. The 1st Ave side as indicated has not taken into account the intersection widening to a width of 75' half right of way with the required taper. Clearly indicate the location of the future right of way and the future curb location on the site plan. The location of the future sight visibility triangles will be affected by the above. On the site plan clearly indicate the location of the landscape buffer. 9. DS 2-01.3.9.F On the site plan clearly indicate the zoning classifications of the adjacent properties. 10. DS 2-01.3.9.H.5.d Bicycle parking provided on the DP does not meet the requirements of revised DS (Development Standard) 2-09. Per DS 2-09.4.1 Class 2 bicycle parking facilities will be located no more than fifty (50) feet from the main building entrance(s) and will be along the front side of the building as well as along other sides of the building that has an entrance. Reviewer is assuming a DSMR will be applied for. 11. DS 2-01.3.9.O The required building setback along the east property line is 1 ½ times the height of the buliding wall. A setback of 2.17' does not meet this requirement. A Design Development Option (DDO) variance will be required to be completed and approved. Provide wall height of the east elevation of the building in order to complete comments for the variance. 12. DS 2-01.3.9.W The location of the monument sign along Glenn is located within the right of way, either a TRE will be required or relocate the sign. The monument sign on 1st Ave is located within the future right of way. Provide a note on the plan stating the upon the widening of 1st Ave the sign will be removed or relocated at no expence to the City of Tucson. 13.
