RESUBMITTAL REQUIRED: Development Plan and Drainage Statement..

The Development Plan (DP) and Drainage Statement (DS) cannot be approved as submitted. Please address the following review comments prior to the next submittal.

Development Plan:

1. Please include a response letter to the comments along with the corrected copies of the DP.
2. Stormwater detention facilities shall be incorporated within all new developments in a balanced basin to the extent necessary to ensure that, at a minimum, the post-development 2-, 10- and 100 year peak discharges from the site will not exceed the pre-development conditions. Per chapter 2.1 of the Stormwater Detention/Retention Manual.
3. The water harvesting basins located on the high side of the site does not seem to satisfy comment no. 2 requirements. Perhaps a different location for the det. basin would work better.
4. Add a general note indicating that the 7' high fence and wall are to be constructed by a separate permit.
5. Edit note no. 2 on sht. 2 to include that the improvement plans generated by Tucson Water shall be submitted to the Planning and Development Services Department for review.
6. Label existing and future sight visibility triangles per D.S. 2-02.2.1.10.
7. It appears that the disinfection system enclosure's FFE is at grade. Is this intentional or should the FFE be at 0.67' above FG? Adjust FFE if required.
8. Correct the range number (T-S-R) on the title block of both sheets.
9. Is the dist. of 33.4' shown on the South line of the project boundary correct? Revise as required.
10. Correct general note no. 31 to reflect that the project is an unshaded zone x per FEMA firm panel etc..
11. Vehicle use area and driveways shall be paved at a min. with double-shot chip seal (requirement #3 below) per L.U.C. -3.3.7.3, Surfacing Requirements. All vehicular use areas shall be surfaced with one (1) of the following materials:
1. Asphaltic concrete.
2. Cement concrete.
3. A penetration treatment of bituminous material and seal coat of bituminous binder and mineral aggregate.
4. Exception. Vehicular use areas for Residential Care Services with four (4) or fewer spaces provided, single- family residential development, mobile home dwellings, and duplexes on individual lots are not required to comply with surfacing requirements.
12. Fully-dimensioned loading space(s) and maneuvering area(s) per D.S. 2-02.2.1.14. Show the limits of the parking area or show the limits of the surface treatment.
13. All easement of record (exist. elec. esmt.) must be graphically shown on the plan together with recording docket and page per D.S. 2-02.2.1.20.
14. Add the basin(s) maintenance responsibility note per S.M.D.D.F.M. 2.3.1.6 C 1 and 2 to the DP.
15. Dimension from street monument lines to existing and proposed curbs, sidewalks, driveways, and utility lines per D.S. 2-02.2.1.21.
16. Cut or fill slopes require a 2' minimum setback from property line.
17. Show Development plan (D10-0013) number on all sheets per D.S. 2-02.2.1.29.
18. A permit or a private improvement agreement will be necessary for any work performed within the Right-of-way. Contact Permits and Codes at (520) 791-5100 for permit information.
19. Please show a typical cross section of the P.A.A.L. or call out the percentage of slopes. Call out the GB at the D/W, if applicable.

Drainage Statement:
1. Please include a response letter to the comments along with the corrected copies of the DS.
2. 4. The slopes listed on the Hydrologic Peak Estimator data sheets vary dramatically. The avg. slope of the site is listed in the DS as 3 to 4 percent on sheet 3 under Existing Conditions. Revise peak estimator sheets with the data called out in the DS if applicable.
5. Correct the amount of the existing Q100 listed in the table for concentration point 2E on sht. 4 or is the amount listed correct?
6. Add the basin(s) maintenance responsibility note per S.M.D.D.F.M. 2.3.1.6 C 1 and 2 to the DS.

DEVELOPMENT PLAN COMMENTS: Please resubmit revised drawings along a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. Section 5.3.8.2, LUC, permits a maximum of one year from the date of application to obtain approval of a development plan. If, at the end of that time, the development plan has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this development plan is April 13, 2011.

