SUMMARY: Engineering Division of Planning & Development Services Department has received and reviewed the proposed development plan, A.S.P. Engineering Division does not recommend approval of the development plan at this time. The following items need to be addressed:

DEVELOPMENT PLAN:

1) DS Sec.2-05: Provide the last approved site plan (T08CM02057) that accurately shows the building location and square footage. The Tentative Plat submitted with old and revised building foot print should reflect the shell building site plan for the accurate foot print and calculations for the change. The overall site plan is required to be revised to correctly show the new dumpster location and loading zone locations, with maneuverability for stamp approval. Sheet A.S.P. can be used to clearly show dimensions and details for construction purposes; however the proposed development plan needs to include an Overall site plan of the entire site showing the new site layout for refuse and loading maneuverability.

2) DS Sec.2-05.2.1.C: Revise the development plan so that all lettering and dimensions are equivalent of twelve (0.12") point or greater in size. The purpose of this requirement is to assure that all lettering is legible when reviewed and will maintain that legibility when reproduced and photographically reduced (microfilmed) for record-keeping purposes.

3) DS Sec.2-05.2.1.K: The development plan number (D10-0037) must be added to the lower right hand corner of the plan.

4) DS Sec.2-05.2.1.O: Revise the A.S.P. sheet to clearly show the new location for the loading zones and refuse enclosure. Per the sheet it appears that the refuse enclosure is proposed over the loading zones. Per the LUC the loading zone can be dimensioned in front of the refuse enclosure but not over it, revise.

5) DS Sec.2-2-05.2.1.T: Revise the development plan document and Detail 1 to clearly label and dimension all construction details for the proposed refuse container and enclosure location. Refer to DS Sec.6-01 (draft Figure 3) for all required refuse enclosure dimensions and construction details. Refer to Environmental Services, Tony Teran (791-4183 or Tony.Teran@tucsonaz.gov) for further information.

6) DS Sec.2-2-05.2.1.T: Provide approval from Environmental Services for the new location and proposed refuse maneuverability. The new pick up location does not match the overall flow of the Master Plan Development for refuse truck flow direction.

GENERAL COMMENTS:

Please provide a revised development plan that addresses the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments.

DEVELOPMENT PLAN COMMENTS: Please resubmit revised drawings along a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. Section 5.3.8.2, LUC, permits a maximum of one year from the date of application to obtain approval of a development package. If, at the end of that time, the development package has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this development plan is October 06, 2011.

2. This development plan revision was reviewed for compliance with the City of Tucson Development Standards (D.S.) and Land Use Code (LUC) for full code compliance for the area of change only.

3. Provide a development plan that meets the requirements of D.S. 2-05.0 and is clearly readable.

4. D.S. 2-05.2.1.H The north arrow, contour interval, and scale should be placed together on each sheet, preferably in the upper right corner of the plat.

5. D.S. 2-05.2.1.K The following relevant case numbers shall be listed in the lower right corner, next to the title block; S05-207, C9-05-26 & C9-04-11.

6. D.S. 2-05.2.2.B.1 List as a general note: "EXISTING ZONING IS C-1".

7. D.S. 2-05.2.2.B.2 Provide the development plan number D10-0037 near the title block on all sheets.

8. D.S. 2-05.2.2.B.2 Provide a general note stating "SEE TENTATIVE PLAT/DEVELOPMENT PLAN S05-207 FOR ALL CONDITIONS RELATED TO REZONING CASE C9-04-11"

9. D.S. 2-05.2.2.B.3 List the proposed use on the plan. The use should be listed as shown in the LUC along with the development designator and any subject to sections.

10. D.S. 2-05.2.2.B.10 Add a general note stating that the project is designed to meet the overlay zone criteria: Sec. 2.8.3, Major Streets and Routes (MS&R) Setback Zone.

11. D.S. 2-05.2.2.B.11 List the gross area of the site by square footage and acreage.

12. D.S. 2-05.2.3.B All easements shall be drawn on the plan. The recordation information, location, width, and purpose of all easements on site will be stated.

13. D.S. 2-05.2.4.B All existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the drawing with zoning bondaries clearly defined.

14. D.S. 2-05.2.4.O There appears to be and an additional loading space shown on the plan. If this is new loading space and appears to encroach into the dumpster enclosure. If this is an additional dumpster provide a new loading space calculation on this plan that includes the required and provided number of loading spaces for the entire site. See the revised S05-207 Tentative plat/development plan for the current loading space calculation.

15. Provide a note on the plan stating "SEE TENTATIVE PLAT/DEVELOPMENT PLAN S05-207 FOR ALL RELEVANT TENTATIVE PLAT /DEVELOPMENT PLAN CALCULATIONS

16. Depending on how the above comments are addressed addition comments may be forth coming.
