The Pima County Regional Wastewater Reclamation Department (PCRWRD) has reviewed the proposed sewer collection lines for the above-referenced project. The following comments are offered for your use:
Are you proposing new sewer? If so then obtain a letter from the PCRWRD’s Development Liaison Unit, written within the past year, stating that treatment and conveyance system capacity for the project is available in the downstream public sewerage system and provide a copy of that letter to this office. The required form to request such a letter may be found at:

The development plan for this project cannot be approved until a copy of this letter has been received by this office.

The development plan submitted is significantly deficient. Refer to Pima County Development Services “Development Plan Review, Checklist Requirements” section J. WASTEWATER, for submittal requirements. The checklist is available at;

THE ON-SITE SEWERS ARE EXISTING AND PRIVATE. NO NEW SEWERS ARE PROPOSED.
This office will require a revised set of bluelines, and a response letter, addressing these comments. Additional comments may be made during the review of these documents.

Pima County Code Title 13.20.030.A.2 requires that a wastewater review fee be paid for each submittal of the development plan. The fee for the first submittal is $166 plus $50 per sheet. For the second submittal, the review fee is $50 per sheet. For all subsequent submittals, the review fee is $39 per sheet.

The next submittal of this project will be the second(2nd) submittal. A check for the review fee of this submittal in the amount of $100.00 (made out to PIMA COUNTY TREASURER) must accompany the revised set of bluelines and response letter.

If the number of sheets changes, please adjust the review fee accordingly.

The subject submittal has been reviewed and it can not be approved at this time. Address the following comments before review can continue. Prepare a detailed response that explains the revisions that were made and references the exact location in the drainage report and on the Development Plan where the revisions were made:

Drainage Report:

1. Provide in the text, in more details, what improvements currently exist and what improvements are being proposed.
2. Provide a drainage exhibit that shows all onsite watersheds and all proposed drainage solutions.
3. Provide a more detailed discussion of the proposed detention/retention basin and the routing and design calculations. Additionally, provide design calculations for all proposed drainage structures and show, on the drainage exhibit, where those structures are. Provide any required cross sections or details.
4. Are there any existing onsite drainage problems that might need to be addressed with this proposed improvement?
5. Show on the drainage exhibit existing spot elevations/contour lines.
6. Address in the text how waterharvesting will be accomplished and show on the drainage exhibit the proposed waterharvesting basins.
7. Show on the drainage exhibit all proposed drainage solutions/structures with all required details (i.e. type, materials, location, size and dimensions, slopes, grades, high and low points, water ponding and slope setback lines, , waterharvesting basins, , cross section locations and details, etc.) that would clarify how the proposed drainage scheme will work. The drainage information shown on the development plan and grading plan will be based on the information provided in the drainage report text and drainage exhibits.
8. Clarify if the detention/retention basin require maintenance access ramp.
9. Address in the report drainage structures maintenance and provide drainage structures maintenance checklist.

Development Plan:

1. Complete the D (yr)-______ subdivision case number as required by D.S. 2-05.2.2.B.2.
2. Provide the sheet numbers on every sheet.
3. All lettering shall be equivalent to twelve (0.12") point or greater in size as required by D.S. 2-05.2.1.C). Revise plan as needed.
4. List the names, addresses and telephone numbers of the primary property owner of the site and developer of the project (D.S. 2-05.2.2.A.1.).
5. Add the rezoning case number (i.e. C9-01-29) in the lower corner of the plan (D.S. 2-05.2.2.B.7.).
6. List the gross area of the site by square footage and acreage (D.S. 2-05.2.2.B.11).
7. List the following drainage notes as:
a. "The developer, any successors and assigns, will hold the City of Tucson, its officers, employees, and agents harmless from any and all claims for damages related to the use of this development as shown hereon, now and in the future, by reason of flooding, flowage, erosion, or damage caused by water, whether surface flood or rainfall." (D.S. 2-05.2.2.C.1.a.).
b. "Drainage will remain in its natural state and will not be altered, disturbed, or obstructed other than as shown on this development plan." (D.S. 2-05.2.2.C.1.b.).
8. Add the following note: "No structure or vegetation shall be located or maintained so as to interfere with the sight visibility triangles in accordance with Development Standard 3-01.0." (D.S. 2-05.2.2.D.).
9. Provide the boundary information as required by (D.S. 2-05.2.3.A.).
10. Verify that there are no existing onsite easements that might conflict with the proposed development (D.S. 2-05.2.3.B).
11. Provide monuments on parcel line corners wherever are needed (D.S. 2-03.2.3.A).
12. Indicate the ground elevation on the site based on the City of Tucson Datum (D.S. 2-05.2.3.E.).
13. Provide any existing storm drainage facilities on and adjacent to the site if applicable (D.S. 2-05.2.3.F.).
14. Show areas of detention/retention including 100-year ponding limits with water surface elevations. (D.S. 2-05.2.4.H.1.).
15. Indicate proposed drainage solutions, such as origin, direction, and destination of flow and method of collecting and containing flow (D.S. 2-05.2.4.H.2.).
16. Provide locations and types of drainage structures (D.S. 2-05.2.4.H.3.).
17. Indicate all proposed ground elevations at different points on each lot to provide reference to future grading and site drainage (D.S. 2-05.2.4.H.4.).