2. D.S. 2-05.2.1.D.3 Label the section corners on the location map.

3. D.S. 2-05.2.1.F Provide a reduces-scale map of the entire PAD District on the first sheet, indicating the location of the portion being developed.

4. D.S. 2-05.2.1.K Provide the following reference case number in the lower right corner, next to the title block, S99-060.

5. D.S. 2-05.2.2.B.1 Revise General Note 1 to show that the "EXISTING ZONING IS PAD 7".

6. D.S. 2-05.2.2.B.3 Revise General Note 3 to read "THE PROPOSED USE IS ISTRIBUTION SYSEMT "34", SUBJECT TO: SEC. 3.5.11.1.A, .B, AND .D"

7. D.S. 2-05.2.2.B.10 Provide a General Note on the plan stating that "THIS PROJECT IS DESIGNED TO MEET THE OVERLAY ZONE(S) CRITERIA: SEC. 2.8.3, MAJOR STREETS AND ROUTES (MS&R) SETBACK ZONE; SEC. 2.8.4, GATEWAY CORRIDOR ZONE; SEC.2.8.5, AIRPORT ENVIRONS ZONE (AEZ)."

8. D.S. 2-05.2.2.B.11 Per LUC Section 2.8.5.8.B.1.b the minimum project site area is five (5) acres.

9. D.S. 2-05.2.3.C Provide the following information for Kolb Road; right-of-way width, type and dimensioned width of paving, curbs, curb cuts, and sidewalks.

10. D.S. 2-05.2.4.A Along the south property line there are two (2) "33.4'" dimensions given and the 26' wide driveway totaling 92.8'. The overall property line dimension is shown as 85.00 (R). Please clarify the difference.

11. D.S. 2-05.2.4.B All existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the drawing with zoning boundaries clearly defined. Provide the zoning for the property on the east side of Kolb. The zoning shown for the railroad right-of-way to the north is not correct, it should be labeled "SH".

12. D.S. 2-05.2.4.D.3 The proposed gravel driveway, vehicle use area and required parking must meet the requirements of LUC Section 3.3.7.3 Surfacing Requirements. All vehicular use areas shall be surfaced with one (1) of the following materials.
a. Asphaltic concrete.
b. Cement concrete.
c. A penetration treatment of bituminous material and seal coat of bituminous binder and mineral aggregate.

13. D.S. 2-05.2.4.F If street dedication is not required or proposed and the project site is adjacent to a Major Street or Route, draw the Major Street right-of-way lines for those streets. (Add the MS&R future sidewalk, right-of-way lines, etc.).

14. D.S. 2-05.2.4.G State weather the proposed 15' x 15' electrical easement is public or private.

15. D.S. 2-05.2.4.I Once the future curb for Kolb Road is shown, see comment 13, provide a setback dimension from the back of future curb to the proposed "7' HIGH SCREEN WALL" shown along Kolb Road.

16. D.S. 2-05.2.4.M The "MAXIMUM PERMITTED FAR = 2.0" is not correct. Per LUC Section 2.8.5.8.B.1.c the maximum FAR is 0.30.

17. D.S. 2-05.2.4.N Provide a building height for the proposed buildings based on the requirements of LUC Section 2.8.5.11.2. This height is based on the Median Sea Level at the end of the runway.

18. D.S. 2-05.2.4.P Per LUC Section 3.3.4 UTILITIES USE GROUP, Distribution System the requirement for vehicle parking spaces is "One (1) space per five hundred (500) sq. ft. GFA, with a minimum of two (2) spaces per facility. That said the provided vehicle parking calculation is not correct. Revise the parking calculation and show the require vehicle parking on the plan. Design criteria for parking spaces and access are located in D.S. 3-05.

19. D.S. 2-05.2.4.R Show the required sight-visibility triangles on the plan.

20. If applicable ensure all changes are made to the landscape plans.
