DEVELOPMENT PLAN COMMENTS: Please resubmit revised drawings along a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. Section 5.3.8.2, LUC, permits a maximum of one year from the date of application to obtain approval of a development package. If, at the end of that time, the development package has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this development plan is September 12, 2011

2. This development package was reviewed for compliance with the City of Tucson Development Standards (D.S.) and Land Use Code (LUC) for full code compliance.

3. D.S. 2-01.3.2.E The number of pages, page X of Y, shown in the lower right hand corner of the title block needs to reflect the total number of pages for the entire development package, i.e. X of 8.

4. D.S. 2-01.3.3 Remove the "ANNEXATION ORD. #486", located near the title block, as there are no relevant annexation conditions.

5. D.S. 2-01.3.9.E This project comprises five (5) parcels lot combination is required. Provide a copy of the approved Pima County Combination Request Form and a copy of the recorded Covenant Regarding Development and Use of Real Property with the next submittal. Provide a general note on the plan stating "COVENANT REGARDING DEVELOPMENT AND USE OF REAL PROPERTY RECORDED AT DKT. ??? PG ???".

6. D.S. 2-01.3.9.F All existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the drawing. That said provide the zoning for the parcels on the south side of 22nd Street.

7. D.S. 2-01.3.9.H.2 The future sight visibility triangles (SVT's) to not appear to be shown correctly on the plan, see Engineering comments.

8. D.S. 2-01.3.9.H.4 The future curb does not appear to be shown correctly, see Engineering comments.

9. D.S. 2-01.3.9.H.4 Show the future sidewalk on the plan.

Class 2 bicycle parking facilities will be located no more that 50 feet from the main building entrance. Provide a dimension on the plan from the main entrance to the bicycle parking.

13. D.S. 2-01.3.9.H.5.d Detail 2 sheet 4 show the require 5' clear access aisle on the detail, see D.S. 2-09.5.2.

14. D.S. 2-01.3.9.L If applicable show all proposed easements on the plan along with the recordation information, Docket & Page.

15. D.S. 2-01.3.9.R There does not appear to be enough sidewalk area between the top of the accessible access ramp and the proposed open building doors. Per D.S. 2-08.5.1.A a minimum of four (4) foot must be maintained.

16. D.S. 2-01.3.9.R Detail 3 sheet 4 provide a dimension between the two (2) post barricades shown within the access aisle. A minimum of four (4) foot must be maintained.

2. Please revise development plan to comply with rezoning C9-96-08, condition # 1.d. Please provide four-sided architectural building elevations drawn to scale, in black and white with the proposed southwestern colors identified on each building elevation. Building elevations shall be drawn on full size 24" X 36" sheet(s) as part of the development plan sheet count/submittal. In addition, provide in a smaller print the color version(s) [may use color pencils which best resemble the proposed southwestern colors] of the four-sided architectural building renderings/elevations. The color version shall identify each southwestern color by brand name and color code. The color versions can be submitted on 11" X 17." print(s).

3. Please revise development plan to comply with rezoning C9-96-08, condition # 1.f. Please provide four-sided architectural building elevations drawn to scale, in black and white (as defined on comment # 2), with the proposed location and screening of the roof mounted HVAC, to demonstrate compliance with condition # 1.f.

4. Please demonstrate how seven existing mature mesquite trees will be preserved "in-place," within a proposed (graded) private detention basin design? SUMMARY: Engineering Division of Planning and Development Services Department has received and reviewed the proposed Development Plan Package, Hydrologic/Hydraulic Report (Stanley Engineering and Drainage, 25AUG10) and Stormwater Pollution Prevention Plan (Stanley Engineering and Drainage, 02SEP10). Engineering Division does not recommend approval of the Development Plan Package at this time. This review falls under the draft policy for Development Plan Core Review, Development Standard 2-01. All comments reflect Development Plan, Grading Plan and SWPPP review. The following items need to be addressed:


DEVELOPMENT PLAN:

1) DS Sec.2-01.2.5: Revise the development plan documents to include a 3-inch by 5-inch space in the lower right quadrant on all sheets that shall be reserved for the CDRC approval stamp.

2) DS Sec.2-01.3.2.D: Revise the development plan document so that the administrative address that is shown is correctly placed within the Title Block per the referenced standard.

3) DS Sec.2-01.3.2.E: Revise the development plan document to correctly label the number of all sheets within the development plan package. I.e. Sheet X of 8 (Landscape plans can still be referenced as Sheet L1 however the page count must reflect all 8 sheets).

4) DS Sec.2-01.3.3: The correct Development Plan Package number (D10-0030) may be added to the lower right hand corner of the plan on all sheets where indicated by "D10-."

5) DS Sec.2-01.3.7: Per DS 2-01 and the Development Plan submittal requirement revise the development plan document to include all General Notes (Site and Grading Plan Notes) together on a separate page. *Note- Master Cover Sheet and General Notes may be combined if content and space allow.

6) DS Sec.2-01.3.8.C: Revise the development plan documents to provide the following information for the public right-of-way; label right-of-way width as "existing and/or future", label the roadway as "Arterial", and clarify future SVTs. Required parking is not permitted within the future sight visibility triangles as shown on the plan set.