Provide verification, in writing, of any approvals obtained for the 22nd Street landscape border. Contact Gary Wittwer, DOT Landscape Architect for specific landscape requirements. LUC 3.7.2.4.A.3

2) Fences or walls constructed in a single continuous line shall extend into a street landscape border no more than the actual width of the fence or wall. Where a fence or wall incorporates offsets or similar design features, a screen may extend a maximum of three (3) feet into the street landscape border. The screen wall is depicted in front of the landscape border along 23rd Street, but the code requires it to be located behind the border with only minimal encroachment as described above. LUC 3.7.3.2.C

3) Revise the plans to comply with the conditions of rezoning applicable to the project and note the related cases on the plans. Provide a transmittal documenting how all of the conditions are met.

4) The gates are required to be opaque along the 23rd Street frontage. C9-01-29.
No other wall openings should be present as the screening requirement is to provide a solid visual barrier. The PDP shows only one gate. Close the unused curb cut.

5) Provide a varied wall alignment per C9-01-29 along 23rd Street.

6) The PDP's and development plans associated with CD9-87-23 and C9-01-29 includes a number of trees along the west property boundary (identified as Cercidium Microphyllum). Trees existing in this location should be retained and additional trees should be added where necessary to comply with the conditions of rezoning.

7) Fix the symbols in the plant legend on sheet LS-1 for accents and groundcovers.

8) Provide a coordinated water harvesting plan per the conditions of rezoning. LUC 3.7.4.3

9) Provide a detail including the refuse enclosure gates. The opening is to be screened per LUC Table 3.7.2-I.

12. DS 2-05.2.4.B Clearly indicate the location of the zoning line separating the C-1 zone from the P zone on the plan.

13. DS 2-05.2.4.D.3 The indicated backup spur south of building A requires a 3' clear area behind the curb. Revise.

The single parking space south of building B appears to be blocked by curbing. Revise.

Curbing or barriers will be required along side the single parking space and south connecting to the existing curbing in order to prevent vehicles from driving onto unimproved portions of the site.

14. DS 2-05.2.4.F clearly indicate the location of the future right of way and future curb location.

15. DS 2-05.2.4.K Clearly indicate with dimensions the width of all pedestrian circulation paths.

The pedestrian circulation path cannot be located behind the loading zones. Revise.

The handicap access aisle located east of the east handicap parking space is required to be striped.

16. DS 2-05.2.4.N Label the heights and dimensions of all structures.

17. DS 2-05.2.4.P The parking calculations indicate 72 parking spaces required and provided. A count of the parking spaces on the plan indicates 67 sparking spaces provided. A redesign will be required.

Along the east side of the parking area clearly indicate the required 2'-6" overhang to prevent damage to walls, etc.

18. DS 2-05.2.4.Q Provide a dimensioned detail of the class one bicycle locker and the class two bicycle rack.

19. DS 2-05.2.4.V Please indicate the location and type of postal service to assure there are no conflicts with other requirements. If mail is to be delivered to an area within a building please state so on the plan.
