COMMENTS:

1. Section 5.3.8.2, LUC, permits a maximum of one year from the date of application to obtain approval of a development plan. If, at the end of that time, the development plan has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this development plan is 12/14/10.

2. Provide copies of all approved development and site plans for this site in order to complete the review of this project.

The development plan on line indicates buildings located to the south of the Fry's store. If the approved previous plans do not indicate this area as parking spaces please provide dimensions of all PAALs, angle of the parking spaces, size of the parking spaces for this area.

3. DS 2-05.2.1.K Provide the annexation ordinance number 7199, any previous approved development plan numbers and the assigned development plan number D09-0040, in the lower right corner of all sheets

4. DS 2-05.2.4.A Provide all correct property lines with distance and bearing for each property line.

5. DS 2-05.2.4.K Provide accessible pedestrian circulation paths from all handicap parking spaces to the building including providing the handicap parking space and accessible route to the kiosk for the gas island which was indicated on the last approved site plan provided..

6. DS 2-05.2.4.P The indicated parking spaces adjacent to the north side of the existing building will require to have wheel stop curbs. This is required in order to prevent vehicles from overhanging the side walk and limiting the width of the side walk to less than 4'. Clearly indicate on the plan with the minimum dimension of 2'-6" from the front of the parking space.

Development Plan:

1. Please include a response letter to the comments along with the corrected copies of the DP.
2. When a Development Plan is required to be applied for and submitted in lieu of a Site Plan, it's because there are usually special conditions associated with the project, then a Site Plan is no longer applicable. However the Development Plan must still adhere to the minimum standards per the City of Tucson Development Standard No. 2-02.0 and No. 2-02.2.0 - Site Plan Content and Specifications.
3. Please provide property description per D.S. 2-02.2.1.3.
4. Please label lot dimensions and bearings per D.S. 2-02.2.1.5.
5. Label existing and future sight visibility triangles per D.S. 2-02.2.1.10.
6. Show all points of egress and ingress including locations and widths of driveways and parking area access lanes (P.A.A.L.) per D.S. 2-02.2.1.11.
7. Please label all vehicular, bicycle, pedestrian, and handicapped circulation clearly identified per D.S. 2-02.2.1.12.
8. Show the limits of the 100-year water surface elevation for the detention basin per D.S. 2-02.2.1.15.
9. Please provide Drainage patterns and finished grades per D.S. 2-02.2.1.16.

Drainage Statement:

2. A Drainage Statement is a brief description of drainage conditions applicable for a site which are not affected by 100 year flows of 100 cfs, of more……per S.M.D.D.F.M., chap. II, 2.1.2.
3. The content and format of the Drainage Statement should follow S.M.D.D.F.M., chap. II, 2.2.

Community planning staff offers the following comments:

1. Please revise development plan to include as a general note the conditions of rezoning for (C9-90-08) Coulter-First Avenue R-2 to B-1. Show the fourteen (14) rezoning conditions verbatim as approve by Mayor and Council on January 28, 1991.

2. Please revise development plan, sheet A1.0, key note #5 to include verbatim rezoning condition # 1.d.

3. Rezoning condition #14, requires the applicant to offer to meet one week prior to CDRC submittal with affected neighborhood association(s) and property owners. Please provide documentation(s) of the offer to meet and a summary of any meeting held as part of your CDRC submittal.

4. Per the City of Tucson Fire Department please revise development plan sheet A1.0, key note #3, to include the following language:

Paint existing fire lane curb full length of front and back building and fire lane(s) along the east façade of the building shall provide adjacent to the fire lane double face "no parking fire lane" signs. This requirement is per Development Standard, Appendix D, Section D101 of C.O.T. Amendments to the 2006 IFC.