7) DS Sec.2-01.3.9.E: Clarify the proposed lot lines as shown on the development plan document. All lot combinations or reconfigurations will require approval from the Zoning Section of the City of Tucson Development Services Department prior to Development Plan Package approval.

8) DS Sec.2-01.3.9.H.1: Verify and label the required 18-foot radii (Fremont Ave) for the proposed driveway location per City of Tucson Transportation Access Management Guidelines (TAMG), Section 5.5. Refer to DS Sec.3-01.3.2.C for street development standards.

9) DS Sec.2-01.3.9.H.1: Verify and label the existing radii in plan view for the 22nd Street driveway location per DS Sec.3-01.3.2.C.

10) DS Sec.2-01.3.9.H.1: Provide a detail for the proposed sidewalk connection to the existing handicap access ramp within the public right-of-way of 22nd Street. Verify slopes and cross sections where the sidewalk ties into the wing portion of the ramp.

11) DS Sec.2-01.3.9.H.5.a: Provide all dimensions for the proposed back up spurs as shown on the plan set. Refer to DS Sec.3-05.2.2.D for minimum requirements; specifically the spur must have a minimum of 3-foot radii and 3 feet in depth.

12) DS Sec.2-01.3.9.H.5.a: Revise the development plan document and Detail 4 to accurately label the 2.5 foot overhang for the proposed wheel stops. The detail currently dimensions 3-foot minimum. Refer to DS Sec.3-05.2.3.C.1.

13) DS Sec.2-01.3.9.H.5.a: Revise the development plan documents to clearly label and dimension all concrete radii within the proposed vehicular use area. Per DS Sec.3-05.2.1.C.3 all PAAL intersection must have a minimum unobstructed radii of 5-feet unless used for fire or refuse access then a minimum radius of 18-feet is required. For all other areas of curb returns or radii clearly label in plan view.

14) DS Sec.2-01.3.9.I: Refer to comments from Jose Ortiz, PE Transportation Department on planned future right-of-way widening and intersection widening. Per discussion with Jose there is already a future plan for 22nd Street, verify that all proposed dimensions and locations meet Transportations requirements.

15) DS Sec.2-01.3.9.N.2: Revise the development plan documents to provide the following information on the plan drawing to indicate proposed conditions.

a) Provide a geotechnical report with discussion on the proposed setback (9.2-foot) from the proposed building and retention basin and the required infiltration tests to assure drain down time per DS Sec.10-01.

b) Provide filter fabric specifications either in the Keynotes or Details for all proposed spillways and splash pads for construction purposes.

c) Revise the basin configuration to meet the basin shape requirements of curvilinear shapes. If rectilinear or geometric slopes are used soften the contours with minimum 10-foot radius curves at all basin corners per DS Sec.10-01.4.3.1.

d) Clarify the 8.3-foot dimension in plan view for the Type 1 scupper under the sidewalk. Provide a label for length of scupper so that it is not confused with an 8.3-foot width.

16) DS Sec.2-01.3.9.N.2: Revise the development plan document to provide a label and/or detail call outs for a vertical curb termination section at all proposed curb cut locations.

17) DS Sec.2-01.3.9.R: Refer to comments from Ron Brown, RA Structural Plans Examiner for all handicap accessibility comments that may be associated with this project.

18) DS Sec.2-01.3.9.R: Revise the development plan document to verify the minimum width at the top of the access ramp and front door of the building and between the 2 bollards proposed at the handicap ramp location. Per DS Sec.2-08.5.1.A a minimum of 4-foot must be maintained.

19) DS Sec.2-01.3.9.T: Revise the development plan document and Detail 1 to clearly label and dimension all construction details for the proposed refuse container and enclosure location. Refer to DS Sec.6-01 (Figure 3) for all required refuse enclosure dimensions and construction details.

20) DS Sec.2-01.3.9.X: Provide a length dimension in plan view or in Keynotes #32 for begin/end here points on the proposed 30-inch screen wall.

21) DS Sec.11-01.9: Revise the development plan document and Details 8 and 9 to clearly dimension the required 2-feet setback from all property boundaries to the proposed limits of grading, fill slopes, proposed construction, etc. Provide sufficient room to allow for the 2-feet setback from property lines to the toe of the fill slope as proposed in the referenced Details.


GEOTECHNICAL REPORT:

22) DS Sec.11-01.4.1.D: Provide a Geotechnical Report with a discussion on the proposed 9.2-foot setback from the building and retention basin and the required infiltration tests to assure drain down time per DS Sec.10-01.


STORMWATER POLLUTION PREVENTION PLAN:

23) The proposed SWPPP meets the minimum requirements of the AzPDES Construction General Permit (CGP). However the SWPPP and Exhibits can not be stamped approved until approval of the development plan documents. Provide 3 copies with resubmittal for stamp approval.


GENERAL COMMENTS:

Please provide a revised Development Plan Package and Geotechnical Report that addresses the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments.

Further comments may be generated upon re-submittal of the Development Plan Package and Geotechnical Report.
