Development Plan:

1. Please include a response letter to the comments along with the corrected copies of the DP.
2. In light of the fact that the our reviewer, Bianca Ramirez, has accepted a job else where and is no longer working for the Planning and Development Services Department, this DP has been re-assigned to me to review. I have reviewed Bianca comments as well as the resubmittal response comments.
3. Per 2-05.2.1.H - Provide contour interval to development plan (together with north arrow and scale). The contour interval shall be shown next to the scale by the "SITE DEVELOPMENT PLAN" title, not by the location plan. Remove the scale and contour interval be the locations plan.
4. Keynote 8: Unable to located detail being referenced for parking spaces. The keynote calls out that the detail is on sheet 2 instead of sheet 3. Revise keynote.
5. The refuse enclosure shall have a minimum inside clear distance of 10'x10', bollard to bollard and from front to back bollard.

Drainage Statement:
1. The DS has been accepted by engineering.

The Pima County Regional Wastewater Reclamation Department (PCRWRD) has reviewed the proposed sewer collection lines for the above-referenced project. The following comments are offered for your use:
Sheet 1: If you are not proposing any new sewer then the following General Note needs to be included:

THE ON-SITE SEWERS ARE EXISTING AND PRIVATE. NO NEW SEWERS ARE PROPOSED.

This office will require a revised set of bluelines, and a response letter, addressing these comments. Additional comments may be made during the review of these documents.

Pima County Code Title 13.20.030.A.2 requires that a wastewater review fee be paid for each submittal of the development plan. The fee for the first submittal is $166 plus $50 per sheet. For the second submittal, the review fee is $50 per sheet. For all subsequent submittals, the review fee is $39 per sheet.

The next submittal of this project will be the third(3rd) submittal. A check for the review fee of this submittal in the amount of $39.00 (made out to PIMA COUNTY TREASURER) must accompany the revised set of bluelines and response letter. If the number of sheets changes, please adjust the review fee accordingly.

The Detail of the container enclosures must be shown that the minimum inside dimension between the bollards shall be not less than 10’- 0” for each enclosure. The dimension for the inside of the enclosure walls must be 12’-0” for each enclosure as shown on the Solid Waste Standards.

All enclosures must show the gates installed and mounted at the end on the CMU screen wall, on a column or post as show on Solid Waste Standards. Also the size of containers proposed to be use must be noted on the plans.

Tucson Electric Power Company has reviewed and disapproved the development plan submitted March 8, 2011. It appears that there are conflicts with the existing facilities within the boundaries of this proposed development. The front of the TEP transformer faces West and opens in that direction. The plan indicates that the gate opening will be on the South Side of the transformer. TEP requires that the gate opening to be in the front of the transformer for operational purposes. The gate needs to be on the West Side of the transformer and directly in front of the transformer. If TEP needs to perform maintenance or switching at that transformer and cannot open the transformer to perform that work, TEP will remove the wall at the owners expense. Conflicts can not be determined until facilities are properly indicated on the plan. Any relocation costs will be billable to the customer.

In order to apply for electric service, call the New Construction Department at (520) 918-8300. Submit a final set of plans including approved site, offsite and electrical load plans. Include a CD with the AutoCAD version of the plans. If easements are required, they will be secured by separate instrument. Your final plans should be sent to:

DEVELOPMENT PLAN COMMENTS: Please resubmit revised drawings along a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. Section 5.3.8.2, LUC, permits a maximum of one year from the date of application to obtain approval of a development package. If, at the end of that time, the development package has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this development plan is October 06, 2011.

2. Based on the last approved plan and the provided expansion calculation this plan has now been reviewed for full code compliance for the areas of building and vehicle use area only.

3. D.S. 2-05.2.1.K Zoning acknowledges an error in this comment. The case number should be C9-73-74 not C9-73-75. Also please clarify what number C10-84-38 is in reference to. The following relevant case number shall be listed in the lower right corner, next to the title block; C9-73-75.

4. Zoning acknowledges that the correct use is shown under "F. Development notes" but the "Existing/proposed use" shown under "A. Zoning and land use notes" is not correct. Either correct the use shown under "A. Zoning and land use notes" or remove it from the plan. D.S. 2-05.2.2.B.3 List the proposed use on the plan. The use should be listed as shown in the LUC along with the development designator and any subject to sections.

5. This comment was not fully addressed. Per the last approved development plan there was a 12x35 loading space shown in the northwest corner of the east parking area, this loading space is required and must be shown on the plan. Also D.S. 2-05.2.4.O Show all required loading spaces on the plan fully dimensioned.

6. This comment was not fully addressed. Provide the materials for lighting specific type of rack. Also the 24" dimension shown on the detail does not meet the 30" require between racks, see D.S. 2-09.5.1.A D.S. 2-05.2.4.Q Provide a bicycle parking detail including materials for lighting and paving, type of security, dimensions, specific type of rack and the number of bicycles it supports.

7. D.S. 2-05.2.4.Q Show the seventy-two (72) inch length per bicycle parking space on the Class 2 detail, see D.S. 2-09.5.1.A

8. D.S. 2-05.2.4.Q Show the five (5) foot wide access aisle on the Class 2 detail, see D.S. 2-09.5.2.

9. D.S. 2-05.2.4.Q Show the back-up spur curb on the Class 2 detail and show that the distance from the curb to the seventy-two (72) inch length for each bicycle meets the three (3) foot distance required between an obstruction and the obstruction (bicycle), see D.S. 3-05.2.2.D.

10. D.S. 2-05.2.4.Q Detail 8, Sheet 3 calls out Class 1 bicycle parking and the detail shows Class 2. Revise the title.
