A business classification to include production, service and distribution businesses, whose activities are conducted within a completely enclosed building and produce no noxious fumes, obtrusive noises, and/or negative visual elements. Examples of acceptable uses are blueprinting, lithography, printing or publishing; research and development, including fabrication or component assembly; retail showroom; school or college (operated as a commercial enterprise); medical or dental laboratory; or other similar uses. Engineering Division of Planning & Development Services Department has received and reviewed the Development Package and recommends approval of the Development Package with the following conditions to remain for the grading permit T11BU00234 to be completed during grading construction. GRADING PERMIT CONDITIONS: The following 15 conditions apply to grading permit T11BU00234: 1) Call for SWPPP inspection and Grading Pre-construction meeting. For a PDSD Engineering Inspections, call IVR (740-6970), or schedule with a Customer Service Representative at the Planning & Development Services Department, or contact PDSD Engineering at 837-4888. 2) For inspection purposes, post City of Tucson's "AZPDES - Posting Requirements" green sheet, or the NOI at construction entrance of site, at beginning of construction activities, and maintain this posted document throughout project construction. 3) A copy of the approved plans, permits, and other documents shall be kept at the site at all times, until final grading approval. These documents are for onsite finish grading construction for redesigned parking area, utility infrastructure, private paving, drainage improvements, and landscaping associated with Development Package D10-0027 (sealed 3-16-11 Bruce Paton, P.E.). 4) SWPPP measures shall be maintained and updated throughout project until final grading approval. Sequential list of grading construction activities for this project shall be updated and provide for installation of SWPPP control measures at start of project prior to clearing and rough grading of this site, and removal or interim controls once all permanent controls are in place. All Operators shall be identified and have separate certification statements. For the Owner/Operator Certification Statements, provide name and signature for the Operators with each certification statement. Assure these certifications are available on-site. List of contractors and subcontractors shall be filled out at commencement of grading construction activity and updated on site and kept with SWPP documents. 5) Operator shall report to ADEQ any noncompliance (including spills) which may endanger human health or the environment. Operator shall orally notify office listed below within 24 hours: (a) Arizona Department of Environmental Quality 1110 W. Washington, 5th floor (5515B-1) Phoenix, AZ 85007 Office: 602-771-4466; Fax 602-771-4505 6) Receiving waters is unnamed tributary which connects to Santa Cruz River located quarter mile downstream of project. 7) Stabilized entrances shall be maintained at all active access entrances. Use of water trucks or other dust controls shall be utilized, and construction entrances shall be maintained to minimize sedimentation, dust issues, and tracking onto public streets. 8) Stormwater shall be prevented from entering and possibly causing ponding/infiltration within the landfill boundary. 9) No storage of materials, no vehicular storage, no concrete wash out shall occur in water harvest areas. 10) There shall be no disturbance outside of these approved grading limits. Any grading outside of the grading limits requires separate grading permit or a submittal, review, and approval for separate permits. 11) Contractor is responsible to protect in place the existing sewer line; all work within this easement must be coordinated with Pima County Waste Water prior to any site construction. 12) Any revisions to Grading Plan must be reviewed by PDSD Engineering Engineer and may include discussion, details, or a revised grading plan/development package. Call PDSD Engineering at 791-5550 to discuss any revisions. If grading construction is expected to last longer than expiration date of grading permit, contact PDSD to renew/extend Grading Permit. If Final Grading Inspection has not been completed before Grading Permit expires, and permit has not been renewed, additional fees and reviews may be required. Requests for grading permit extensions may be submitted to Planning & Development Services Department (attn: Claudia Buford), prior to grading permit expiration date, for consideration of grading plan extension approval. 13) Permitee shall notify PDSD when grading operation is ready for final grading inspection. Final grading approval shall not be given until all work, including installation of all drainage improvements and their permanent protective devices, and all erosion control measures have been completed in accordance with approved grading plan and grading permit, and all conditions of permit are completed. 14) Areas to be used for future parking shall have permanent erosion control placed as called out on approved plans - gravel - small decomposed gravel or fines shall not be accepted. 15) As-builts are required to be submitted under activity number T11BU00234 to PDSD permit clerks. Submittal will be reviewed and then if acceptable, a copy will be provided to PDSD Engineering Inspector for final grading inspections. For Grading Permit Project Completion documentation, submit: one copy of original grading plans, 2 copies of as-builts ("Final Revised Grading Plan"), letters of substantial completion.
