Engineering Division does not recommend approval of the development plan at this time. The following items need to be addressed: DEVELOPMENT PLAN: 1) DS Sec.2-05.2.1.D: A small, project-location map shall be drawn on the first sheet of the development plan, preferably in the upper right corner. The map should cover approximately one (1) square mile, be drawn at a minimum scale of 3" = 1 mile, and provide the following information. a. Show the subject property approximately centered within the one (1) square mile area. b. Identify conditions within the square mile area, such as major streets and watercourses (El Vado Wash). c. Section, township, and range; section corners; north arrow; and the scale will be labeled. 2) DS Sec.2-05.2.1.G: Revise the title block information to provide a brief legal description of the property. Revise the reference to "Site Plan" on both the title block and scale label to reference a "Development Plan." 3) DS Sec.2-05.2.1.K: The development plan number (D10-0020) must be added to the lower right hand corner of the plan. 4) DS Sec.2-05.2.2.A.1: Revise the Owner Information Section to include the telephone number of the primary property owner of the site. 5) DS Sec.2-05.2.2.C.1.a: Provide the following note on the development plan; "The developer, any successors and assigns, will hold the City of Tucson, its officers, employees, and agents harmless from any and all claims for damages related to the use of this development as shown hereon, now and in the future, by reason of flooding, flowage, erosion, or damage caused by water, whether surface flood or rainfall." 6) DS Sec.2-05.2.2.C.1.b: Provide the following note on the development plan; "Drainage will remain in its natural state and will not be altered, disturbed, or obstructed other than as shown on this development plan." 7) DS Sec.2-05.2.2.C.2.a: Provide the following note on the development plan to read; "The subject parcel is affected by the City of Tucson Floodplain Regulations per the mapped FEMA Zone AE Special Flood Hazard Area as shown on the Flood Insurance Rate Map (FIRM), Community-Panel No. 040076 C 2238K, effective date February 8, 1999 revised LOMR dated 24JUL00." 8) DS Sec.2-05.2.2.C.2.b: Provide the following note on the development plan to read; "A floodplain use permit will be required for any future work proposed within the mapped FEMA Zone AE 100-year floodplain limits of the regulatory wash as shown on the Development Plan." 9) DS Sec.2-05.2.2.E: Provide the following note on the development plan; "Any relocation or modification of existing utilities and/or public improvements necessitated by the proposed development will be at no expense to the public." 10) DS Sec.2-05.2.3.C: Revise the development plan to provide or correct the following information for the existing public right-of-way. a. All existing roadways need to be labeled as "Public" not private. b. Remove the reference to the "MS&R" on all existing roadways. c. Dimension the width of existing paving, curbs, curb cuts and sidewalks. 11) DS Sec.2-05.2.3.F: Revise the development plan to clearly label the Improvement Plan # reference for the existing drainage facilities under Santa Clara Ave. 12) DS Sec.2-05.2.3.I: Revise the development plan to label and dimension the 100-year Zone AE floodplain limits, water surface elevation (WSEL) and Q100 discharge value of the regulatory El Vado Wash. The development plan will require a civil engineering stamp to certify the location of the FEMA floodplain and WSEL cross sections. 13) DS Sec.2-05.2.4.K: Refer to comments from Ron Brown, RA Structural Plans Examiner for all handicap accessibility comments that may be associated with this project. 14) DS Sec.2-05.2.4.R: Revise the development plan to label and dimension the existing Sight Visibility Triangles (near and far side) for all PAAL access points and roadway intersections. Refer to DS Sec.3-01.5.1 for SVT procedures and criteria. GENERAL COMMENTS: Please provide a revised development plan that addresses the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments. Further comments may be generated upon resubmittal of the development plan and review. The administrative street address. D. Page number and number of pages. 8. DS 2-01.3.3 Relevant case numbers (development package document-D10-0020 and special exception -SE-09-11 case numbers) shall be provided adjacent to the title block on each sheet. 9. DS 2-01.3.4 The project-location map shall cover approximately one (1) square mile, be drawn at a minimum scale of 3" = 1 mile, and provide the following information. A. Show the subject property approximately centered within the one (1) square mile area. B. Identify major streets and regional watercourses within the square mile area and all streets that abut the subject property. C. Provide FAR calculations for both uses. 4. Provide lot coverage percentages for both uses. 11. DS 2-01.3.8.B All easements shall be drawn on the plan. The recordation information, location, width, and purpose of all easements on site will be stated. 12. DS 2-01.3.8.H.2 Show existing sight visibility triangles 13. DS 2-01.3.8.H.1 Clearly indicate the direction of travel for the PAAL exiting onto Calle Aragon closest to Santa Clara. 14. DS 2-01.3.8.H.5.a The number of allowed students per the special exception condition #9 is 100. Revise note, parking calculations, and bicycle parking calculations. 15. DS 2-01.3.8.H.5.c The indicated loading zone appears to be located in a gravel area which is not an approved location.. The educational use may require up to two loading zones that meets the requirements of LUC. Clearly indicate the use of buildings #2 and #3. If building #3 is used for educational use a loading zone will be required for both buildings #4 and #3. 16. DS 2-01.3.8.H.d Please provide a plan view detail of the proposed class 2 bicycle parking spaces. Single rack spaces placed in a row will allow a minimum of seventy -two (72) inch length per bicycle parking space and a minimum of thirty (30) inches between outer spaces of racks. A five (5) foot wide access aisle measured from the front or rear of the seventy-two (72) inch long parking space will be provided beside each row. Lighting will be provided such that all facilities are thoroughly illuminated and visible from adjacent sidewalks, parking lots, or buildings, during working hours. The surface of the facility can be surfaced the same as for motor vehicle parking or with a minimum of one (1) inch thickness of one-fourth (1/4) inch aggregate material. DS 2-09.5.1, DS2-09.5.2, DS 2-09.5.4, & DS 2-09.6.2 Provide a detail of the proposed type of class two bicycle rack. 17.
